Overview:

IBTCI seeks an experienced Director of Finance and Administration for the anticipated USAID/Georgia Data-Driven Collaborating, Learning and Adapting (CLA) activity in Tbilisi, Georgia. This activity will use a transformational, human-centered approach to enable USAID/Georgia to function as learning organization more effectively by creating new knowledge products; analyzing and synthesizing existing data; facilitating CLA; carrying out performance and impact evaluations, assessments, and other data collection and data analysis tasks; and supporting and expanding USAID’s organizational strengthening efforts.

This position is contingent upon USAID award and will be based in Tbilisi Georgia. Georgian nationals are encouraged to apply.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Responsible for all financial management, logistical operations, and human resources management.
  • Assist the Chief of Party with team building, office and project set up, administration, contract compliance, and payroll to ensure that the team achieves and reports on all benchmarks and deliverables.
  • Manage all aspects of the day-to-day operations of finance functions in the project office.
  • Ensure compliance with IBTCI and USAID policies and procedures.
  • Organize purchases of office materials and supplies and procure other project needs in collaboration with the PM and in accordance with IBTCI procedures.
  • Coordinate logistical preparations/requirements for international travel for project staff and consultants.
  • Organize events and meetings related to the project, including procuring venues and arranging logistics.
  • Serve as the HR PoC for the IBTCI project office.
  • Work collaboratively with other members of the project team and other IBTCI offices to ensure that the necessary planning, development, management, and field activities function smoothly and efficiently.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • At least eight (8) years of experience working in finance and administration in developing countries, preferably in Georgia.
  • Proficiency in Microsoft programs, i.e. Excel, Word, PowerPoint, etc., and the ability to use various commercially available accounting-software programs.
  • Progressively responsible experience as a senior finance manager with a reputable NGO, development contractor on USAID-funded projects.
  • Thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology (private sector, governmental, and nonprofit) and an ability to understand accounting practices and procedures; to analyze data, narrative reports, and workload flow charts, etc.
  • Oral and written fluency in English required, fluency in another language preferred.

Education:

  • Bachelor’s degree in Accounting, Auditing and Finance, Business Administration, or equivalent and an ACA/ACCA/CPA or other recognized professional accounting qualification.

Preferred Knowledge, Skills and Abilities:

  • Experience in managing and administering sub-awards and audits.
  • Experience with funds control and monitoring of fraud and abuse.
  • Experience with arranging logistics for large events and conferences.
  • Knowledge of internal control policies and procedures.
  • Previous finance and administrative experience with USAID or other donor-funded projects preferred.
  • Ability to communicate effectively, both verbally and in writing, with accounting and non-accounting individuals.
  • Oral and written fluency in English required.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

**Travel:**Travel within Georgia may be required.
