ECONOMIC COORDINATOR

LOCATION: MPDL work centers. Spain. Madrid / or other MPDL branch

POSITION MISSION: The Economic and Financial Manager of the Geographic Area must be familiar with all the terms of the contract/s and the present terms of reference, those of the regulatory bases of the financier/s, as well as the procedures of the MPDL and is responsible for ensuring compliance with these. In direct dependence of the Head of the corresponding Geographic Area

SPECIFIC RESPONSIBILITIES

The following tasks will be included in the following tasks:
Management
 Provide support, if necessary, to the RAG and RM in providing information for the development of the Viability Plan for the strategies.
Coordination
 Conduct analysis of the status of the economic and financial management of the area. Prepare reports on the status of the economic and financial management of the area, as requested.
 Participate, by providing the knowledge and experience of the countries in the geographic area, in the development and validation of new procedures and policies of the DAI and the organization, mainly in Economic and Financial Management (GEF).
 Support compliance with the organization’s procedures and policies, mainly in Economic and Financial Management (GEF).
 Support the RM and ADM in developing the procedures specific to the countries in the Geo Area, always in coherence with the organization’s procedures, mainly in Economic and Financial Management (GEF).
 Prepare the necessary information for participation in the coordination spaces established in the DAI.
 Keep the mission team informed about issues related to the GEF.
 Keep the GEO Area Manager and the GEF Manager informed of eventualities that may occur, as well as problems that arise in the Economic and Financial Management of the countries.
 Facilitate communication between the countries of the Geographic Area and other Areas.
 Establish communication and relationship with other departments and delegations for the correct articulation and economic and financial management.
 Conduct visits to HR missions

 Participate in interviews and update evidence in cases where required and issue recommendations to the RM.
 Facilitate the integration process of contracted, volunteer or intern staff of the Geographic Area in GEF.
 Participate in the evaluation of the work and performance of the administrators and people responsible for the interventions of the countries of the Geo Area. If necessary, at the request of the Area Manager.
 Identify training needs of area staff in economic matters.
 Provide internal training to strengthen the capabilities of the mission team to ensure proper compliance with the Economic and Financial management procedure and the regulations of the funders.
Security
 Participate, at the request of the area manager, in the management of the security of the missions.
 Participate in the processes of improving the security management of the DAI.
Institutional relations
 Maintain official communication with the funders of the countries in the geographic area, in relation to the GEF at the national and international level and in follow-up visits to the countries.
 Maintain institutional relations with the different actors (collaborators, local partners, potential funders, suppliers, etc.) related to the countries in the geographic area, representing the organization before them, mainly in relation to economic and financial management.
 At the request of the GEF Manager of the DAI or the Head of the Geographic Area, participate in meetings, forums, debates, seminars related to the nature of their activity.
 Participate, representing the entity, in both Spanish and international/European networks and platforms related to their activity.
Intervention management
 Know and analyze the documentation necessary for the formulation and presentation of intervention proposals: legal framework, bases, calls, etc., and advise the missions on their needs.
 Supervise and/or complete the budgets and financial information of the project proposals, ensuring the economic coherence of the activity, the needs of the mission, the regulations of the funder and the adaptation to the priorities of the mission.
 Analyze and prepare the reformulations in the presentation and in the economic reformulations during the project cycle of the project that are carried out both at the proposal of the MPDL and at the request of the funder.
 Supervise and validate the formulation of the internal budgets with the mission team of the interventions. Update the internal budgets when they affect headquarters expenses.
 Be aware of the needs for co-financing of the interventions. Make co-financing proposals to guarantee the commitments made by the funder.
 Support the ADM in monitoring the budget execution and financial control of the interventions.
 Support the RA and R. Programs in the preparation of the modifications of the interventions and be aware of the modifications that are presented on the interventions of the area.
 Review, complete and present the responses from the field to the economic requirements of each financier (of the projects executed or in execution), ensuring the quality of the arguments and justifications given.
 Review, correct and complete economic reports for the funder, ensuring the quality of their content in accordance with their requirements (format and time) and those of the MPDL itself. Guarantee the review of all economic documentation (invoice, bank statements, checks, etc.) generated by each project. This person will be responsible for delivering the economic reports.
 Coordinate and manage audits of interventions in coordination with the mission and the Audit Manager of the Organization.
Economic, financial and logistical management
 Support and supervise the Geographic Area team in the correct economic and financial management of the countries in the geographic area.
 Support in the preparation of the country budget and take charge of the corresponding updates.
 Validate, review, correct, provide feedback to the missions and archive the IEM and related information received from the missions and respond within established deadlines.
 Be up to date with the management of transfers and archive the corresponding documentation.
 Ensure that purchases are made in accordance with the regulations of the funders. Review and file purchase requests and allowance settlements and process settlements for mission staff (expatriate and local visiting headquarters).
Information management
 Communicate quickly and fluidly with mission staff, requesting and sending them the information necessary for the correct management of interventions.
 Parameterize the financial part (items, currencies and bank accounts) of each of the mission’s interventions in the VELNEO application, as well as update each of them as it occurs.
 Organize and file financial information both on paper and in electronic format in an orderly, simple, clear and regular manner over time in accordance with MPDL procedures.
JOB PROFILE  EDUCATION: Preferably a University Degree in Economics and/or Business Administration or similar, as well as training in International Cooperation and/or Financial Management. Training and/or experience in gender equality and Human Rights is desirable.  EXPERIENCE: At least 1 year’s experience in accounting management. At least 2 years’ experience in justification of Cooperation and/or Social Action projects and grants.  LANGUAGES: Spanish (native language or bilingual level) and French (Level B2) are essential.  IT: Accounting and project management tools. Office tools – Word, Excel at an expert level.  OTHERS: Knowledge of the regulations of National Funders of International Cooperation will be valued: AECID, EU, etc. WORKING CONDITIONS  HIRING: Permanent contract. Immediate start. Group 1 of the Social Action Agreement.  WORKING HOURS: 37.5 hours from Monday to Friday. Flexible hours to adjust to the needs of the program based on the action planning.  SALARY: According to organizational tables.  VACATIONS: 23 working days and specific days off according to the Agreement (proportional to the date of incorporation).
