WHAT DO WE DO …

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in more than 20 countries, the SI teams – 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

THE MISSION

Solidarités International has been operating in the DRC since 2001, in order to respond to the humanitarian needs of populations impacted by conflicts and natural disasters and to participate in the fight against epidemics. It is currently the organization’s third largest mission in terms of financial volume.

The mission is active in the areas of food security and livelihoods (SAME), water, hygiene and sanitation (WASH), and assistance in multi-sector monetary transfers (direct cash or fairs via the Red tool Pink). Each of our activities includes a strong Protection component (transversal or “stand alone” via an implementation partner).
Our programs cover emergency response, through rapid response (RRM) and “second line” programs. However, they also include recovery and development activities in stabilized areas. This approach illustrates the strategy chosen by the mission, namely maintaining a strong emergency response capacity while developing lasting solutions to the problems affecting the populations of the east of the country.
The mission is composed of a coordination based in Goma and three operational bases located in Petit Nord Kivu (Goma, with a sub-base in Kiwandja), in Grand Nord Kivu (Beni) and in Ituri (Bunia, with a sub-base). -base in Fataki). As part of our multi-year strategy, we aim to open new bases and develop our programmatic portfolio. The financial volume of the mission is currently at 16 million euros, with a goal of increasing to 18 million euros during the year 2023.

Current programs on the mission:

  • SAFER projects (ECHO-BHA-FCDO) = RRM = multi-sectoral first line response (SECAL/AME/EHA) consortium of 5 NGOs
  • BHA 2836 ACF consortium = 1st and 2nd line in SECAL and EHA (Ituri)
  • CDCS 2986 = RRM in North Kivu (Beni and Petit Nord Kivu) in consortium with FAEVU (National NGO)
  • ECHO 2774 / DV 2621: Integrated EHA response and protection in consortium with SOFEPADI (National NGO)
  • FH 3231 = WASH emergency response and agricultural recovery in consortium with FAEVU (National NGO)
  • AFD 2378 (in CoFi) = Capacity building project for civil society and local actors in epidemic prevention and response (EHA) in consortium with FAEVU (National NGO)
  • DDC 2795 = Multisectoral Assistance for populations affected by displacement (SAME and EHA resilience project)

DESCRIPTION OF THE OFFER

Main Challenges:

  • Remain a major player in emergency response at the mission (in particular by strengthening the harmonization of front-line response practices at the mission, by streamlining data collection and reporting activities and by producing documents resulting from the data allowing the improvement of the response, particularly in terms of taking into account the opinions and needs of communities).
  • Increase in operational volume in 2022-2023 – Likely stabilization in 2024
  • Diversification of financing and reflection on the extension of intervention zones (2025) – Demonstration and data visualization issues
  • Implementation of the Transversal Protection Framework
  • Strengthen accountability mechanisms in the broad sense (including the MGPRI, but not only), in conjunction with the implementation teams. Communication with communities (CwC) must therefore be the subject of particular attention.
  • Strengthen responsible management of mission data (including, but not limited to, data protection).
  • Development of the monitoring and evaluation plan for WASH activities

Priorities for the first 2/3 months:

  • Handling of the site followed by mission recommendations.
  • Development of a mission learning plan – In close connection with the operational bases
  • Development and implementation of the RRM project – MEAL component
  • Support for MEAL RPs arriving on the mission (2/3 MEAL RPs at the end of the mission)
  • Maintain the lead in participation in MEAL Technical Group meetings in the Consortia (SAFER, ACF-SI) and Cluster
  • Operational monitoring of ongoing MEAL activities on the bases and review of base reporting documents
  • Support/training/strengthening of national partners in the implementation of their MEAL activities/frameworks
  • Participation in the preparation of the 2025 strategic workshop and consolidation of MEAL strategy

YOUR PROFILE

Training:

Humanitarian Project Manager; Technical profile in Monitoring, Evaluation, Accountability and Learning

Experiences and technical skills:

  • 3-4 years of experience in the humanitarian sector
  • A first experience in an equivalent position
  • Good skills in data management and processing and use of data collection software (Kobo, ODK, etc.)
  • Good capacity to design and implement the mission’s MEAL Plan
  • Good mastery/concept of accountability and transversal protection issues
  • Good ability to define global and harmonized methodologies for calculating, monitoring and reporting indicators.
  • Good coordination and representation capacity in Clusters and Technical Working Groups
  • Interdepartmental work
  • Communication and writing
  • Representation in Clusters and Technical Working Groups – leadership and relational skills
  • Good managerial capacity (particularly in functional management)
  • Flexibility – Rigor – Adaptability

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 2860 gross per month (2600 base salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of USD 800.

SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.

Living conditions in Goma are very good with easy access to a wide range of restaurants, cafes…

Security risks are low and restrictions are very limited.

However, when one goes onto the bases, living conditions are more basic, with fewer opportunities for socialization, as well as restrictions on individual movement. Security levels vary depending on different geographic locations and changes in context.
