Job description

The position operates together with internal and external stakeholders and is considered a specialist on European Union. The position reports to the Manager of the Partnerships & Program development (P&P) Unit and is matrix-managed by the Coordinator of the Donor Engagement workstream within the P&P Unit. The Unit is part of the Programs Department.

The P&P Unit supports the organization in maintaining and enhancing its work and impact, including in achieving Oxfam Novib’s ambitious targets on institutional income. P&P is a team of dedicated institutional funding, project development, capacity strengthening, and partnership experts. They support the organization in reaching its ambitions through effective engagement and relationship building with its institutional donors and partners.

As Donor Engagement Manager (DEM) for the EU and ECHO Accounts, you will be part of the Donor Engagement workstream of the P&P unit. The Donor Engagement workstream consists of dedicated Donor Engagement Managers, each responsible for a key institutional donor account. The role combines aspects of two donor accounts: EU account (EU development funding) and ECHO account (EU humanitarian funding) and works hand in hand with the DEM EU and DEM ECHO. Donor Engagement Managers deliver professional services to optimize institutional donor funding by developing and strengthening partnerships with and positioning towards key donors, actively collecting and sharing donor intelligence with program units and country offices, and by providing support during proposal development to ensure high-quality proposals are submitted to donors.

Key responsibilities

  • (Pro)actively identifies funding opportunities with EU/ECHO for our programmes. You will do so by showcasing and sharing expert knowledge of the donors’ funding modalities, concrete funding opportunities, ways of working, policies, strategies and planning cycles with the teams in The Hague and in countries where we operate.
  • Builds up and maintains a network of contacts and partnership relations with the donor and other related partners including other Oxfam affiliates. As such you (pro)actively identify and influence new and innovative cooperative opportunities with the donor, also by ensuring that full use is made of Oxfam’s project and advocacy portfolio, as well as other related material available for external sharing. You are also expected to keep Oxfam Novib programme teams and Oxfam offices at country level up to date with trends and other related information gathered through your partnership engagement, and you represent Oxfam Novib with this donor.
  • Income growth. You lead, advise and support Oxfam Novib and the Oxfam Confederation in meeting and exceeding institutional donor funding targets.
  • You contribute with donor intelligence on EU and ECHO to funding strategies of Oxfam Novib programme teams and Oxfam country offices as part of their business plan and also lead on and contribute to the Oxfam Novib institutional funding strategy and donor account plan for the donor you are responsible for.
  • In your role as Donor specialist, you will also contribute to the EU and ECHO account teams and EU and ECHO donor account plans of the Oxfam Confederation. You will occasionally lead and coordinate institutional funding initiatives within Oxfam Novib and wider Oxfam and, when applicable, with other NGOs. You are flexible and able to provide support on other donor accounts when required.
  • In your specialist role you lead on and participate in relevant discussions and negotiations within Oxfam Novib and the wider Oxfam Confederation on Institutional Funding related issues (policy, framework, service, ways of working, strategies);
  • Quality and compliance. You provide expert advice to country teams and Oxfam Novib programme units on adherence to donor expectations and requirements as part of donor funding applications (and project management, where applicable). In collaboration with Oxfam Novib’s compliance unit, you also provide quality and risk assessment advice for specific donor submissions and report to senior management/Directors.

Who are we looking for?

  • You have at least a HBO (Bachelor) degree relevant to the function; and a minimum of five years of experience in a similar position in an international organisation.
  • Good knowledge of and experience in institutional fundraising for NGOs from institutional donors; and an extensive knowledge of EC landscape, programming and funding trends, and proven experience in EU fundraising and contract management.
  • You also have good knowledge of project and programme management (preferably gained through experience in project locations or through regular missions), as well as experience and knowledge of Project Cycle Management, including monitoring, technical and financial reporting; demonstrated ability to work under pressure, prioritise, meet deadlines, and hold self and others to account;
  • Additionally, you have strong networking, representational and negotiation skills; you are proactive and have proven ability to build relationships with a diverse range of stakeholders. You have excellent communication skills in English, both written and spoken. A reasonable command of French is a strong asset. You are willing to occasionally travel abroad (Brussels and other locations, as needed). You have a valid permit to reside and work in the Netherlands.

  • Oxfam Novib offers an attractive and honest benefits package, including a year-end allowance and yearly pay increase from the Collective Labor Agreement. Moreover, we offer complementary options to choose from. The salary range for this position is set in scale 10 with a salary range between € 3.469,- and € 5.339,- gross depending on experience, based on 36 hours a week.
  • We are currently working hybrid (50% in the office in The Hague and 50% at home).
