Context:

Under the overall supervision of the Chief of Mission, the direct technical supervision of the Information Management Coordinator, and in close collaboration with the relevant units at the Regional Office in San Jose, the Displacement Tracking Matrix (DTM) Unit at Headquarters and the Platform on Disaster Displacement (PDD), the DTM Officer will support the coordination and implementation of DTM activities within the framework of the “Action and support to avert, minimize and address displacement related to climate change in Guatemala” (PAMAD) project.

The DTM Officer will also provide support to the mission’s on-going information management activities. This will include supporting the coordination and implementation of the mission’s DTM’s data collection activities (including capacity-building on key thematic areas), data analysis and the development of reports and other required information products.

Core Functions / Responsibilities:

  1. Provide technical support for the coordination and implementation of the information management activities in the framework of the PAMAD project and for other on-going information management initiatives in the mission.
  2. In close coordination with the Information Management Unit, conduct data cleaning andanalysis for the DTM-related activities of the PAMAD project, and for other data collection activities, as required.
  3. In close collaboration with relevant actors, produce information products and other required reports for the PAMAD project (including the development of a report with baseline data on disaster displacement) and for different on-going data collection activities in the mission.
  4. In close coordination with relevant government counterparts, the Platform on DisasterDisplacement (PDD) and other key stakeholders, support the development of a national disaster displacement data framework.
  5. Support the development and design of data collection tools and methodologies, including the development of a common toolkit for the collection and analysis of disaster-related displacements, their testing and deployment in the field.
  6. Provide guidance and coordination support for field assessments and conduct trainings for enumerators and other key stakeholders in order to gather timely baseline data on disaster-displacement, population mobility, vulnerabilities of people on the move etc.
  7. Support in the organization of capacity-building activities for different key stakeholders(including for government counterparts) on topics related to DTM, data collection operations in disaster-displacement contexts, data protection standards and reporting.
  8. Liaise and coordinate regularly on Information Management efforts and overall data processing, managing and analysis initiatives with the Regional Office and the DTM global team to facilitate synergies, with a specific focus on disaster-displacement related initiatives.
  9. Participate in various DTM, Information Management and Disaster Displacement related meetings, events and relevant working groups at the national, regional and global levels.
  10. Undertake field visits to intervention areas to assess data collection activities.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Information Management, Political or Social Science, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in Information Management in humanitarian operations, in the coordination of information flows and data collection methodologies (sampling, quantitative and qualitative data collection tools etc), as well as data management (including data collection, storage, cleaning and data analysis);
  • Experience working with the Displacement Tracking Matrix (DTM) a strong plus;
  • Experience writing technical information products, translating data to technical information products (reports, dashboards etc) and compiling diverse datasets;
  • Experience and skills to analyze statistical information, expertise on data processing and analysis software and advantage;
  • Experience in coordinating information management initiatives with government counterparts a key asset;
  • Experience in Geographic Information Systems (GIS) is a plus;
  • Experience in coordinating efforts with government counterparts;
  • Experience with handling confidential data.

Skills

  • Demonstrated ability to produce timely and informative information products in humanitarian emergencies and/or major data collection operations;
  • Ability to compile and holistically analyze diverse datasets;
  • Knowledge in data visualization and information design skills.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and Spanish is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
