CONTEXT :
Through its Institutional Financing (FI) department and its network of correspondents in National Associations (AN) and in Programs ensuring knowledge of donor rules, the main mission of the Director of Institutional Financing will be to monitor opportunities financing and the compliance of our actions and management methods with donor rules.
The challenge now is to strengthen our proximity with traditional HI donors (US, UK, EU, etc.) or new donors, by:
- Developing a Donor engagement strategy combining their individual strategies (thematic or geographical priorities) and HI priorities on the ground;
- Pre-positioning HI before the calls for proposals are officially released as a key player in the response, thus increasing our strategic relationships and our chances of being funded (dynamic interdependence, coverage of our full costs, etc.).
The Institutional Funding Director will report to the Innovation and Development Director.
POSITION OBJECTIVES:
Develop the institutional financing (IF) development plan in accordance with the strategic objectives:
- Develop the 5-year FI operational strategy and its FI development plan
- Feed the DPI and DID teams as early as possible on thematic or geographical policy developments and related funding opportunities
- Analyze developments in donor financing strategies (MLB/FT, humanitarian principles, comprehensive approach, localization, etc.) having an impact on the implementation of HI operations or the way of selling our projects, in relation to positioning of the HI Institute – identify opportunities to work with new institutional donors (Gulf, China, etc.)
- Mobilize resources to contribute to the writing of major projects with the required quality and deadlines, provide guidance in the drafting of proposals, manage the responsiveness line – contribute to the search for partners and support the development of consortia
- Supervise the implementation of the CRM by being proactive and ensuring that all those concerned use it correctly in order to improve relations with donors
- Assume the role of representative and guarantor of the digital transformation of the relationship between HI and its institutional donors
- Ensure the quality and implementation of FI tools and methodologies as part of the development of financing opportunities and the management of FI contracts and in accordance with the challenges of our economic model (full cost)
- Ensure the management of the association’s institutional funding using key performance indicators (KPIs) in order to inform the organization’s strategic decisions
- Carry out advocacy with our institutional donors to increase the coverage of all of the association’s costs in the implementation of its actions
- Ensure the diversity of donors with the aim of protecting HI from political exploitation or too high a level of operational constraints in order to guarantee the free will of HI.
Ensure institutional knowledge of donor rules and ensure compliance of our actions and management methods with these rules
- Head of ComEx FI
- Monitoring and advocacy on changes to donor rules
- Capitalization, dissemination of information and training on donors
- Coordination and good communication with the Directors of National Associations
- Supervise FI risks and disputes in conjunction with the Risk and Audit Department (DRA) and the functional services responsible for implementing recommendations.
- Ensure good coordination with the DRA and the lawyer
- Ensure the influence and position of the DFI vis-à-vis other services and Directorates.
Manage the teams in charge of IF development
- Is an authority on the FI professional sector and ensures its proper development (induction, exchange of practices, skills development, etc.)
- Directly manage the FI teams based in Lyon and the FINE team based between Brussels and Luxembourg, via the direct management of its manager
- Ensures the functional management of the team of “FI Managers” within the National Associations (AN)
- Supervises and coordinates its teams according to the Manager 2.0 framework
- Ensures the recruitment (and/or position development) of managers under his/her direct hierarchy; conducts their individual annual evaluations; intervenes with the ANs as a third-party referent in the recruitment of FI and SIPO managers and in their evaluation
- Ensures the proper functioning of hierarchical lines and necessary functional links, particularly between the different network entities
- Validates the training plan of its Management
- Supports the professional development of its employees
- Is responsible for the proper management of funds relating to its Department.

- You know how to negotiate and communicate internally and externally in a clear and concise manner, both in English and French.
ACCESSIBILITY OF THE WORKPLACE:
The premises are easily accessible by public transport (bus, metro). Car parking and a bicycle park are also available. Within the building, access ramps and elevators guarantee better circulation. All workstations are located in Open Space but boxes are available on each floor to work in peace if necessary. The work space is very bright.
