About Millennium Challenge Account (MCA) Timor-Leste

MCA Timor-Leste, collaborating with the Government of Timor-Leste and the Millennium Challenge Corporation (MCC) of the Government of the United States of America, is responsible for implementing the $420 million Timor-Leste Compact, together with an additional contribution of $64 million from the Government of Timor-Leste—representing a total $484 million investment in Timor-Leste. The Compact aims to address human capital development as a binding constraint to economic growth in Timor-Leste through two projects: the Water, Sanitation, and Drainage (WSD) Project and the Teaching and Leading the Next generation of Timorese (TALENT) Project.

The Director, Human Resources, under the supervision of the Managing Director, Operations, is responsible for managing the HR functions related to workforce planning, recruitment, compensation, and benefits, learning and development, performance management and adapting MCA-Timor-Leste’s HR policies to the applicable requirements and organizational needs.

Duties and Responsibilities

  1. Implement and manage HR services including workforce planning, recruitment, payroll, training, performance assessments and HR policies according to MCA-Timor-Leste needs and MCC/MCA-Timor-Leste standards.
  2. Analyze the requirements of the compact program to define functional strategies and policies to sustain the activities and projects of the compact, to include a comprehensive staffing plan, detailed job descriptions, an outreach and recruitment approach, and procedures for evaluating applications and interviewing candidates.
  3. Oversee contracted and internal recruitment activities, from posting job vacancies, shortlisting, scheduling applicant interviews, negotiating entry salaries to awarding employee contracts.
  4. Develop, explain, and administer a common benefits program for the staff of MCA-Timor-Leste, to include personal and medical leave, health or medical insurance, contributions to pensions or retirement plans, allowances, and performance bonuses, ensuring strict compliance with policies, guidelines, and procedures.
  5. Design effective staff orientation, onboarding and training plans which lead to successful achievement of the MCA-Timor-Leste organization goals and compact objectives, and for objectively and transparently evaluating employee performance.
  6. Develop the MCA-Timor-Leste HR manual in collaboration with MCC using the MCC Guidance on MCA Human Resources Procedures and Manuals which provides an effective framework for establishing and running an MCA. All MCAs must adopt an MCA HR manual that complies with this MCC Guidance to MCC’s satisfaction.
  7. Lead the development of training and professional development programs for the staff of MCA-Timor-Leste and its implementing entities.
  8. Implement and manage the MCA-Timor-Leste performance cycles, measures, evaluations and performance-based bonuses and incentives as prescribed in the MCA-Timor-Leste HR manual.
  9. Advise Executive Director, supervisors, managers and staff on guidelines, timelines, procedures, and issues to build an informed basis for interactions and promote compliance with MCC HR Guidelines.
  10. Advise Executive Director on anticipated/identified issues related to HR services or non-compliance and recommend remedial solutions to improve service delivery.
  11. Oversee maintenance of files for all MCA-Timor-Leste personnel ensuring the security, currency and confidentiality of information.
  12. Document issues and best practices to help inform process improvement activities.

Requirements (Education, Experience, Technical Competencies)

Education

  1. University degree in Human Resources, Workforce Management, or related field.

Experience and Technical Competencies

  1. Minimum of 7 years or more of prior experience working in the delivery of human resource services, including recruitment, training and development plans, performance management systems and comprehensive benefits. Minimum of 5 years in senior HR management role.
  2. Demonstrated experience in all facets of human resource services, including the successful development and implementation of professional recruitment strategies, training and development plans, performance appraisal and performance management systems, retention strategies, comprehensive benefits packages, and human resource policies.
  3. Demonstrated ability to interpret and apply current Timor-Leste labor and employment practices, standards, regulations, and laws.
  4. Demonstrated experience and ability in provision of strategic HR advisory services and in resolving complex HR matters.
  5. Demonstrated experience managing other human resources professionals in a program of similar scale and scope.
  6. Fluency in English and Tetum, both spoken and written.
