Disability Inclusive DRR & CCA officer

The DiDRR & CCA officer will report to the Rohingya Response Manager.
Context
The “Actions for Change” (A4C) program is a three-year initiative by CBM Global focused on promoting equitable partnerships between international and local organizations to improve the lives of people with disabilities in Nepal, Nigeria, Kenya, and Bangladesh. The project in Bangladesh is being implemented by the National Grassroots Disability Organization (NGDO), Bangladesh. Partnership and localization are at the heart of CBM Global’s work. CBM Global will work in close collaboration with NGDO and provide the required support to achieve the objective of the project collectively. The aim of the project is to enhance the resilience of people with disabilities and to mitigate the impacts of climate change and climate-induced disasters at the Teknaf Upazila of Cox’s Bazar District.
Job Overview and Core Purpose.
The purpose of the role of Disability inclusive DRR & CCA officer is to provide holistic technical support to A4C project staff members of NGDO. S/he will provide the necessary capacity-building training, coaching, and guidance on disability-inclusive DRR and CCA within the project cycle and support to update policy guidance aligned with the current context. S/he will support the development of a real-time MEAL framework, and dashboard and develop a joint plan of process and progress monitoring. Support to develop necessary IEC, advocacy materials, knowledge management documents, collect lessons learned and good practice documents to share with relevant stakeholders. Support to develop ToR for the consultants/vendors for study/research, baseline survey, mid-term and Edline survey, video documentaries, etc. Provided technical support to the formation of the Inclusive Village Savings and Loans Association (IVSLA) and building linkage with different resource stakeholders. Foster and facilitate meaningful engagement of CBM Global and NGDO with the different DRR and CCA forums, Union, Upazila, and district-level Disaster Management Committees, participate and promote disability inclusion at DRR&CCA relevant events at Cox’s Bazaar level, share relevant learnings at relevant forums. The incumbent will provide intensive support to NGDO in documenting learnings in contextually relevant formats and support any reporting (quarterly narrative, monitoring, and any other relevant) under this project. S/he will coordinate with the other CBM Global DRR focal officers and facilitate appropriate exchange between NGDO and other DiDRR and CCA project partners in different locations of Bangladesh.

The DiDRR & CCA Officer will be based in Teknaf, Cox’s Bazar, Bangladesh. She/he may also support other projects located in different geographical locations of the Teknaf Upazila and Cox’s Bazar districts of Bangladesh.

Responsibilities and Duties (this is a summary of the role and not limited to perform):
1. Support to strengthen Disability Inclusion in Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA).
– Support efforts to strengthen disability inclusion in existing DRR & CCA mechanisms in Cox’s Bazaar district through the sharing of evidence and learnings from the Action 4 change project.
– Support NGDO in carrying out comprehensive disability-inclusive community-based risk assessment, impact-based forecasting, and inclusive early warning system in project locations through engagement with all stakeholders.
– Support NGDO to improve disability inclusion in anticipatory action protocols in Cox’s Bazaar
– In close collaboration with NGDO, Disability inclusion advisor, and AD-TWG, support the inclusion of disability data in the disaster damage and loss accounting and the Disaster Statistics Framework rollout through learnings and evidence generated from the Action 4 change project.
– Support documentation of good practice around disability-inclusive data inclusion, accessibility, reasonable accommodation, and meaningful participation of persons with disabilities and their representative organizations in community-based DRR and CCA activities.
– In Collaboration with NGDO, CBM Global Disability Inclusion advisor, provide technical support to include disability in community risk analysis, risk reduction action plan, Early warning, and early action in the targeted unions.
– Support the development of a community-based disability-inclusive DRR & CCA plan and share learnings with wider stakeholders in Cox’s Bazaar District.
– Support NGDO in understanding the area-based disability management approach and provide technical support on the inclusion of disability in the area-based Disaster Management Committee (DMC) in targeted areas.
– Support the development of appropriate disability-inclusive guidance and tools to strengthen community-based DRR and climate change adaptation activities.
– In strong collaboration with representative organizations of persons with disabilities, support amplifying representation and voices of persons with disabilities in DRM activities risk.
– In collaboration with NGDO, support identified stakeholders including the government to develop disability-inclusive Local DRR and Preparedness Plans for strengthening the Common Framework for Preparedness (CFP) and Emergency Response Preparedness (ERP) in partnership with appropriate stakeholders.
– Support engagement of the NGDO and other Organization of People with Disabilities (OPD) in the Cox’s Bazar District and Teknaf Upazilas Development Plan.
– In collaboration with NGDO, CBM Global Disability Inclusion Advisor, and AD- TWG, support disability mainstreaming Cox’s Bazar Development Plan through the sharing of evidence and learning from the Action 4 change project.
2. Support brokering partnerships between representative organizations of persons with disabilities, experts with disabilities, and humanitarian and development actors to ensure sustainability on developed disability-inclusive DRR and Humanitarian action plans in targeted areas.
– In collaboration with NGDO, provide technical support to wider stakeholders, DMC member secretary (Operational Focal), and other relevant actors, such as IFRC, Bangladesh Red Crescent Society (BBRCS), Cyclone Preparedness Programme (CPP), Caritas, BRAC, District Relief and Rehabilitation Officer (DRRO), Upazilas Project Implementation Officer (PIO) to build their technical capacity disability mainstreaming in the five key areas of work as per the Standing Order on Disaster (SOD).
– Support Self Help Groups of persons with disabilities to be included as BDRCs and CPP volunteer groups, DRR committees, and financial services.
– Promote effective mobilization of funds for climate change adaptation and DRR, preparedness, anticipatory response, improved risk knowledge, and humanitarian response that accurately reflect the population’s needs.
3. Support evidence-based advocacy efforts towards disability-inclusive DRR through the Inter Sector Coordination Group (ISCG), Cox’s Bazar on humanitarian development collaboration.
– Provide leadership support in generating and documenting evidence of proven models, best practices, and emerging and innovative practices relevant to disability-inclusive DRR and CCA. Actively support engagement in high-level policy dialogue at the national, district, and local levels to ensure that coordinated engagement of both humanitarian-development actors effectively supports the national efforts and strategy in DRR, CCA, and Humanitarian work.
– Liaise with appropriate working groups and mechanisms, including the issue-based coalition on building resilience, anticipatory action working group, and facilitate meaningful participation of NGDO to influence and promote disability inclusion within these groups.
– Collects and analyses disability data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable disability data-driven planning, decision-making, presentation, and reporting.
– Ensures that requirements, and background information used for data analysis are documented.
– Performs other relevant duties as assigned.

Key outcomes expected from this role:
1. NGDO has ensured to enhance the capacity of targeted people with disabilities to mitigate the negative effects of climate change by building resilience to climate-induced disasters.
2. NGDO has ensured the disability movement in the Teknaf Upazila has strengthened through meaningful engagement of OPDs and SHGs within the district development.
3. A significant percentage of people with disabilities, especially women with disabilities have increased meaningful participation in disaster risk reduction and essential services by the intervention of NGDO.
4. An inclusive early warning system, inclusive evacuation, and disaster risk reduction are in place aligned with the Bangladesh Red Crescent Society (BDRCS) and Cyclone Preparedness Programme (CPP).
5. People with disabilities lead savings and loan associations have functioned sustainably and increased access to resilient and sustainable livelihood opportunities with the support of NGDO.
6. People with disabilities have obtained Golden Citizen Cards enrolled in the Social Safety Net program as well as registered the persons with disabilities group from the authorities through joint advocacy of OPDs and SHGs.
7. The Safeguarding and Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH) policy has been developed by NGDO.
8. The implementing organization NGDO has a significant number of knowledge management and good practices documentation for advocacy and replication.
Person Specification
All of the following requirements are essential, unless marked with a * when they are desirable, and will be assessed from a combination of information provided from the application form and interview process.

Education, Experience, and Knowledge
· Graduate/Post Graduate degree in Disaster Risk Reduction/ Disaster Management/ Climate Change, Social Science / Development Studies/ relevant subject.
· Diploma in disability inclusion or equivalent is desirable*
· 2 to 3 years of working experience in disability-inclusive programming or social inclusion programming (GESI) is required.
· Good knowledge of the HCTT Nexus Strategy for Climate-related Disasters 2021- 2025 is a humanitarian preparedness and response strategy of Bangladesh, National Plan for Disaster Management (NPDM) 2021-25 and to complement the UN Sustainable Development Cooperation Framework (UNSDCF) for Bangladesh in the relevant area.
· At least 4-5 years of working experience with reputable NGOs, INGOs, and multilateral or international agencies in the social development sector in managing projects with sound knowledge of monitoring evaluation and learning.
Expertise
Coordination: lead to ensure strong coordination with Implementing partners for smooth implementation of project activities
Project development: Support the project development process by engaging in partner assessment, and project design jointly with the CBMG secretariate, Member Associates, technical advisors, project partners, consultants, and co-workers who are connected to the respective project development.
Project Delivery: Ensure project outcomes as quality results required by the program. Develop annual work plan and budget and implement project schedule within set budgets and scope. Provide a key coordination and implementation role, ensuring project management standards are followed and deadlines are met.
Budgeting: Manage project financial budgets and targets, providing accurate and timely information on expenditure supporting partners in implementing the project, and ensuring the efficient utilization of the budget. Plan and coordinate financial reviews/assessments of partners in consultation with the finance and respective line managers. PO will manage and monitor the project budget utilization and effectiveness. She/he will assist the finance section in the evaluation of financial statements and accounts abstracts and in the preparation of accounts checklists for the project.
Communications: Build effective working relationships with project stakeholders, engaging them at each project implementation stage and ensuring effective communications at all levels. Ensure organizational communications about project progress and outcomes in a timely manner. Anticipate project risks and issues, communicate them to stakeholders, and take action to resolve them. Coordinate and provide reports as required on projects for internal and external stakeholders.
Project Management Planning, Monitoring & Evaluation: Support partner to conduct baseline, mid-term, and evaluation of projects following CBMGs policies and processes. Support planning, advocacy, and inclusive development as required particularly on project implementation and documentation. Support partner to develop inclusive knowledge and audio-visual materials
Reporting: review project reports to ensure project activities, and outcomes as per reporting guidelines. Upload all relevant information and reports into Global Online.
Capacity Building and technical accompaniment: Identify needs and support to organize training and capacity building for partners and OPDs. She/he would contribute to developing training materials and train the partners on different disability and development aspects as and when appropriate. In addition, and more importantly, S/he will work alongside NGDO colleagues to provide back-stopping support and coaching
Documenting learning: Supports identifying learning objectives with the NGDO team and through reflection with other stakeholders, develop data/information collection methods and knowledge products
Representation: Supports planning and organizing workshops/ trainings in a time-bound manner and represents CBMG at conferences, workshops, and seminars when assigned.
