Objectives
The need for solid, valid medical epidemiological data for decision-making is a crucial component of the medical-humanitarian response. But in several MSF working contexts, acquiring this data is logistically and technically difficult.
MSF’s operational centers (OCs) have all recently invested in the DHIS2 platform. MSF WaCA wishes to align itself and has decided to join the same platform for the Health Information System (HIS), but taking advantage of the experiences of the other COs to set up a more flexible system oriented towards project management rather than exhaustive documentation of our intervention. MSF WaCA’s HIS is designed to be agile and adaptive. In addition to the importance of data described above, data is also essential for accountability to our patients, the communities we serve, donors and partners. In addition to these requirements, MSF-WaCA aims to be an organization whose decision-making and project management are based on evidence derived from data.
The HIS project is both essential and complex. Essential, since it must respond to MSF-WaCA’s orientation of being a data-driven organization, and complex, since it involves not only the medical department, but also the actions of several other departments, including IT, digital transformation, finance and human resources.
In terms of structure, HIS reports to the Deputy Medical Director and is under the technical supervision of MSF-WaCA’s Epidemiology Manager.
Main responsibilities
HIS content creation and standardization
1. Ensure consistency of HIS data models with medical content
2. Facilitate field projects to develop best practices in data management processes and propose improvements where appropriate.
3. Update and maintain HIS data model and indicator technical documentation.
4. Draft standard operating procedures (SOPs) on system upgrades and make them available in time for relevant stakeholders.
5. Participates in the review and modification of HIS content.
Support for HIS field team and headquarters
6. Keep abreast of current issues and realities in the field to understand operational challenges and constraints that could compromise HIS adoption.
7. Provide both field and HQ users with support in defining, prioritizing indicators to be collected and their analysis and interpretation.
8. Ensure timely and appropriate responses to HIS user queries.
9. Support field teams/operations management in the creation/maintenance of medical and operational dashboards and/or other relevant interventions.
10. Provide methodological support and/or assist in the proper use of HIS to monitor/document programs as required.
11. Carry out briefings and debriefings of field staff on HIS at WaCA and ensure induction of incoming staff on HIS.
12. Determines training needs related to health information systems and proposes training plans.
13. In close collaboration with the flying DHIS2 Implementer and the flying epidemiologist, ensure that paper and standardized data collection tools are shared with field projects.
14. Participates in the design, implementation, and evaluation of training systems.
15. Analyze or monitor indicator trends to identify research hypotheses and propose research questions based on these data.
As with any MSF position, especially in the regional epidemiological context, which may involve mobility, the responsibilities and tasks of this position are likely to evolve during the assignment.
Job requirements
Education
- University degree in medicine combined with training in health information systems, such as a Master’s degree in information systems and computer technology for health, or a Master’s degree in health information systems engineering, or a Master’s degree in e-health.
- Practical training or certificate in medical data management
- Training or proven ability through previous work in medical data analysis and visualization (dashboarding) with R, Python or power BI)

Professional experience required
- Experience with health information systems.

- Experience working in Africa is an asset.

- Experience in training facilitation.
- Experience in applied epidemiology in developing countries.
- Experience in nutritional surveys (an asset).
Languages Skills
- Fluency in English and French essential
- Regional language (Hausa, Tamasheq, Fulfulbian, Arabic) is an asset
Computer Skills
- Knowledge of open source data collection and management tools: DHIS2, ODK,ODOO etc…
- Knowledge of Python, R for data processing and analysis
- Knowledge of data visualization tools such as DHIS2, Tableau, PowerBI
