DRC Country Funding Coordinator At Oxfam

Oxfam has worked in DRC since 1961 and currently operates in six provinces namely North Kivu, South Kivu, Equateur, Ituri, Tanganyika, and Kasai. Our work is mainly focused on humanitarian and development projects in the most vulnerable communities. In the DRC Oxfam is one of the few organizations that engage in influence and advocacy as drivers of change.

Job Purpose

In full collaboration with the Country Programme team, and with support from Oxfam Teams in the Regional Office and HQs, this role will raise funds for Oxfam in DRC by:-

  • Developing and maintaining good quality and consistent relationships with donors and HQs of different affiliates.
  • Ensuring high-quality contract management
  • Supporting Programme Leads effectively to develop and plan concept papers and proposals in accordance with country strategy and donor

Job Purpose – Key Responsibilities and Accountabilities

Fundraising and Strategy (40% time spent)

  • Provide strategic funding direction in line with the Oxfam Country Strategy
  • Lead on the research, identification and approach to new or existing donors in order to renew and strengthen Oxfam funding portfolio in DRC with strategic value, long term multi-sectorial funding sources in line with the country’s strategy.
  • Assist country program and business support teams in planning and coordinating the development and submission of competitive, high-quality concept papers, donor proposals, and budgets which are successfully funded by a variety of donor agencies, seeking multi-year funding from potential donors whenever
  • Working closely with the Country Programme Manager, the Humanitarian Programme Manager, the Provincial Managers and the Business Support Manager to ensure the maximisation of cost recovery through the greatest use of restricted funds and strategic recharging of core costs to donor contracts where
  • Establish and maintain an up-to-date country funding strategy and plan in close partnership with the Country Programme Manager, prioritising approaches to donors. This will include leading annual reviews of the appropriateness of the existing Funding strategy in relation to the political, socio-economic, financial, legal and humanitarian external
  • Ensure good quality and timely information is fed back to Programme and BS teams and other stakeholders for budget and income planning purposes according to agreed Oxfam
  • Oversee overall coherence and quality of donor relationships in or outside of the country, in line with affiliate headquarters strategy for their sovereign donors and advice the SMT
  • Identify, assess, and approach new donors or funding sources and represent Oxfam as required with donors together with relevant program staff with support from OICD or with his delegation
  • When requested by the Country Director or Country Programme Manager, participate in any discussion with
  • Initiate discussions with other agency funding/grant management units for purpose of bringing back the knowledge into Oxfam Funding
  • Maintain an up-to-date DRC donor
  • The role will work closely with the HECA regional funding teams and input into regional strategic thinking on restricted funding.

Capacity building (10% time spent)

  • Ensure sufficient grant management capacity and skills of staff and partners in-country to manage funding portfolio in line with recognised Oxfam and donor
  • Working with the regional centre funding team, assess and strengthen the capacity of colleagues and partner staff across the country in the planning, securing and managing of restricted funds through formal training delivery, coaching and
  • Provide support for proposal and concept note writing as well as providing technical support to programme and business support staff in order to maintain and grow levels of strategic funding within the DRC

Management of staff/contracts and information sharing (50% time spent)

  • The CFC will line manage all funding staff in DRC, including goal setting, performance management and capacity building.
  • The CFC will directly manage established relationships with strategic longer-term donors in the areas of the OCS and strategic humanitarian programming.
  • Assist country program and BS teams in respect of timely reporting and coordinating the submission of high-quality reports (narrative and financial) for a variety of donor agencies,
  • Lead all grant opening and closing processes
  • Ensure effective coordination and information flows with SMT, Regional and global funding
  • Ensure overall coordination of humanitarian funding in emergencies situations except if external support is provided from the HECA region or from the global Humanitarian
  • Co-ordinate and manage processes for key funding opportunities in-country using established Oxfam processes (Bid no Bid, Sign off ..)
  • Co-ordinate any donor visits and facilitates any reasonable requests from funding affiliates and governing
  • Engage in peer networks of other country fundraising staff within the region, between regions and globally as
  • Help develop information for induction, funding manuals and other resources for use by the country program and finance staff.
  • Maintain restricted funding information systems and records on donor contracts both manually (hard files) and electronically (Oxfam systems/tools: CRIMSON and O drive).
  • Effectively coordinate and oversee a portfolio of existing donor contracts to ensure compliance with donor requirements; ensure reports are of good quality and submitted on time; analyse and provide advice to staff on the funding policies and requirements of different donors, and seek advice and input from Oxfam(s) HQ (donor leads) for high-risk donors.
  • Ensure sign-off of donor proposals, reports and contracts within delegations and according to agreed Oxfam processes.
  • Help prepare for audits of Oxfam donor funded

Technical Skills, Experience & Knowledge

Essential

  • Extensive experience in managing donor contracts and fundraising activities, in particular from institutional donors, such as ECHO, DFID, OFDA, DFATD (CIDA), SIDA, UNICEF, UNDP, WFP, AFD, EU etc.
  • Bachelor’s degree or equivalent in Business Administration or International Relations, or any Bachelor’s degree in an equivalent
  • Sound understanding of Programme Cycle Management in emergencies and/or development
  • Strong overall communication skills in English and French
  • Strong numeracy and financial skills, particularly in developing budgets, financial management/monitoring and
  • Good written skills with proven ability to develop and present proposals and donor reports, for both internal and external
  • High level of analytical skills and critical
  • Ability to research, analyse, and report (i.e researching donor priorities, evaluating proposals and reports, determining a match between external funding opportunities and Oxfam objectives)
  • Ability to manage and lead a team to achieve goals in a complex working environment
  • Experience in capacity building; coaching and delivering training at an individual and group
  • Ability to network and represent Oxfam to donors and external
  • Highly developed interpersonal and communication and relationship skills with the ability to influence external organizations and
  • Ability to manage his/her time Willing and able to adapt priorities in order to respond to changing demands.
