Overview:

IBTCI seeks a Director of Monitoring, Evaluation, and Research (MER) for the anticipated USAID/Georgia Data-Driven Collaborating, Learning and Adapting (CLA) activity in Tbilisi, Georgia. This activity will use a transformational, human-centered approach to enable USAID/Georgia to function as learning organization more effectively by creating new knowledge products; analyzing and synthesizing existing data; facilitating CLA; carrying out performance and impact evaluations, assessments, and other data collection and data analysis tasks; and supporting and expanding USAID’s organizational strengthening efforts. The MER Director will be responsible for leading and overseeing all assessments, evaluations, research, and polls for the activity.

This position is contingent upon USAID award. The position will be based in Tbilisi, Georgia. Georgian nationals are encouraged to apply.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Provide overall leadership, management, and technical direction for MER activities.
  • Oversee recruitment for and actively participate in impact evaluations, performance evaluations, sectoral and thematic assessments, third-party monitoring, and other data collection, synthesis, and analysis tasks throughout the project’s lifecycle.
  • Design evaluation methodologies, protocols, and instruments.
  • Apply both quantitative and qualitative data analysis and synthesis techniques.
  • Facilitate focus groups discussions, key informant interviews, and learning events.
  • Conduct secondary data analysis and synthesize existing data and evidence into accessible knowledge products.
  • Deliver MER training for USAID mission and implementing partners.
  • Ensure that evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes.
  • Ensure that tasks are performed to the highest professional standards and meet donor and IBTCI’s requirements.
  • Guarantee that all deliverables are of high quality and submitted in a timely manner.
  • Maintain effective communication with the team and relevant stakeholders.
  • Ensure compliance with all donor-related, IBTCI, and program-specific policies and regulations.
  • Supervise and mentor project staff.

Qualifications

Minimum Requirements:

  • At least 10 years of experience in MER, with demonstrated project management responsibility.
  • A minimum of five years of experience in a supervisory and/or management position that includes
    providing technical and management oversight.
  • Fluency in spoken and written English is required; professional proficiency in Georgian is required.

Education:

  • Master’s degree related to data science, statistics, or a related field.

Preferred Knowledge, Skills and Abilities:

  • Previous experience as a MER Director.
  • Demonstrated experience in monitoring, evaluation, and research for USAID programming, preferably in
    developing countries.
  • Proven experience in conducting evaluations, surveys, assessments, and data analysis.
  • Proficiency in various research methods, encompassing quantitative and qualitative data collection and
    analysis, surveys, interviews, case studies, and experimental design.
  • Expertise in designing research projects, including defining research questions, developing research
    protocols, and selecting appropriate methodologies.
  • Proficiency in statistical software (e.g., SPSS, Stata) and data visualization tools for data analysis and
    reporting.
  • Familiarity with project management principles and tools to effectively plan, implement, and oversee MER
    activities.
  • Strong understanding of M&E frameworks and methodologies, including logical frameworks, theory of
    change, and results-based management. Excellent knowledge of USAID policies related to MEL.
  • Familiarity with ethical considerations in data collection and research, including informed consent,
    confidentiality, and privacy.
  • Excellent report-writing skills to effectively communicate findings and recommendations.
  • Experience in MER capacity building.
  • Proven experience in facilitating focus group discussions and learning events.
  • Strong oral and written communication skills to convey complex data and findings to non-technical
    stakeholders.
  • Strong time-management, multi-tasking, and organizational skills.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Travel within Georgia may be required.
