Overview:
IBTCI seeks a Director Organizational Development/Human and Institutional Capacity Development (HICD) Director for the anticipated USAID Data-Driven Collaborating, Capacity, Learning, and Adapting (CCLA) Support Services in Tbilisi, Georgia. The HICD Director will play a pivotal role in enhancing the effectiveness and efficiency of the Mission and its strategic partners, including government, non-governmental, and private sector entities. This position involves working closely with USAID/Georgia, focusing on performance improvement, organizational development, and capacity building.
This position is contingent upon USAID award and will be based in Tbilisi Georgia. Georgian nationals are encouraged to apply.
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Provide HICD/performance improvement services to the Mission and its strategic partners.
- Collaborate with USAID/Georgia to identify institutions for performance improvement services based on rigorous criteria.
- Conduct holistic assessments of partner entities’ institutional performance, identifying critical gaps.
- Design and implement effective solutions for resolving institutional performance gaps.
- Develop and oversee Key Performance Indicators (KPIs) and other relevant metrics.
- Develop internal tools and mechanisms for continuous learning.
- Execute strategic and action planning, communication strategy development, and enhance human resource systems.
- Organize and facilitate organizational development sessions at various levels across the Mission.
- Utilize tools like the DiSC Model for staff assessments and ensuring thorough analysis.
- Maintain relationships with USAID/Georgia, national and international partners, and other key stakeholders through frequent consultation.
- Ensure that all deliverables are of high quality and delivered in a timely manner.
Qualifications
Minimum Requirements:
- Master’s degree in organizational development, human resources, business administration, or a related field.
- Significant experience in organizational development, capacity building, and performance improvement, preferably in diverse and international settings.
- At least 10 years of relevant professional experience.
- Fluency in written and spoken English is required. Knowledge of Georgian and/or Russian is a plus.
Preferred Knowledge, Skills, and Abilities:
- Previous experience in a similar role for a USAID activity.
- Familiarity with HICD frameworks and tools, including the DiSC Model.
- Experience in designing and facilitating organizational development interventions.
- Deep understanding of organizational development theories and practices.
- Experience in conducting institutional assessments and developing improvement strategies.
- Proficiency in strategic planning, action planning, and KPI development.
- Ability to engage diverse groups in constructive dialogue and collaborative problem-solving.
- Ability to adapt to changing circumstances and respond to ad hoc requests promptly.
- Excellent leadership and adaptive management skills with the ability to build collaborative relationships
with a range of partners and stakeholders. - Strong time-management, multitasking, and organizational skills.
- Excellent oral and written communication skills.
Education:
- Master’s degree in organizational development, human resources, business administration, or a related field.
Working Environment: Work is typically performed in an office environment. This position may require travel to partner locations and involves collaboration with various stakeholders.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: Travel within Georgia may be required.
Work Authorization: Candidate must be authorized to work in the Georgia.
