Position Title: Donor Relations Officer

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context
Migration dynamics in the MENA region are informed by a range of factors, including conflict, shifting demographic and socioeconomic trends, and increasingly, climate change. Against the backdrop of protracted instability and crises, forced migration and internal displacement continue to underpin complex irregular migration flows across the region. From resettlement to emergency preparedness and response to post-crisis transition and recovery, IOM’s work in the areas of migrant assistance, counter-trafficking, and immigration and border management is critical to supporting preparedness for and responses to the migration dimensions of humanitarian crises, with a focus both on vulnerable mobile populations and affected communities.
In order to continue and enhance the support IOM provides for vulnerable migrant populations, IOM is seeking a consultant to identify and strengthen donor relations with a broad range of actors such as governments, foundations, charities, Islamic financial institutions, the private sector and individual donors in Saudi Arabia, the United Arab Emirates, and Bahrain. Under the direct supervision of the Chief of Mission, and in line with the Regional Strategy for the Middle East and North Africa 2020-2024 and the IOM Strategy for the Gulf Region (2021-2024), the consultant will explore new fundraising opportunities and outline an innovative and strategic approach to leveraging existing and new donor relations.
Core Functions / Responsibilities
1) Review and monitor fundraising opportunities to support IOM’s global relief work and humanitarian assistance.
2) Provide guidance and quality control in the development of funding proposals in line with donor interests, coordinating with the relevant internal stakeholders to ensure that materials and messaging are in line with IOM priorities.
3) Undertake a subregional donor study to identify existing and potential opportunities for fundraising based on agreed criteria, focusing on foundations, charities, Islamic financial institutions, the private sector and individual donors
4) Support effective liaison with agreed upon donors with a view towards improved resource mobilization, accountability, transparency and information sharing.
5) Coordinate IOM responses to recurrent and ad hoc donor requests, including the collection, editing and dissemination of institutional and thematic information.
6) Contribute to the elaboration of institutional fundraising tools and documents to support the expansion of IOM’s flexible funding (unearmarked) donor base.
7) Ensure the efficient sharing and dissemination of relevant donor reports and flash appeals.
8) Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education, experience and/or skills required
· Master’s degree in International Relations, Business Administration, Marketing, Social Sciences, Law, Development Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or
· University degree in the above fields with seven years of relevant professional experience.
Experience
· Proven track record of developing partnerships and securing funding in the Gulf region required
· Knowledge and practical experience with implementation of multi-stakeholder initiatives with international organizations, preferably involving the private sector;
· Experience in outreach and communication to companies, foundations, and individuals as well as private sector fora and platforms;
· Relevant professional experience in fundraising and/or partnerships and/or management of relationships with donors and/or external partners, with exposure to an international environment and/or with humanitarian organizations.
· Experience in managing and coordinating between multiple stakeholders, with an ability to multi-task, manage time, keep with tight deadlines, and to thrive in a high-pressure environment.
· Experience with UN/IOM an advantage
· Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage
Languages
IOM’s official languages are English, French, and Spanish. For this position, fluency in English and Arabic is required (oral and written). Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
