HAMAP IN BRIEF
HAMAP-Humanitaire’s mission is to enable populations to access, recover, and enhance their land and water resources.
In the face of conflict and climate change, HAMAP-Humanitaire supports local organizations in their projects to clear land mines, improve access to water and sanitation, and promote agriculture, while promoting environmentally friendly use.
HAMAP-Humanitaire partners with other organizations to jointly address essential needs such as education and health.

HAMAP-HUMANITARIAN IN THE COMOROS
The Urban Community of Dunkirk (CUD) and the Governorate of Ngazidja, engaged in a decentralized cooperation partnership since 2012, wished to focus their action on the issue of access to drinking water. HAMAP-Humanitarian, as project management assistant, supports the communities in the monitoring and implementation of a drinking water supply project for 6 villages in the commune of Itsahidi.
The activities, which began in September 2022, rely on the 2Mains association, a local partner responsible for the community component. HAMAP-Humanitarian also works with multiple local and international actors present in the Comoros. The project is entering its final phase, with activities scheduled to end in the first half of 2025 and the prospect of launching a second phase in the same area.

JOB RESPONSIBILITIES
Working closely with the HAMAP-Humanitaire project manager at headquarters, the mission manager in the Comoros and the various experts affiliated with the project, the support officer will be responsible for monitoring and implementing the technical component of WASH projects and the general governance of the project.

Local representation:
• Represent HAMAP-Humanitaire and the French project owner locally;
• Co-manage with the project manager the partnership relationship and communication with all stakeholders in the field and organize inter-partner events;
• Ensure the mobilization of local partners (institutional, community, technical) in their respective missions;
• Act as a relay for the project management locally and report on related issues;

Technical expertise:
• Draft documents and implement procurement procedures for the recruitment of service providers (consultant, design office, construction company, etc.);
• Accompany and provide support to partners during their field visits;
• Monitor the progress of activities entrusted to service providers and validate summary documents;
• Ensure technical monitoring of studies, management and coordination of construction work with partners and produce administrative, technical and contractual documentation;
• Provide support to the project manager in her activities of structuring a drinking water service.

Monitoring and capitalization:
• Manage administrative procedures relating to the implementation of activities;
• Produce project monitoring, coordination and capitalization documents;
• Participate in periodic coordination meetings with headquarters and French partners.

REQUIRED SKILLS AND QUALITIES
Required qualifications
• Level of education: Bac+5 (political science, development, international project management, international solidarity, water engineering);
• Initial experience desired in the field of international solidarity;
• Good command of the project cycle and management;
• Demonstrated skills in developing strategies and writing materials;
• Knowledge of the water cycle;
• Sensitivity to capacity building and transfer of know-how;
• Excellent writing skills and mastery of Microsoft Office.

• Strong adaptability, analytical and organizational skills;
• Rigor, autonomy and sense of responsibility;
• Ability to be resilient in a challenging and intercultural environment;

Remuneration element
• Remuneration according to the profile and the type of contract.
• + Allowances (local living, Hardship) according to the HAMAP policy.

• Coverage of operational costs during field missions travel, accommodation and communication costs (telephone, internet);
• 2.08 working days of paid leave with coverage of the plane ticket;
• A leave and recovery system with coverage of the plane ticket according to the internal policy.

Working conditions
• Place of work and residence: Moroni with regular travel to the villages of the commune of Itsahidi;

• Progress status: Arrival at the end of the project and the start of a second part;
