Habitat for Humanity International (HFHI) is looking for a Director for Middle East and North Africa (MENA)

Reporting to the Europe, Middle East (EME) Area Vice president, the Director for Middle East, and North Africa (Director MENA) is the most senior position in these regions and supervises the National Directors in Lebanon, Jordan, Egypt.

The role can be based in either Jordan (preferred), Lebanon or Egypt, mainly hybrid with an expectation of 30-40% travel, including internationally.

The successful candidate will be a leader with proven regional experience, particularly with donors, and have excellent written and spoken Arabic and English.

Job Summary

The Director MENA will lead the region in the following areas: –

  • Explore a new program operational structure, map out transitional elements, and develop new strategies and programs, at the same time ensuring business continuity in these regions.
  • Assist the Area Vice President and members of EME ALT with transitioning to the new strategies and programs in line with the GI 25 installation plan in EME.
  • Overall accountability and responsibility for strategic, programmatic, financial and management operations.
  • Articulate, communicate, and advocate the HFHI mission and vision and lead the implementation of the organization’s strategy and business plans in the region.
  • Support, guide, and inform the EME AVP, EME ALT and Senior Management Country Teams (SMT), this position provides overall leadership to the countries’ management.
  • Implement policy, develop strategy, build strategic partnerships and resource the HFHI entities’ work to ensure sustainability of a large supporter base and implementation of country programs.

Essential Duties and Responsibilities

Operations Management and Fundraising

  • Responsible for annual planning and budgeting, manages the implementation of the annual plan and reporting of measurable outputs from country programs.
  • Oversees program development and management in these regions, ensures implementation of projects in accordance with HFHI standards and procedures. This includes identification of communities and development partners and owning and managing these relationships.
  • Identifies and introduces best practices to achieve high standards for operating with excellence
  • Oversees the National Directors and the Senior Management Teams in Lebanon, Jordan, Egypt.
  • Provides technical assistance to in-country project teams as well to HFHI SMEs.
  • Reviews NO and Branches’ applications for resource allocation and refers to HFHI for management decisions.
  • Fosters accountability through monitoring and reviewing of targeted program operations.
  • Provides HFHI and other internal stakeholders with various reports that may be required from time to time.
  • Participates in assigned global program initiatives and projects and ensures that there is a close working relationship with relevant departments in EME and with HFHI staff in other offices.
  • Identifies and escalates potential organizational risks.
  • Identifies and reports potential safeguarding issues,
  • In accordance with HFHI’s grant acquisition process, supports targeted country programs in fundraising efforts, and in particular:
    • Participates in Funding Opportunity Assessment for select country programs
    • Supports resource development efforts: monitor existing development plans, introduce new funding ideas for in-country programs and contribute to regional initiatives.
    • Represents HFHI’s business development interests at relevant meetings, events, and within development partner-specific peer networks.

Compliance

  • In consultation with the EME Area Office, ensures the fiscal, legal, and programmatic integrity of the organizations.
  • Implements effective internal controls while improving processes and policies in support of organizational goals. Formulates and implements departmental and organizational policies and procedures to deliver effectiveness and efficiency in operations, monitoring adherence to rules, regulations, and procedures.

Relationships and Advocacy

  • Supports the development and implementation of a communications strategy to promote the organizations’ programs and brand in the region
  • With the support of HFHI Advocacy Unit, leads the development and implementation of an advocacy strategy to promote policies and systems that advance access to affordable housing locally.
  • Represents HFHI within the INGO network and participates in roundtables and discussions.

Brand protection

  • Brand positioning / pre-positioning: Liaises with internal and external stakeholders, developing strong relationships with central and local government authorities, partners, researchers, and other relevant stakeholders.
  • Brand Representation – Representing the organization at national and local events, and in meetings with sector stakeholders and donor visits
  • Contributes to development of partnership models and promotion of HFHI programs and achievements

Other

  • The Director MENA will be supervised by the EME Area Vice President who will have the responsibility to set or vary deliverables and monitor the performance.
  • Other related duties as assigned by supervisor.

Required Knowledge, Expertise and Qualifications.

  • Bachelor’s degree, Master’s preferred in International Development, Policy, Urban Planning, or related field.
  • Significant related experience including experience managing senior teams.
  • Experience with institutional donors including USAID, European Commission and DFID including a proven record of both winning and executing projects
  • Regional experience within Middle East and North Africa
  • Management of teams and experience operating in a matrix structure
  • Excellent written and spoken English and Arabic

Preferred – in addition to minimum:

  • Significant results with Brussels based institutions
  • Previous experience with the Habitat for Humanity network or another affiliated network or another affordable housing provider
