DIRECTOR OF PROGRAM QUALITY At CARE USA

**This is a national role which will be based in Warsaw, Poland.

CARE Poland is seeking an experienced and innovative Director, Program Quality (DPQ) who will be a member of CARE Poland’s CORE Management Team (CMT) and will support relevant CO initiatives and assume overall responsibility, leadership and management of the country office’s Program Quality Unit.

The Director, Program Quality is expected to provide strategic leadership in the areas of program development, monitoring and evaluation coupled with identification and establishment of strategic partnerships that ensure CARE Poland’s programs/projects make a significant contribution to refugee crisis response.

The person in this role will lead the development of a coherent approach and set priorities to advance CI’s Global Vision and Mission and Regional and Country Office priorities. The incumbent will oversee program quality for both the Cross Border and Refugee Programs .

This position will contribute significantly to the country office’s commitment to effective humanitarian response, quality programming by identifying and mobilizing resources, maintaining relations with critical stakeholders including partners and leading the design of new programs, in addition to contributing to strategic planning, and advancing impact measurement.

The Director, Program Quality will report directly to the Country Director and may be required to act in this role when needed.

Qualifications:

  • Bachelor’s Degree in related field, Master’s degree preferred
  • At least 5 years of experience in strategic and operational management – including humanitarian assistance, strategy design and implementation
  • Skilled in coordinating networks and building synergies across teams
  • Advanced communication, facilitation and consensus building skills
  • Strong demonstrative experience in change management including strategic and business planning and leading organizational transformation coupled with a sound knowledge of program quality, program development and implementation and partnerships
  • Should have a sound knowledge of partnership management and monitoring and cross cutting themes like DNH, GBV, SRHR, Resilience and Good Governance
  • Familiarity with inter-agency coordination systems, desired
