Director, Scaling At Innovations for Poverty Action

IPA is recruiting an exciting new leadership role to provide technical oversight of our growing portfolio of projects that support impact at scale. IPA’s scaling projects range from support to governments implementing evidence-based education, to supporting non-profits preventing crime and violence among high-risk youth, to scaling effective consumer protection programs. New opportunities are created on an ongoing basis.

About the Role

The Director, Scaling leads IPA’s strategy to catalyze and equip partners to scale effective development programs and policies, creating impact at scale. The Director will report to and work closely with the Senior Director of Policy to create and deliver on opportunities that increase the reach and impact of evidence-based programs.

Working across IPA, the Director of Scaling will proactively identify and prioritize evidence-based and promising solutions for IPA to advance at a global, regional, and country level, and will support coalitions of implementers (public, NGO, and private), funders, advocates, and academics to promote the implementation of these solutions at scale. S/he will mobilize internal stakeholders, teams, and resources at IPA, as well as external experts both local and international, to ensure that solutions are scaled in data-driven and evidence-based ways. S/he will also provide matrixed oversight to locally-based scaling and implementation teams.

Compensation:
IPA’s compensation structure is designed based on the labor market for the specific geographic location where the employee is located. We are offering the following salary ranges for this position:
– Director, Scaling is classified as “D2” on IPA’s global job structure.
– For US based employees the starting annual gross salary is $111,000 with a maximum of $142,000.
– The salary for locations outside of the US will vary depending on IPA’s salary scale ranges for that specific location.

Actual base salary may vary based upon, but not limited to, relevant experience, base salary of internal peers, business sector, and geographic location.

Responsibilities

Lead the development and implementation of IPA’s scaling strategy (40%)

  • Work closely with the Sr. Director of Policy to lead the implementation of IPA’s evidence use strategy to ensure that evidence is applied at scale by decision-makers (including practitioners, policy makers, and funders)
  • Leveraging internal and external experts as needed, identify and prioritize demonstrated solutions for IPA to promote at a global, regional, and country level
  • Proactively identify business development opportunities for evidence-based scaling, and pursue these opportunities in collaboration with global and country office-based staff
  • Document the key learnings and challenges during the implementation process of country- and cross-country scaling projects, and communicate these lessons across IPA and our partners to advance the field of evidence-based scaling and implementation.
  • Produce tools and resources for IPA teams and IPA partners to leverage in evidence use and scaling projects
  • Oversee an annual budget and lead project budget management and reporting, financial risk control procedures, projections for multiple grants and contracts.

Develop and oversee high-impact scaling opportunities at country- and cross-country level (40%)

  • Create and present communications to build momentum around demonstrated solutions among key global and local actors as part of coalition-building
  • Drawing on internal and external experts, develop rigorous learning strategies with partners to accompany scaling strategies for demonstrated solutions, to ensure that implementation scaling projects are evidence-based and data-driven
  • Design and lead teams to implement technical assistance projects to translate lessons from rigorous research to on-the-ground realities
  • Develop tools and materials to support technical assistance projects in diverse contexts (e.g. implementation toolkits; M&E protocols; heuristic-based trainings for implementers); train IPA and partner teams to leverage these materials for impact
  • Coordinate and maintain momentum of large, cross-country and cross-organization coalitions; troubleshoot partnership gaps; keep projects organized and on-time; deliver on grant outcomes and outputs

Represent IPA externally to raise our profile as a leader in evidence use for impact (20%)

  • Deliver presentations and represent IPA at conferences and meetings with decision-makers
  • Represent IPA externally to share lessons learned on evidence-based scaling (i.e. articles, presentations, events, etc.)
  • Monitor the field of international development to identify strategic, policy-relevant areas for the development and translation of evidence into policy and practice by IPA

Qualifications

  • 10+ years of work experience in the field(s) of policy outreach, communications, and/or international development
  • Masters in public policy, public administration, international development or related field required
  • An exceptional written and verbal communicator, with the ability to effectively position the program and to communicate its vision and plans to a range of audiences.
  • Comfortable developing and raising 5-7 figure grants
  • Experience interacting with high-level contacts in public policy, for example senior functionaries in developing country governments, NGOs, foundations, and multilateral aid agencies
  • Flexible, self-motivated, able to manage multiple tasks efficiently, collaborative team player
  • Strong organizational and interpersonal skills
  • Demonstrated management experience and leadership skills, including managing and leading across teams and managing up to executive leadership.
  • Knowledge of randomized control trials and experience in the education sector is preferred
  • Experience working in one or more of the developing countries where IPA has country offices preferred
  • Fluent in English; working proficiency in Spanish or French preferred
