Director, Humanitarian Response – Gaza At CARE USA

CARE Palestine is committed to responding to the urgent humanitarian needs in Gaza and the West Bank. It is rapidly scaling up its response to support at least 1 million people over the next 12-18 months.

We are seeking an experienced and dynamic Director for Humanitarian Response to lead our efforts in Gaza. The successful candidate will provide overall leadership, technical guidance, and managerial oversight for CARE Palestine’s humanitarian response. The role requires a strategic thinker with a proven track record in managing large-scale humanitarian programs, securing funding, and building relationships with key stakeholders, including donors, local authorities, and partners.

The position is based in Gaza and will report directly to the Assistant Country Director for Program Quality (ACD-PQ) or to the Country Director in the absence of the ACD-PQ.

RESPONSIBILITIES:

  • Program Design, Resource Mobilization, and Response Scale Up:
    • Lead the development and regular review of CARE’s Emergency Response Strategy and plans.
    • Ensure gender-sensitive emergency assessments and develop integrated response strategies.
    • Engage with donors to secure funding and advocate for multi-year support for recovery interventions.
    • Oversee project design and proposal preparation to support the humanitarian response.
  • Program Quality, Management, and Implementation:
    • Ensure timely delivery of quality humanitarian response adhering to CARE’s standards.
    • Oversee the full project cycle, ensuring donor commitments and program participant needs are met.
    • Promote learning and adaptive management, integrating data from MEAL and feedback mechanisms.
    • Maintain coordination and integration across different sectoral activities.
  • Strategic Leadership, Management Oversight, and Coordination:
    • Provide strategic leadership and oversight for emergency response operations in Gaza.
    • Maintain strong relationships with NGOs, UN agencies, donors, and other stakeholders.
    • Manage human resources capacity, including performance appraisals and staff well-being.
    • Ensure adherence to CARE’s Prevention of Sexual Exploitation and Abuse (PSEA) and Child Protection (CP) policies.

QUALIFICATIONS:

  • Education: Master’s or college degree in humanitarian studies, disaster management, or social studies.
  • Experience: Minimum of 8 years in humanitarian aid in complex and natural disasters, with a senior leadership role.
  • Expertise: Proven experience with institutional donors (BHA, ECHO, GAC, SHF, UNHCR, etc.), managing large budgets, and leading multi-disciplinary, multi-national teams.
  • Skills: Strong representation and negotiation skills, gender sensitivity in humanitarian programs, knowledge of WASH, Health, Nutrition, Food Security, Protection, and nexus programming.
  • Integrity: Demonstrated commitment to CARE’s core values and humanitarian principles.
