Disability Mainstreaming Training for all CBM Partners and Main Stakeholders in Northern Uganda districts At Christian Blind Mission

  1. Introduction

CBM is an international Christian development organization, committed to improving the quality of life of persons with disabilities in the poorest countries of the world. Our vision is “an inclusive world in which all persons with disabilities enjoy their human rights and achieve their full potential”.

Based on our Christian values and over 100 years of professional expertise, CBM addresses poverty as a cause, and a consequence, of disability, and works in partnership to create an inclusive society for all. CBM has been working with partners in Uganda for over 4 decades, working across the country to prevent avoidable blindness, improve health and help people with disabilities go to school, earn a living, access health care/rehabilitation, and secure respect in their communities.

CBM currently supports Inclusive Eye Health (IEH) and Community Based Inclusive Development (CBID) in Uganda.

  1. The Project Description

The project Title is FORESEEING INCLUSION PROJECT: Eye health and disability mainstreaming in northern Uganda. Project Number;3925-AICS-SJH-MYP funded by Italian Agency for Development Cooperation-IADC. The implementing partners of the project are Saint Joseph Hospital – Kitgum and CUAMM-Arua Local Government – and it has been structured in collaboration with the Ministry of Health as well as CBM Italy.

The project aim is improving access and provision of quality inclusive eye care services both within the communities and health facilities in the districts of Kitgum, Lamwo and Arua (Acholi and West Nile sub-regions, North Uganda). In particular, it focuses on the most vulnerable groups, such as persons with disabilities, women and children.

Goal: To contribute to the reduction in the prevalence of avoidable blindness by 2021 in Uganda in line with the 4th Eye Health Action Plan 2016-2020.

Specific Objective: To improve access of quality eye care services delivery and promote Disability Mainstreaming in Kitgum, Lamwo and Arua Districts in 3 years with particular attention to persons with disabilities, women and children.

Result 1: Eye care services at primary level are strengthened in communities and refugee camps in Kitgum, Lamwo and Arua Districts.

Result 2: Specialized Eye Care services at secondary level are enhanced inside Saint Joseph’s hospital Kitgum and in Arua Regional Referral Hospital (ARRH).

Result 3: Strengthened the governance in Eye Health Sector and Disability Mainstreaming in Northern Uganda.

    1. Purpose of the Consultancy

Provide a 4-day training in disability mainstreaming to 25 participants (CBM partners, local authorities, representatives of organizations of people with disabilities). The activity of capacity building in disability mainstreaming is expected to respond to the need to strengthen the capacity of the partners, stakeholders and local authorities in the inclusion of People with and without Disabilities in the provision of health services, in particular eye health. Inclusive ophthalmic services are of particular importance because they are the first place for people with total or partially sighted blindness to access diagnosis, counselling and rehabilitation and low vision services. Disability mainstreaming is a topic of strategic importance to CBM and it ensures that each development cooperation intervention is accessible for persons with disabilities, in line with the principle of Universal Designed suggested by UNCRPD. The achievement of an inclusive development requires a holistic and comprehensive approach so that the rights and needs of People with Disabilities are not overlooked, not only on the development agenda but also in other sectors. Disability mainstreaming is thus an enabling and much needed strategy to achieve this goal.

    1. Challenges

Persons with disabilities face many barriers in accessing health services, which are some exacerbated by poverty and its correlates, geographic area of residence, race and ethnicity, sex, age, language spoken, and disability status. The ability to access care—including whether it is available, timely and convenient, and affordable—affects health care utilization. Disability mainstreaming implies that all development interventions are planned and implemented in such a way that people with disabilities, their needs, rights and potentials are taken into account on equal terms with those of other population groups. Mainstreaming disability inclusion, it is obviously important to identify people with disabilities among project beneficiaries and target populations to understand their specific needs and any adjustments needed during project design and implementation to address those needs.

    1. Duration of the Consultancy

The proposed Duration of the consultancy is 4 Days to benefit partners, stakeholders and local authorities in Northern Uganda districts of Kitgum, Lamwo and Arua.

    1. Scope and Target Audience
  • The training in Disability Mainstreaming aims at helping eliminate barriers, promote equality and prevent discrimination so that persons with and without disabilities can benefit equally from service delivery. 25 persons from (government local authorities, partner organizations, and other stakeholders) are expected to benefit from the acquisition of competences in the field of disability mainstreaming.
    1. Objectives

The overall Objective of the Disability Mainstreaming Training is to enhance disability mainstreaming practice in CBM programmes and projects, and enhance the capacities of partners, stakeholders and local authorities in adopting inclusive strategies for people with and without disabilities and people exposed to different categories of vulnerability for adequate access to quality health services, specifically eye health services in the sub region.

  • To deliver a 4-days in-person disability training workshop to key staff with representation of partners, stakeholders and local authorities.
  • To guide the the partners, stakeholders and local authorities to develop an action plan for ensuring disability mainstreaming in its programmes, projects and overall strategic plan.
  • To provide tools to aid the partners, stakeholders and local authorities in evaluating its progress towards disability mainstreaming in its various programmes and projects.
    1. Outputs
  • Course material including detailed course content, participant workbooks, and learning aids.
  • Proceedings of the training -This will be in form of a Post Training Report.
  • Action plans developed with the participating stakeholders
  • Data collection and progress evaluation tools
  • Training sessions organized in target hospitals
    1. Expected Learning Outcome

At the end of the training participants are expected:

  • To have clear knowledge and understanding of the concepts used in disability mainstreaming in Health generally.
  • To be able to apply the terminologies learned during the training in real life situations;
  • To be able to have functional action plans developed.

  • Logistical support including accommodation, travel and subsistence, costs of printing policies and manuals and training materials etc.

    1. Training Ethos
  • Be based on principles of adult and participatory learning
  • Be based on principles of universal design for learning (UDL).
  • Include sufficient opportunities for participants to engage with the materials and concepts being presented such that all sessions will involve a significant proportion of the time with participants engaged in activity
  • Brainstorming, Plenary/group discussions, Group exercises, Question and
  • Answer, Case studies, Role play/ demonstration
  • Include power point presentations if necessary but that these should be limited in time and length so that the balance of a session is more in favour of activity rather than presentation
  • Reflect respect for individual’s beliefs and culture and will lead to an inclusive and supportive learning environment
    1. Clarification of Terms
  • Deliver the training in English,
  • Respect the principles of inclusion, participation and interaction, involving beneficiaries and stakeholders.
  • Ensure the confidentiality, do no harm approaches, and respect information sharing protocols at participating institutions.

3. Signing of Contract and commencement of assignment – 9th September 2022

4.Submission of Training plan/inception report and Action plan templates, Power Point Presentation and detailed Training Manual, Materials and policies- 16th September 2022

5. Submission and presentation of the Capacity Assessment, Pre-Assessment and Final improved Training Manual- 23rd September 2022

6. CBM provides feedback to the report- 28th September 2022

7. Partner /stakeholder Capacity building –3rd October – 5th October 2022

8. Final report: Provide 2 bound hardcopies and a soft copy of Training Reports, Action Plans on Disability Mainstreaming in Northern Uganda- 14th October 2022

13. Required profile of Consultants /team

  • Minimum of a Bachelors’ Degree in Social Sciences, Human Rights, Development Studies or related field (Disability Studies is an added advantage), a Certified ToT in Disability Mainstreaming.
  • At least five (5) years of relevant professional experience in designing and delivering disability mainstreaming training.
  • Demonstrated experience in supporting organisations to become more disability inclusive
  • Experience working with Disability Persons Organisations.
  • Networks of Disability Persons Organisations.
  • Excellent facilitation and presentation skill
  • 40% on signing of contract and presentation of Inception report that informs the capacity building plan and approaches and detailed Training Manual and Materials
  • 30% upon presentation of a Draft Training and Action Plans Pre-Assessment and Final Improved Training Manual.
  • 30% upon delivery of the final Training Report.

Qualified and Interested consultant’s/consultancy firms should submit their expression of interest, accompanied by capacity statement and consultancy proposal that includes costing and delivery timelines. Expression of Interest must include a 1) Technical proposal (maximum 3 pages) that elaborates a Training plan, Summary profile of the applicant with contacts (Full CVs of team members should be put in the annex). 2) A finance proposal covering consultancy fees only can be inserted at end of the technical proposal.
