COOPI is looking for a Project Administrator in the DRC

Present in the DRC since 1977, COOPI has greatly increased the number of its interventions in the country, in response to the conflicts of the last 20 years. From Kivu, where the first intervention took place, COOPI’s activities have extended to most crisis zones, in order to implement emergency programs for the benefit of displaced populations and victims of war with a particular focus on nutrition, food security and child protection. In the provinces emerging from the crisis, COOPI is committed to implementing multi-year projects in order to ensure a transition from emergency to development and guarantee harmonious and sustainable development.

COOPI promotes a relevant response to the needs of local populations through a coordination structure in Kinshasa and various operational bases in the provinces. Each year, COOPI implements a dozen projects with funding from the European Union, the Humanitarian Fund, the ICC and UN agencies.

Job Objective

The Project Administrator ensures the correct administrative and financial management of the projects supported by COOPI by ensuring the supervision of the economic, financial and human resources aspects in accordance with the legal provisions in force in the country. He actively participates in risk management (security, fraud/corruption, PSEA, etc.) for the projects and local partnerships he follows.

Responsibilities

Administrative/financial management

  • Ensure the correct management of the project’s accounting in accordance with Coopi procedures and those of the donors;
  • Ensure the correct management of the project’s cash flow (cash register and bank) and monthly reconciliation (physical and with accounting software) in collaboration with the Project Manager;
  • Ensure regular updating of project financial data in accordance with the financial data of the country Administration;
  • Check with the Project Manager and present to the Country Administrator the consolidated monthly expenditure forecast targeting the monthly fund request;
  • Ensure regular updating of the project’s accounting and IT accounting instruments to enable monitoring and control of expenditure;
  • Guarantee financing for the project through financing forms, while respecting the expenditure forecast developed and requesting those from the consortium partners;
  • Supervise the payment of monthly tax and social security contributions;
  • Ensure the transfer of administrative, accounting and financial instructions between Project Managers and between accounting assistants;
  • Ensure budgetary modification and amendments, in collaboration with the Project Manager, the Country Administrator, the Program Manager;
  • Ensure the drafting of interim and final financial reports for the project in collaboration with the Project Manager, under the supervision of the Country Administrator;
  • Ensure electronic archiving of administrative and accounting documents related to the project.

Logistics management

  • Ensure regular verification of purchasing and supply operations in close collaboration with the Country Logistics Coordinator, in accordance with the procurement plan in compliance with the procedures of the lessor and COOPI
  • Ensure control of supporting documents and contracts with suppliers
  • Verify compliance and respect of tax law

HR management

  • In collaboration with the HR administrator, ensure the administrative management of the project’s national staff in compliance with the Country Labor Code and the Coopi HR manual
  • Ensure with the HR manager and the Project Manager the compliance of the procedures for: recruitment of local staff, development of ToRs and contracts, job descriptions, pay slips and payments, monitoring of leave, absences, evaluations, disciplinary measures, individual requests
  • Supervise and train national administrative staff assigned to the project in collaboration with the Project Manager
  • Participate and supervise the selection of national accounting and administrative staff
  • Ensure the evaluation of its national administrative staff
  • Supervise the administrative management of the project’s national staff in accordance with the country’s Labor Code and the Coopi HR manual

Candidate profile

Essential

  • Higher education (bachelor’s degree) or equivalent with experience in the field of economics and finance, development cooperation, international relations or the implementation of international projects
  • At least 2 years of experience in economic and financial management of projects and in accounting in NGOs (experience working in Africa and/or in conflict/post-conflict contexts is an asset)
  • Mastery of the French language
  • Knowledge of the financing rules of United Nations Agencies (UNICEF, OCHA, etc.)
  • Proficiency in common software (Word, Excel, Power Point)
  • Experience in using accounting databases
  • Experience in financial reporting and internal control management
  • Sense of organization and teamwork
  • Ability to work under pressure, independently and in an often uncomfortable environment
  • Ability to work in a sensitive and complex political and security context and in a multicultural environment
  • Interest and motivation to work in an NGO while respecting its values ​​and principles

Desirable

  • Work experience in French-speaking African countries
  • Previous experience with COOPI and knowledge of its procedures
