Job Overview
The Disability Inclusion Officer (DIO)-DRR plays a crucial role in supporting CBM Global’s partner organizations under the Project ‘Climate Action at Local Level (CALL)’ in Bangladesh to mainstream disability inclusion across disaster risk reduction (DRR) and climate action projects. A key focus of this role is to strengthen program partners’ capacity and competency on disability inclusion, with a focus on disability-inclusive DRR (DiDRR) and climate change adaptation, aligned with international and national DRR frameworks. The position will provide onsite technical support to the local implementing partners Caritas Bangladesh (CB) and the Disabled Children Fund (DCF) teams regarding disability inclusion, with the support of CBM Global key staff across the Bangladesh Country Team and the Disaster Risk Management Technical Team.
This position will provide technical support and capacity strengthening to partners, ensuring that persons with disabilities and their representative organizations, Organizations of Persons with Disabilities (OPDs), are meaningfully included in key aspects of DRR programming. The DIO-DRR will work in close collaboration with the DiDRM Manager, Programme Officer (PO)-DRM, and members of the CBM Global Disaster Risk Management Technical Team to further generate evidence and learnings on DiDRR within CBM Global, partners, and the broader DRR community in Bangladesh.
Based: The DIO-DRR will be based in Khulna (Partner Office) with frequent travels within Khulna District and to the CBM Global Country Office, Dhaka, Bangladesh.

Responsibilities and Duties (this is summary of the role and not limited to perform):
Capacity strengthening of partners:
· Identify priority learning areas on disability inclusion, disability-inclusive DRR (DiDRR), and climate action for partners, in consultation with local OPDs and disability self-help groups.
· Adapt DiDRR and inclusive climate action training materials, guidance, and resources to the context of Khulna and the needs of partner organizations, in close collaboration with CBM Global’s DiDRR Advisor, the Bangladesh PO-DRM, DIA, and DiDRM Manager. Ensure support to partners on preconditions to inclusion, in order to strengthen their knowledge on implementing accessibility and providing reasonable accommodations within DRR and climate action projects, to ensure accessibility.
· Provide guidance to partners to ensure the inclusion of underrepresented disability groups (e.g., persons with cognitive disabilities, persons with psychosocial disabilities, and Deaf persons) in DRR Support partners in developing and implementing a disability inclusion strategy or action plan for both mainstream DRR and DiDRR projects, based on the identified needs.
· Implement capacity strengthening tools and support to deliver inclusive training sessions and provide ongoing support on disability inclusion, DiDRR, and climate action with partner organizations, based on identified priority areas, ensuring synergy with CBM Global’s Disaster Risk Management Framework.
Generating and sharing evidence:
· Document and share examples of good practice and lessons learned in disability-inclusive DRR and climate action through close collaboration with CBM Global and key partners. Contribute to CBM Global’s Disaster Risk Management Community of Practice (CoP) by sharing knowledge and learnings from DRR projects, developing inclusive Information, Education, and Communication (IEC) and Behavior Change Communication (BCC) materials using a rights-based approach
· Joint field visits along with partners to ensure accessibility, inclusiveness, and meaningful participation of all diverse groups of people in the project cycle management and implementation.
· Contribute to program learning by utilizing findings and lessons learned to inform improvements for CBM Global’s DiDRR approaches in Bangladesh, and other CBM Global countries, to scale up DiDRR efforts globally.
· Support partners to develop and disseminate case studies on DiDRR and inclusive climate action and develop inclusive materials for utilizing a rights-based approach to disability inclusion, including inclusive language.
Communications and Coordination:
· Build effective working relationships with project stakeholders, engaging them at each project implementation stage and ensuring effective communications at all levels.
· Ensure organizational communications about project progress and outcomes on time
· Identify and address project risks and issues, communicating them to stakeholders, and taking action to resolve them.
Reporting and Documentation:
· Establish a proper documentation system for projects with the support of partners so that case stories, good practices, learnings, and qualitative achievements of the projects can be generated and captured regularly.
· Review periodic project reports to ensure project activities and expenditures are on track and in line with reporting guidelines and milestones. Immediate response to donor and MTs to meet their queries and/or requirements.
Monitoring, Evaluation, and Learning (MEL)
· Implement and design MEL frameworks to assess the growth of partner organizations on DiDRR.
· Document and share best practices, success stories, and lessons learned from the field.
· Support partners in conducting baseline, mid-term, and end-line evaluations and any other studies with a focus on inclusion.
Safeguarding:
· Focus on self-awareness and behaviour regulation according to the organization’s policy.
· Promote safeguarding, gender equality, and the “Go green” aspect while implementing project activities.
· Understand the incident management framework and their first responder role in recording, responding, and reporting incidents.
· Understand the survivor-centered approach and how to apply it when receiving a complaint or responding to an incident under development, humanitarian, CCA, and nexus approaches. Knows local support services available in the community or region, and how to engage them.
Safeguarding skills
· Listens and accurately documents reported concerns and complaints.
· Respect the confidentiality of safeguarding allegations.
· Appropriately applies the survivor-centred approach.
Safeguarding behaviors
· Treats the survivor and others involved in an incident with dignity and respect.
· Is assertive in implementing the initial incident response protocols by gaining the trust and cooperation of the parties involved.
Key outcomes expected from this role
1. Disability inclusion integrated across all DRR and climate action project components with the meaningful engagement of OPDs and SHGs.
2. The capacity of partners and stakeholders has strengthened for mainstreaming persons with disabilities in DRR and climate action practices.
3. All the projects/programs of the mainstream implementing partners are becoming disability-inclusive, influenced by the DiDRR and climate action projects.
4. Quality knowledge products and IEC/BCC materials on DiDRR and climate action are available for replication to other partners and relevant platforms.
5. Measurable improvements in accessibility and participation of persons with disabilities, including from underrepresented disability groups, in project areas.
6. Enhanced capacity of project stakeholders to implement MEL frameworks that assess and improve the impact of DiDRR initiatives.
7. High-quality documentation of case studies, lessons learned, and success stories to inform program improvements and contribute to CBM Global’s knowledge-sharing platforms.
8. Timely and comprehensive reporting to internal and external stakeholders, meeting donor requirements and organisational guidelines.
9. The disability movement has been strengthened by the meaningful participation of SHGs and OPDs in community-level institutions and local governance.
10.Enhanced the dignity of persons with disabilities and built social cohesion between persons with and without disabilities through the active participation of SHGs and OPDs in community-level interventions.
11.A robust referral system has been established for rehabilitation and MHPSS support for persons with disabilities and at-risk populations.
12.Strong coordination and communication with local partners, the CBMG Bangladesh Project Officer DRM (PO DRM), Disability Inclusion Advisor (DIA), the DiDRR Technical Advisors from CBMG, and the country team are in place.
13.Implementing partners and relevant stakeholders are familiar with and apply effective communication etiquette for engaging with persons with disabilities.
Person Specification
All of the following requirements are essential, unless marked with a * when they are desirable, and will be assessed from a combination of information provided from the application form and interview process.

Experience and knowledge
· Graduate/Post Graduate degree in Social Science/Sociology/Anthropology/ Development Studies/ Development Management/ Disaster Risk Reduction/ Disaster Management/ Climate Change/ Rehabilitation studies/ Occupational therapy and/or any other relevant subject suitable to the above requirement.
· Diploma and/or training in disability inclusion or equivalent is desirable*.
· Minimum of 4-5 years of experience in disability-inclusive development.
· Minimum 3 years working experience in disability-focused NGOs, INGOs, multi-lateral agencies or international agencies, and/or any other NGOs/INGOs being involved with their disability focus program.
· Experience working with people from underrepresented disability groups (e.g., persons with cognitive disabilities, persons with psychosocial disabilities, and d/Deaf persons) *.
Skills/competencies/personal qualities:
· Strong knowledge of disability rights frameworks, disability-inclusive DRR practices, and safeguarding principles.
· Experience engaging OPDs or disability self-help groups
· Proficient in facilitation, training, and stakeholder engagement on disability inclusion
· Excellent communication skills in English and Bangla (oral and written).
· Strong analytical and problem-solving skills.
· Proficiency in MS Office (Word, Excel, PowerPoint).
