  1. INTRODUCTION:

Catholic Relief Services (CRS) is a global humanitarian and development agency, working in 114 countries with 1,929 local partners to improve the lives of over 150 million people.

PROJECT OBJECTIVE

To create opportunities for learning at scale. Many units/departments within the agency are looking to build learning assets that staff, partner organizations, and program participants can utilize.

PURPOSE

Design and development of digital learning and training assets based on sound instructional, adult learning principles.

  1. Activities

The contractor will perform the following activities as applicable to the solution and final product approved by CRS.**Initial analysis** – Interview key stakeholders to understand the training goals, objectives. Gather information to make solution and design recommendations. Areas of discussion include the business need for the training, behavioral change outcomes, audience analysis, and technical requirements.
Content gathering – Review the existing materials and interview the designated subject-matter experts. These interviews are designed to gather and clarify content and help identify the most critical issues.
Content analysis and design – Review learning objectives and the content outline (revise with approval, if needed). Make high-level design recommendations (types of media, interactions, writing style, testing approach, etc.). Develop a prototype for design review and technical testing.
Storyboard development – Write the content in a storyboard format, based on the materials provided and interviews with subject-matter experts. Work closely with the subject-matter experts to clarify content issues during the development process.
Assembly – Develop the content in the chosen authoring tool, platform, or format and make changes based on feedback.

Launch – Publish the final product to specified formats for the target platform. Provide copies of published content, source files, and graphics needed to maintain the product to CRS and retain originals for future edits, revisions, and translations.

2.Requirements**

Technical Requirements

• Solution is fully functional and easy-to-use in multiple browsers, mobile devices, and apps.

• Content is reviewed, proofed, and validated to ensure the highest quality end-product.

• The player will be responsive with different layouts for different screen sizes.

• If the final product is a course, it will be published in AICC or SCORM format for tracking in a learning management system. xAPI is of interest and would be considered if the solution fits, and the activity data can be captured, tracked and reported on.

• Accessibility (e.g., WCAG, Section 508) is essential to the design.

  1. Testing Requirements
    The contractor must fulfill the following tests and fixes before submitting the final product to CRS for internal testing. Browser testing may be conducted on the actual platform or in a simulated environment.
    • Broken hyperlinks
    • Malfunctioning attachments
    • Crash risks
    • Accurate branching and correct functionality
    • Incorrect or missing navigation (e.g., previous slide, next slide, close course, submit, replay, return-to-beginning, size to browser so that scrolling is not required)
    • Completion registers correctly based on the pre-defined criteria (e.g., score, behavior, screens viewed, duration)
  2. Assumptions

• Accuracy: Contractor will review the final product to ensure it is functional and contains all the provided information. CRS, however, is ultimately responsible for the accuracy of all content, questions, media, etc.

• Ownership: Projects under this contract are considered “work for hire.” Copyright will belong to and all source files will be turned over to CRS.

• Language: All content will be developed in American English with translation (and possible localization) in French, Spanish, Arabic, and/or other languages identified in the solution.

  1. Roles and Responsibilities

CRS will provide:

• Source materials.

• Any relevant supporting materials.

• Access to subject-matter experts for additional information about the content.

• Style Guides

• Reviewers to approve online, revised, and final drafts.

• Access, if available, to client-specific photos and images.

Contractor will provide:

• Instructional design expertise

• Status updates and progress check-ins

• Stock images and videos

• Online project management tool and secure file transfer platform

• Up to # hours of post-approval troubleshooting and revisions, if needed, within ## days of project acceptance at no additional cost.

  1. Deliverables

The contractor will provide the following throughout the project.

• Design document outlining the technical requirements, objectives, outline, target duration, and instructional strategies.

• Prototype including 5 to 10 minutes of content for design review and integration testing.

• Storyboards containing on-screen text, narration text, graphic descriptions, and interaction and question text (draft and final).

• Online draft including on-screen text, graphics, knowledge check questions, video, and voiceover narration, if applicable.

• Final versions of pre-determined publish formats and source files.

  1. Review and revision process

To help the project stay on schedule and budget, we generally prefer a limited number of review cycles. The following example comprises five cycles.

  • Storyboards Round 1: Unlimited Changes – Word format with on-screen text, graphic descriptions, and interactivity descriptions.
  • Storyboards Round 2: Corrections + Limited New Requests – Validate Round 1 corrections. New changes up to ## hours total per hour of content.
  • Storyboards: Sign-off – Validate Round 2 corrections.
  • Online Draft Round 1: Corrections + Limited New Requests – Online draft with text, media, interactions, and audio, if applicable. Validate against storyboards. Limited number of new requests. Requests will fall into three categories: In-Scope Corrections, Included New Requests, Out-of-Scope Requests.
  • Online Draft Round 2: Corrections Only – Revised draft with the requested changes.
  • Acceptance criteria

The quality of the contractor’s services and products must meet or exceed industry standards and CRS’s acceptance criteria, subject to review.

• Solution is responsive and easy-to-use in multiple browsers, mobile devices, and apps.

• Content is reviewed, proofed, and validated to ensure the highest quality end-product.

• Accessibility (e.g., WCAG, Section 508) is essential to the design.

We will not accept:**

• Typographical errors

• Overlapping on-screen text and fonts rendered incorrectly (type, size, color).

• Mismatched transcript or on-screen text and audio

• Incorrect overlap of multiple audio and video files

• Incorrect feedback on quiz responses and other activities, including inaccurate scoring (e.g., marking something incorrect that is correct and resulting in not passing a skills check or test).

  1. Timetable of activities and deliverables

The timetable and plan are determined at the beginning of the project in accordance with the type of solution. For example, if the solution is a 30-minute online course, the project may be scoped at six to eight weeks. The following table is illustrative.

The project schedule will be managed via an online project management tool. CRS will need 24/7 access to the project schedule if requested. In addition, the contractor will give weekly status updates throughout the project.

  1. Cost and Payment Schedule

The contractor will provide pricing estimates right-sized for the proposed solution, based on three tiers: basic, mid-range, and deluxe. CRS and the contractor will work together to determine quality targets and budget goals for each individual project.
