Director of Operations and Finance, USAID/Thailand PAGI At DAI Global

Project Background

DAI (Thailand) Ltd, an international consulting firm, is recruiting a highly qualified and motivated Director of Finance and Operations for the USAID-funded Partnerships for Green Investment (PAGI) activity. Based in Bangkok, the activity was initiated in July 2024 and is anticipated to last until July 2029. USAID/PAGI will accelerate the transition in the land use sector across Southeast Asia through: 1) increasing sustainable and scalable investments in low emission land use, biodiversity conservation and climate resilience in agriculture and forestry supply chains; 2) adopting and/or implementing credible environmental, social, and governance (ESG) standards for low emission, biodiversity conservation, and resilient investments; and 3) enhancing inclusive and equitable benefit sharing to local communities and smallholders.

Position Purpose

The Director of Finance and Operations will report directly to the Chief of Party and is responsible for overseeing PAGI administration, ensuring USAID contract compliance, consistency with DAI policies and procedures, and supervision of other administrative staff. They will work closely with the Home Office Project Manager, the Project Accountant, and other home office staff in carrying out their work to ensure smooth operations of the project. This position is open to Thai Nationals only.

Key Duties & Responsibilities

Financial Management:

  • Establish and maintain finance, accounting, and procurement guidelines with adequate system controls to protect against financial misstatement.
  • Manage, process and account for all expenditures under the PAGI Project.
  • Provide USAID with annual expenditure budgets and quarterly forecasts.
  • Work closely with other department groups on accounting systems and financial planning.
  • Coordinate annual and other financial audits—including preparation of supporting schedules and information—respond to auditor questions and consolidate report formats.
  • Work with COP to allocate project funds among various program activities.
  • Prepare regular financial reports for appropriate management as necessary or requested.

Subcontracting and Procurement:

  • Coordinate with DAI Home Office on execution of international contracts.
  • Help negotiate contracts, including property leases, on behalf of DAI.
  • Ensure adherence to DAI policies in the procurement of goods and services and ensures proper files/documentation are maintained.
  • Advise on contractual and financial matters with USAID and subcontractors.
  • Oversee and ensure proper maintenance of documentation and reporting in accordance with USAID and DAI guidelines.
  • Establish clear grants policies, update the grants manual as needed, and ensure effective communication for systematizing grant award administration procedures that blend technical and operational innovation.

Operations and Human Resources:

  • Responsible for identifying areas where policies, procedures and/or practices may not be fully aligned and advising project management with options and recommendations.
  • Responsible for coordinating with various departments, i.e., procurement, logistics, Human Resources, Inventory Management, Technical/Delivery, and other areas.
  • Responsible for overseeing all operational processes related to new project office.
  • Establish project administrative policies and procedures in accordance with USAID rules and regulations and DAI policy.
  • Support the identification, approval, hiring, and mobilization of STTA and consultants

Staff Supervision:

  • Supervise, support and evaluate the performance of the team members under his/her responsibility.
  • Assume overall responsibility for project finance and administration.

Qualifications

  • Bachelor’s degree required; Master’s degree preferred. Degree in Business Administration, Finance, or another related field.
  • At least 10 years of professional experience, including increasingly responsible operations management experience, preferably with donor-funded organization.
  • Demonstrated experience working with diverse teams in a fast-paced environment.
  • Knowledge of USAID rules and regulations, and/or DAI policies, procedures and systems a plus.
  • Excellent interpersonal skills, including a track record of successful coordination and effective working relations with a wide range of stakeholders (e.g., vendors, service providers).
  • Demonstrated ability to handle sensitive and confidential information responsibly and ethically.
  • Strong communication skills both written and oral in English.
