About Millennium Challenge Account (MCA) Timor-Leste

MCA Timor-Leste, collaborating with the Government of Timor-Leste and the Millennium Challenge Corporation (MCC) of the Government of the United States of America, is responsible for implementing the $420 million Timor-Leste Compact, together with an additional contribution of $64 million from the Government of Timor-Leste—representing a total $484 million investment in Timor-Leste. The Compact aims to address human capital development as a binding constraint to economic growth in Timor-Leste through two projects: the Water, Sanitation, and Drainage (WSD) Project and the Teaching and Leading the Next generation of Timorese (TALENT) Project.

The Director, Procurement (PD), under the guidance of the Managing Director, Operations, is responsible for ensuring that MCC procurement guidelines are implemented at the MCA and observed by implementing partners, to promote fiscal responsibility, accountability, and transparency in all transactions of the MCA. The Director is responsible for managing the flow of procurement activities to implement the Compact by the MCA, serving a key role in the overall project and process management for the program. In addition, the Director will support a limited number of partnership / grant arrangements for the program. The PD serves as the primary liaison between the Procurement Agent, MCC and outside entities from a variety of specialized sectors on all procurement activities and facilitates the smooth interplay between and among all elements of the procurement process.

Duties and Responsibilities

  1. Approve procurement decisions in accordance with Attachment 1 to the MCC Program Procurement Guidelines and MCC Program Grant Guidelines.
  2. Support partnership and/or grant arrangements, as governed by MCC’s Program Grant Guidelines.
  3. Analyze MCA operational and programmatic needs and develop procurement plans and budgets consistent with the overall plans of the Compact and aligned to the needs of the MCA;
  4. Review the solicitation documents, Procurement Plans, Contractor Past Performance Reports, and all other required documents prepared by the Procurement Agent and recommend any necessary changes or improvements to ensure compliance with the Guidelines and needs of the MCA.
  5. Track procurement timelines and processes, working with MCA, MCC and the Procurement Agent to identify and mitigate delays.
  6. Monitor compliance by the Procurement Agent, MCA staff, and consultants with all the rules and procedures of these Guidelines, supporting MCA management in maintaining the integrity and confidentiality of the procurement process.
  7. Facilitate the preparation and submission to the Procurement Agent of necessary procurement documents by the technical staff of the MCA.
  8. Manage other members of the MCA procurement team.
  9. Expected Outputs include, but are not limited to, the following:
    • Procurement Planning
    • Procurement Plan (Annual and quarterly)
    • Support MCA staff in drafting solicitation documents for contracts, grants and partnerships
    • Tracking compliance with Contractor Past Performance Reports (CPPRs)
    • Input and review into Procurement Operations Manual (prepared by Procurement Agent)
    • Develop asset tracking tools and generate periodic asset tracking reports for MCA management, MCA Board of Directors, and MCC audits;
    • Advise MCA management during budget, planning, and audit exercises, providing analysis of the procurement-related expenditures and assets of the MCA;

Requirements (Education, Experience, Technical Competencies)

Education

  1. University Degree in business administration, public administration, finance, law, international development or related field

Experience and Technical Competencies

  1. Minimum of 15 or more years of experience, including approx. 7 years in a management position of a project or company developing and managing procurements in systems applying international standards. Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint). Experience in an organization, project or company with an annual budget of above $25 million USD is a plus.
  2. Specialized experience in the organization and delivery of procurement services.
  3. Experience with grants or partnerships desired.
  4. Experience in program or project management
  5. Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint)
  6. Fluency in English, both spoken and written.
