Director of Administration and Finance, Climate Change Adaptation Activity Colombo, Sri Lanka

The USAID-funded Climate Change Adaptation (CCA) Activity in Maldives, implemented by Tetra Tech International Development (http://www.tetratech.com/intdev), is currently accepting expressions of interest from qualified Director of Administration and Finance candidates. This position will be located in Colombo, Sri Lanka.

The CCA Activity enhances the adaptive capacities of the public and private sectors and local communities in Maldives and Sri Lanka to climate change impacts in ways that contribute to sustained, inclusive market-based growth. This five-year project seeks to identify and scale up innovative solutions to adaptively manage climate-related risks through market-driven private sector and community engagement; strengthen central and/or local governance to address climate-related risks; and improve availability and access to high-quality information for decision-making to reduce vulnerability to climate change in both countries. The CCA Activity is a 5-year USAID contract being implemented by Tetra Tech and runs through July 2026.

The Director of Administration and Finance (DAF) will oversee all aspects of CCAA administration and financial management, ensuring operations are USAID compliant and efficient. S/he will also oversee HR, procurement, and logistics functions for both the Sri Lanka and Maldives offices. The DAF will set up and manage the accounting and financial control systems, manage bookkeeping, bank accounts, and cash. The DAF will supervise the Administration & Finance Manager for CCAA Maldives, the Grants Manager and Finance & Admin Assistant in the Colombo office, The DAF will report to the COP and will served on the Senior Management Team.

Responsibilities:

Responsibilities include but are not limited to:

Open and manage CCAA offices in Colombo, Sri Lanka, and Male, Maldives;

* Establish CCAA operations systems and policies for Sri Lanka and Maldives that are compliant to USAID and Tetra Tech regulations and requirements as well as Sri Lanka and Maldives laws;

* Manage and oversee CCAA finance, procurement, human resources, grants and subcontracting systems and processes;

* In close collaboration with the COP, oversee, prepare and monitor budget and financial matters with the Tetra Tech Home Office;

* Provide mentoring and training in basic operational policies and procedures to CCAA technical staff;

* Oversee the development of concept notes, technical scopes of work and/or service agreements for short-term technical consultants; and

* Provide significant contributions to CCA Activity project deliverable documents including but not limited to Startup and Preliminary Work Plan, Annual Work Plan,

Weekly Updates, Quarterly Reports, Annual Reports and Activity Monitoring, Evaluation and Learning Plan.

Qualifications:

* Bachelor’s degree in administration, accounting, or related field. Master’s degree preferred;

* Minimum 10 years of relevant experience in financial administration of projects, with at least 5 years on donor-funded projects, preferably with USAID contracts;

* Demonstrated understanding project operations management in Sri Lanka; strong administration and project management capacity; ability to lead and work as a team player, ensuring active involvement of both technical and operational staff in CCAA operation;

* Professional fluency in written and spoken English as well as Sinhalese/Tamil is required.
