Economic Growth and Governance Practice

DT Global’s Economic Growth and Governance (EGG) practice champions the implementation of programs that stimulate market actors to contribute to an inclusive market system and helps improve governments be more responsive to the needs of their constituents. We assist governments in the formulation and implementation of policies that transform the economic environment at the local, regional, and national levels. Supporting both the public and private sectors, DT Global’s services span a broad range of technical areas, from competitiveness, enterprise development, workforce development, access to finance, market expansion, and the creation of a stronger business enabling environment.

Position Summary:

The Director of Governance in the EGG practice will provide strategic advice, technical expertise and thought leadership to current and future governance programs and proposals. Specifically, the Director will provide technical guidance on EGG business development initiatives, including contributing to the strategic planning of EGG’s pipeline, strengthen client relations, conduct proposal capture, facilitate technical solution designs, and write proposals. The Director will also support project delivery of EGG’s growing portfolio of programs . Finally, the Director will lead various thought leadership initiatives in the technical sector in coordination and collaboration with the Vice President of the EGG practice.

Primary Responsibilities:

  • Project Delivery and Technical Excellence.
  • Provide strategic and technical support to programs focused on governance, with a particular emphasis on USAID.
  • Provide short-term technical assistance on programs and surge support on program.
  • Perform in-depth analysis of EGG lessons learned in project delivery to inform activity planning and implementation.
  • Work with project field teams to establish and regularly expand a roster of technical specialists and subject-matter experts to support programs.
  • Working collaboratively with the Learning & Innovation practice, contribute to the design of a learning framework that includes structured project management reviews, strategic review sessions, research, and data analytics to drive innovation and further cultivate a culture of learning.
  • Coordinate and/or lead technical presentations for staff to increase awareness and understanding of current trends and best practices in the EGG technical areas, applying lessons learned and experience gained through field implementation.

Business Development

  • Participate in pipeline discussions to determine EGG bids to pursue and champion new business development opportunities, in collaboration with the Vice President of the EGG practice
  • Assume a lead role in the preparation of new business development.
  • Lead proposal development, including designing a technical approach, recruiting key personnel, developing partnering strategies, conducting negotiations, and overseeing cost development.
  • Write technical proposals and take part in proposal reviews.
  • Build relations with key clients, particularly USAID, and elevate DT Global’s reputation as technical experts in governance programming.
  • Lead capture and information gathering trips for anticipated and live proposals and guide staff and consultants supporting capture efforts.

Thought Leadership

  • Synthesize data and information into high-level technical products that inform EGG programming and policy
  • Actively participate in and represent DT Global at conferences, forums, and public engagements
  • Produce thought leadership pieces and analytic reports. Provide input into Quarterly and Annual reports for EGG projects.
  • Contribute to EGG’s strategy, learning agenda and innovation efforts.

Leadership and Staff Engagement

  • Provide guidance and mentorship to mid-level and junior-level staff.
  • Create a collaborative environment that empowers staff to demonstrate the cultural values of DT Global.
  • Coach staff on performance improvement across the full spectrum of program management, business development, and thought leadership.
  • Set an example as a leader by communicating professionally, being a team player, and supporting the development of staff.

Education & Minimum Qualifications:

  • Masters’s degree in international development, international relations, political science, government, economics, business, or a related field; or an equivalent combination of education and work experience required.
  • Minimum of 10-12 years direct USAID project management experience, responsible for overseeing project implementation and business development initiatives.
  • Minimum of 7 years staff supervisory experience.
  • Extensive knowledge of donor regulations and policies (including AIDAR and FAR), especially as they relate to contracting and procurement.
  • Solid background in overseeing complex budgets.
  • Excellent interpersonal skills: ability to work independently and effectively lead teams.
  • Strong communication, management, leadership, and strategic thinking skills.
  • Proven experience with MS Office applications (Excel, Word, PowerPoint).
  • Significant field experience working outside the US, particularly in developing countries.
  • Ability to travel and work overseas on short term technical assignments for up to 25% of his/her time.

Preferred qualifications:

  • USAID Indefinite Delivery, Indefinite Quantity (IDIQ) contract management experience.
  • Speaks a foreign language such as French, Spanish, or Portuguese.
