District Officers At Education Development Trust

Scope:

The Global Partnership for Education (GPE) approved a comprehensive programme in Sierra Leone which supports priorities outlined in the Education Sector Plan 2018-20. UNICEF is responsible for overseeing the implementation of the grant in collaboration with the Ministry of Basic and Senior Secondary Education (MBSSE). The GPE programme aims to increase equitable access to education and improved learning outcomes for boys and girls in pre-primary and primary schools.

Job Profile:

This programme targets improvement of early grade reading and mathematical skills. The specific purpose is to develop and implement teacher training to improve early grade reading and mathematics skills among children in primary Grades 1-3. The objectives and three workstreams of the programme are:

1. Strengthen pre-service teacher education in early grade reading and mathematics by building the capacity of the teacher training institutions in line with global best practices;

2. Develop and implement an in-service teacher training programme in early grade reading and mathematics in three districts: Bombali, Kambia, Karene and Kono.

3. Provide community support structures and mechanisms to support both teachers and early grade children at the local level. As part of this programme Education Development Trust will train early grade teachers across four districts in Sierra Leone through a cadre of Lead Trainers.

Education Development Trust now seek to recruit District Officers (DOs) to work with EDT team to successfully implement the programme.

Job objectives:

  1. Work closely with the Literacy and Numeracy Content Developers, Education Lead and Team Lead to fully understand the content of the Lead Trainer training, teacher training, and best practice in early grade teaching in literacy and numeracy.
  2. Work closely with Implementation Manager and MBSSE Implementation Manager with the identification and selection of Lead Trainers and participating schools and teachers.
  3. Work alongside the Implementation Manager, delivery Officer and other colleagues in the Districts to manage training event logistics and support the delivery of Lead trainers training.
  4. Manage the performance of Lead Trainers, including observing delivery of teacher training. Develop the professional capability of Lead Trainers by providing ongoing coaching, mentoring and support to develop their delivery of teacher training.
  5. Oversee community engagement and maintain good stakeholders’ relationship with MBSSE and TSC in assigned district and assist in the development of the community support mechanisms.
  6. Lead and manage the dissemination and uptake of the literacy and numeracy components of the community support mechanisms, including working closely to support lead schools.
  7. Provide District specific contextual knowledge and updates to the programme and develop and manage relationships with local government, local leaders and NGOs/CSOs.
  8. Work in partnership with the CoP/Peer Learning Support SME to implement activities that promote the sustainability of the project and monitor performance in the District.
  9. Identify, report, and manage District level risks and issues, and ensure that they are escalated to the Implementation Manager and Delivery Lead.
  10. In all aspects of the programme delivery, ensure that there is a safe and respectful environment in which children can learn and remain vigilant and follow Education Development Trust’s child protection reporting procedures with any concern over child protection.
  11. Ensure all safeguarding concerns are reported immediately to the Delivery Lead and recorded as per Education Development Trust’s safeguarding and child protection policies and reporting procedures.
