DRC – Group Financial Manager At COOPI – International Cooperation

COOPI is looking for a Group Financial Manager in the DRC

Present in the DRC since 1977, COOPI has greatly increased the number of its interventions in the country, in response to the conflicts of the last 20 years. From Kivu , where there was the first intervention, COOPI’s activities extended to most crisis zones , in order to implement emergency programs for the benefit of displaced populations and victims of violence. war with a particular focus on nutrition, food security and child protection. In provinces emerging from crisis, COOPI is committed to implementing multi-year projects in order to ensure a transition from emergency to development and guarantee harmonious and sustainable development. COOPI promotes a relevant response to the needs of local populations through a coordination structure in Kinshasa and various operational bases in the provinces. Each year, COOPI implements around a dozen projects with funding from the European Union, the Humanitarian Fund, the ICC and UN agencies.

Job objective

Ensure all administrative/financial management activities while respecting the operational planning defined in coordination with the Country Administrator and the Project Manager, in strict compliance with COOPI and donor procedures.

Responsibilities

Supervision of economic and financial aspects concerning the activities of the project and the group:

  • Supervise the correct management of project accounting , in accordance with the procedures of the NGO COOPI and the donor;
  • Supervise the correct management of the project’s cash flow (Cashier and Bank), and in particular monthly reconciliation in collaboration with the Project Manager;
  • Regular updating of project financial data in accordance with the financial data of the Country Administration;
  • Verification with the Project Manager and presentation to the Country Administrator of the monthly expenditure forecast aimed at the monthly request for funds;
  • Guarantee financing for the project through financing forms, while respecting the expenditure forecast developed and requesting those of the group’s partners;
  • Regularly update the project’s accounting and IT tools to enable monitoring and control of expenses;
  • Verify and monitor compliance with COOPI purchasing procedures ;
  • Check supporting accounting documents , compliance of contracts with suppliers; verify and monitor the correct application of tax law;
  • Supervise the administrative management of national project staff in compliance with the country’s Labor Code/Labor Inspection and the COOPI HR manual (contract, payment of taxes, etc.);
  • Supervise and train national administrative staff assigned to the project in collaboration with the Project Manager. Participate in the selection of national accounting and administrative personnel and evaluation of the personnel themselves;
  • Prepare communications/correspondence with the donor , in collaboration with the Project Manager and under the supervision of the Country Administrator;
  • Write interim and final financial reports for the project in collaboration with the Project Manager and under the supervision of the Country Administrator;
  • Prepare the necessary documentation for project audits in collaboration with the Project Managers and under the supervision of the Country Administrator;
  • Collaborate in updating IT tools for Administrative Coordination;
  • Collaborate in updating property inventories (COOPI property and project) with logistics;
  • Be ready to carry out missions on the different bases/sub-bases as needed by coordinating with the Project Manager, the Country Administrator and the Logistics Coordination and Program Office;
  • Guarantee the electronic archiving of the project’s administrative and accounting documents in collaboration with the Project Manager, especially at the end of the project;
  • Monitoring of partner NGOs: Ensures the receipt and periodic verification of accounting documents from partner NGOs. Participates in the development of protocols of understanding;
  • Analyze the partners’ request for funds in joint agreement with the Project Manager and transmit it to the Country Administrator for payment.

Candidate profile

Essential

  • Minimum BAC+5 university degree in finance or economics or equivalent in the field of management. Qualified Chartered Accountant (a professional accounting qualification is essential) with at least 10 years’ experience;
  • At least 7 years of experience in accounting and finance positions after university graduation ;
  • Financial reporting training and software training (e.g. Quick books);
  • Knowledge and expertise in project preparation , negotiations, financial management, internal controls/systems development, accounting, auditing and reporting ;
  • Experience in a project funded by a bilateral or multilateral agency in the DRC (or in an African country);
  • Experience in large consortia/groups ;
  • Excellent writing skills and knowledge of the Office package;
  • Experience in using accounting databases;
  • Excellent ability to work in basic conditions and adapt to life in the field;
  • Experience and ability to manage emergency projects/programs;
  • Excellent organizational skills; flexibility, strong sense of initiative and autonomy in work;
  • Excellent ability to work under pressure;
  • Ability to work in a sensitive and complex political and security context and in a multicultural environment;
  • Good knowledge of World Bank lessor procedures ;
  • Strong communication skills (oral and written) in French ;
  • Excellent ability to work in a team and by objectives; ability to train employees as needed;
  • Excellent negotiation and communication skills.

Desirable

  • COOPI experience;
  • Relevant professional experience in the DRC or other post-conflict countries;
  • Experience in managing projects focused on behavior change;
  • Knowledge of other languages ​​spoken in the DRC.
