CONTEXT:

A major player in the social and solidarity economy, the French Red Cross runs a network of more than 600 establishments and services in the health, medical and social sectors and in training. It also runs 12 regional health and social training institutes.

Internationally, the FRC is active in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes Health and Disaster Risk Management.

In the same way as in the activities that it develops and implements in France, the French Red Cross at the international level includes all its missions in a sustainable humanitarian action plan.

This means that emergency, post-emergency, post-crisis and reconstruction activities are coordinated in order to be as effective as possible. The aim is to carry out actions with lasting effects and to enable the population to regain their full autonomy.

CONTEXT OF THE POSITION:

Following the 2011 crisis in Syria, French Red Cross (FRC) established a permanent presence in Lebanon in 2013 in order to reinforce the capacity of the Lebanese Red Cross to better respond to the needs of Syrian refugees and the Lebanese host populations. The current financial and economic situation in the country imposes many additional challenges to all entities, institutions and communities (host communities and refugees) largely affected by the growing needs in the country. French Red Cross activities in Lebanon are mainly focused on supporting the Lebanese Red Cross (LRC) Strategy in the country aiming to respond to the needs of the most vulnerable. Due to its topography, geography, history, and geopolitical position in the region, Lebanon faces a large scope of natural and man-made hazards

The strength and recurrence of natural hazards are augmented by increased climate warming and Lebanon’s exposure to these hazards is exacerbated by a steady demographic growth intensified by the arrival of 1.5 million Syrian refugees, an economic vulnerability of a large part of the Lebanese population, and an urbanization development out of control. The French Red Cross delegation in Lebanon launched a DRR project (Focus on flood risks) with the duration 2020-2024 in consortium with 2 other partners (Solidarités International (SI) – consortium lead, Lebanese Red Cross). The Disaster Risk Reduction (DRR) Project Delegate, as technical advisor, contributes to the implementation of the AFD funded Disaster Risk Management (DRM) project component of the FRC.

TASKS

Strategic orientation: the DRR Project Delegate will focus on the establishment of the FRC project component in specific the Early Warning System ( EWS) component in concordance with the project design and the changing environmental parameters.

In coordination with Lebanese Red Cross (LRC) and Solidarités International (SI), contribute to the development of a harmonized approach for the implementation of the AFD DRM project to enable the project to achieve its expected objectives and at the same time ensure its quality and coherence among consortium partners and components.
To suggest modifications/ adaptation of project activities in line with the fast changing environment in Lebanon while keeping the project in the right track towards the set out objectives.

FRC DRR Project component

Monitoring & guiding the work of the CNRS according to the project deliverables
Focusing on the final implementation of the WhatNow services together with LRC
Supporting the LRC in technical questions regarding the formerly shared activities

DRR Program Development FRC

Provide technical support/assistance in identifying funding opportunities, partnership building and project development,
Participate in DRR project development in Lebanon and in the region

HIERARCHICAL LINK

Line manager: FRC Program Coordinator

FUNCTIONAL LINK

Works in close cooperation with the DRR Technical Expertise Unit (FRC HQ) based in Paris
Functional links with the different components of FRC delegation (logistics and administration/finance coordination)
Functional links with LRC DRR focal point at HQ and branches level
Functional links with SI in-country (Consortium MEAL manager), relevant government authorities such as the DRMU, CNRS, local government units, and other international/national organizations in the country as appropriate
Functional links with RCRC DRR management group in Lebanon

LANGUAGES

Good professional English is mandatory
French and Arabic are an asset

Conditions of employment

Type of status: expatriate
Type of contract: Fixed-term contract under French law
Salary: According to the classification of the position on the CRf grid and the experience of the candidate
Per diem: daily per diem which varies according to the country
Leave: 10 to 15 days minimum every 6 months – Airfare paid at 100% by CRF for home travel
Health coverage: CFE + Mutuelle MSH (covered 100%) – covered at 75% by the CRF
MedEvac/repatriation insurance: YES
Other insurances: Provident insurance (death and disability)

SUMMARY:

Location: Beirut with frequent travels overall Lebanon (mainly in Akkar and Bekaa governorates)

PROFILE

Abilities to work with local and international partners and governmental bodies
Experience with RCRC Movement experience preferred.
Multi-skilled, flexible with a strong capacity of adaptation
High sense of diplomacy, patience and tenacity,
In-depth knowledge on DRR-related thematic areas: contingency planning, early warning early action systems, urban-DRR, DRR in conflict setting, etc.
Experience in developing/writing technical ToRs related to evaluation/assessment, technical assistance, etc.
Training skills, managerial competencies, engaging partners, capacity to mobilize and team work
Able to manage stress
Good analytical and documentation skills: ability to analyze and synthesize large amounts of information (inclusive scientific ones); capitalize and document good practices and lessons learnt
Strong communication and representation skills
Experience / knowledge of Lebanon/Middle East region is an asset
Capacity to work under pressure and deadlines
Previous experience in working in altered security context with strict security rules

COMPETENCIES

Relevant educational background in Disaster Risk Management, Hydrology, Environment or other DRR related courses
Strong and significant international experience in DRR project management especially on Disaster Preparedness
Solid experience in institutional support to local and national authorities
EWEA skills and experiences is an asset
Experience in budget and financial follow-up is desirable
Experience with ECHO/AFD funded projects is an asset
Experience with GIS & remote sensing is an asset
Good knowledge/Experience of the Red Cross Movement is highly considered
