Overview:

IBTCI seeks a Director of Collaborating, Learning, and Adapting (CLA) for the anticipated USAID/Georgia Data-Driven Collaborating, Learning and Adapting (CLA) activity in Tbilisi, Georgia. This activity will use a transformational, human-centered approach to enable USAID/Georgia to function as learning organization more effectively by creating new knowledge products; analyzing and synthesizing existing data; facilitating CLA; carrying out performance and impact evaluations, assessments, and other data collection and data analysis tasks; and supporting and expanding USAID’s organizational strengthening efforts. The CLA Director will be responsible for leading and overseeing all CLA activities.

This position is contingent upon USAID award. The position will be based in Tbilisi, Georgia. Georgian nationals are encouraged to apply.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Provide overall leadership, management, and technical direction for CLA activities.
  • Develop and implement a CLA strategy aligned with the project’s goals and USAID’s objectives. Create a list of planned learning events for the year.
  • Identify key stakeholders and partners and establish mechanisms for collaboration.
  • Promote a culture of learning by facilitating knowledge sharing, learning events, and regular reflection sessions.
  • Oversee logistics for learning events.
  • Facilitate dissemination of data, lessons learned, and best practices.
  • Facilitate planning sessions for the development of USAID’s CDCS.
  • Collaborate with M&E teams to ensure data collection and analysis support adaptive management. Use M&E findings to inform project decision-making and adapt strategies as needed.
  • Establish and nurture partnerships with implementing partners, local organizations, donors, and other stakeholders to leverage resources and knowledge.
  • Facilitate coordination and collaboration among project partners and stakeholders.
  • Provide training and capacity-building support to project staff and partners on CLA principles and practices.
  • Communicate effectively with USAID, project teams, partners, and stakeholders to ensure alignment with CLA objectives.
  • Participate in project evaluations and external reviews to assess the effectiveness and impact of CLA efforts.
  • Ensure that tasks are performed to a high professional standard and fulfill donor and IBTCI’s requirements.
  • Ensure that all deliverables are of high quality and met in a timely fashion.
  • Lead and manage a team of CLA specialists.

Qualifications

Minimum Requirements:

  • At least 10 years of experience in learning and adaptive management, knowledge management, organizational learning, and/or monitoring and evaluation, with demonstrated project management responsibility.
  • At least five years of experience in facilitating group meetings and events.
  • Demonstrated ability to transfer knowledge to diverse audiences (capacity strengthening) through training, mentoring, and other formal and non-formal methods, using adult learning methodologies.
  • Fluency in spoken and written English is required.
  • Knowledge of Georgian and/or Russian is a plus.

Education: Bachelor’s degree in organizational development, knowledge management, learning, or other area of expertise; Master’s degree preferred.

Preferred Knowledge, Skills and Abilities:

  • Proficiency in CLA frameworks, tools, and methodologies, including experience with USAID’s Collaborating, Learning, and Adapting Framework.
  • Knowledge of M&E practices and the ability to integrate M&E into CLA activities to support data-driven decision-making.
  • Familiarity with organizational learning principles and practices, including adult learning theories and knowledge management.
  • Understanding of project management principles to effectively integrate CLA into project planning and implementation.
  • Knowledge of stakeholder engagement strategies, including partnership development and collaboration with local organizations and communities.
  • Knowledge of USAID regulations, compliance requirements, and reporting standards.
  • Strong leadership skills to drive CLA initiatives, motivate teams, and influence organizational change.
  • Excellent communication skills, both written and verbal, to facilitate knowledge sharing, collaboration, and reporting.
  • Proficiency in facilitating meetings, workshops, and learning events to promote collaboration and knowledge sharing.
  • Strong analytical and critical thinking skills to assess complex situations and make informed decisions.
  • Ability to build and maintain relationships with diverse stakeholders, including donors, partners, and local communities.
  • Effective time management skills to prioritize tasks and meet deadlines.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: Travel within Georgia may be required.
