TEAM PURPOSE: To work with Oxfam’s partners to overcome poverty and injustice; and to further the realization of EJ objectives as set out in the OCS and Country Operating Model.

JOB PURPOSE: To develop and manage Oxfam’s Economic Justice programming in Jordan combining both humanitarian and development approach with a strong policy influencing objective to address inequalities and systemic bottlenecks. This will address the needs and interests of both Syrian refugees in Jordan and vulnerable Jordanians with particular focus on youth and women.

Staff reporting to this post: Project Managers, Project Officer, MEAL, Policy Officer, Finance and Project Assistants.

Coordinates with: WASH Program Manager, Gender Justice Program Manager, Policy and Media Lead and Program Quality and MEAL Advisor as well as above country leads/advisors.

DIMENSIONS:

  • Analysis, internal and external communication of the locally relevant context to inform appropriate planning through attending national networks, stakeholder forums and learning events with regards to economic justice.
  • Understanding of market linkages, value chain analysis, gender equality, programme quality and sustainable and resilient approaches to livelihoods development in Jordan including under the Jordan Compact.
  • Coordination of and delivery of agreed plans or strategies. Supervises the work of project staff and support partners for the delivery of quality programme to achieve economic justice.
  • Coordinate with Oxfam affiliates and ensure that appropriate level of technical support is available as part of their partner affiliate offer to programs.
  • Representation in coordination meetings, workshops, forums and some external relationships.
  • Communication largely with internal programme partners and stakeholders
  • Impact and influence is mostly within their own team but sometimes also external public.
  • Working as part of a senior management team under ‘one programme approach’ and coordinate with program, funding, finance and policy influencing team to ensure sound programming.
  • Provide specialist / technical advice on inequality, livelihood recovery, resilience building, value chain & market systems development, skill development and job creation with suggestions for regulatory reform that are gender sensitive, support refugee rights and youth , contribute to program strategy and involve collaboration with other thematic and functional teams.
  • Decision-making requires significant levels of judgement based on technical and management experience
  • Required to make sound judgements regularly within agreed processes using a good understanding of the team including targeted beneficiaries and partners.
  • Role is variable with well-defined targets and/or minimum standards and is both proactive and reactive.

KEY RESPONSIBILITIES:

  1. Economic Justice Programme Development
  • Working in a matrix management structure, lead the development and management of the EJ programme for Syrian refugees and vulnerable Jordanians with a focus on women and youth, including vision and programme development, implementation, monitoring and evaluation, partner management, advocacy and campaigning, cost-effectiveness, strategic focus, and overall impact, so that expected results and outcomes are achieved.
  • Working within the overall country programme to undertake a detailed integrated analysis of the current situation, with a particular focus on identifying best practices as a basis for long term livelihoods improvements with a focus on youth and women including amongst the Syrian refugees that will ultimately tackle the issue of inequalities in Jordan.
  • Consult widely and work collaboratively with others to generate support and leverage for EJ projects and initiatives.
  • To keep a watching brief on the security conditions in the region, immediately reporting on developments and advising on the suitability of Oxfam’s response. This should include assessment, review and evaluation of needs and possibilities for Oxfam to work in the required sector and develop EFSVL response in case of humanitarian peaks.
  • To lead in the analysis of risks in regions with regards to the EJ programs, coordinate with Country Director and monitor humanitarian work progress; coordinate with policy influencing team and to recommend any major changes with recommendations in direction and strategy.
  • Implement effective monitoring and evaluation process so that a constant assessment of programme effectiveness can be undertaken and adjustments made as necessary in close coordination with the PQ/MEAL advisor.
  • Provide and facilitate expert advice and support to programme teams to design creative and innovative approaches for facilitating projects that can have significant impact across the country to address inequality and gender justice.
  • Utilising Oxfam programme management tools and procedures, ensure that all aspects of the EJ programme are delivered in accordance with procedural standards and quality requirements.
  • Commission/ undertake appropriate research to inform and help develop innovative programming
  • With assistance from the Funding Unit, develop donor proposals for the EJ programme; lead on donor liaison and negotiations and ensure that donor expectations and reporting requirements are met.
  • Promote use of consistent project management approaches and tools across EJ Projects where appropriate, to maximise programme efficiency and facilitate effective management
  • Private sector development: Develop a broad partnership base and strategic vision in relation to working with the private sector for promoting inclusive market access, services and coordination.
  1. Capacity building of partners and staff; Partnership management and stakeholder coordination
  • Manage implementation of EJ projects in line with the Jordan country strategy and operating model; provide support to project staff to support partners in planning; monitoring and evaluation work for delivering quality programme.
  • Identify new and emerging partners, women’s organisations and networks and coalitions
  • Identify and assess the capacity needs in EJ of Oxfam staff and partners and building upon organisational knowledge and approaches seek effective ways in building their capacity based on their needs and priorities.
  • Responsible for planning and managing all resources required in delivering the projects using Oxfam project management system OPAL.
  • Respond to and design appropriate interventions with regards to strategic and policy issues related to livelihood sector in Jordan including those affecting refugees and when needed migrant workers.
  • Develop excellent working relationships with key stakeholders.
  • Bring out policy issues for presentation with evidence at the national level and provide follow up internally and with relevant line ministries and local governance institutions in close coordination with local partners who will be the chief spokespersons on this matter
  1. General Management
  • Be an active member of the Jordan senior management team, providing leadership on the EJ programme, supporting colleagues and the CD to ensure collective ownership of and responsibility for the programme is held across the team
  • Work with Programme Managers and Project Managers etc. for successful design and delivery of EJ programs and projects. Support and coach staff and partners, as required
  • Keep the Country Director and other senior managers aware of all issues relating to the management of programme teams in both the camp and outside.
  1. Facilitation and Representation
  • Lead and guide the national level stakeholder engagement for the EJ programme, and support project level staff in engaging with actors and stakeholders at a national level
  • Represent Oxfam within the Corporate, Government and NGO sector including the Livelihood working group and other livelihood related coordination foras, developing and managing significant external relationships for Oxfam’s work on EJ. Identify opportunities for cooperative and joint ventures with other organisations that can contribute to the success of the Programme objectives.
  • Promote information sharing and learning between programs. Collate and disseminate best practice and be a standard bearer for good practice throughout the region and the Oxfam confederation.
  1. Region and wider organization
  • Collaborate effectively with other programme and policy advisers across Oxfam, sharing experiences and developing overall competence to improve Oxfam’s ability to change policy and practice in the external world
  • An understanding of humanitarian-development-peace nexus, gender and diversity considerations within key areas of responsibility and commitment addressing inequalities in the workplace and the programme.
  • Coordinate with Oxfam affiliates for relevant technical support and access internal resources including knowledge hubs on women’s economic empowerment in Agriculture and resilience.

6. Project Management, impact monitoring and reporting

  • Be accountable for accurate financial and narrative reporting of programme impacts as per donor requirements and apply M&E framework and gender sensitive indicators to measure impact. Set systems for gathering and disseminating learning internally and externally.
  • Ensure resource and quality development of the overall Oxfam’s EJ programme, networking and linkage with other agencies
  • Support fundraising efforts through writing proposals, program design, financial planning and smart budgeting that seeks cost recovery and produce clear and quality reports (financial and narrative) that demonstrate good accountability.

7. Oxfam General

  • People Management: Actively participate in the implementation of Performance Management, including Objective Setting, Performance Review, upward feedback and personal development plans of direct reports. Ensuring relevant aspects of Oxfam’s work in Jordan specifically gender mainstreaming is reflected in objectives and performance reviews.
  • Ensure implementation of Oxfam’s operational policies, procedures and security guidelines.
  • Be a member of Oxfam’s team; participating in appropriate staff meetings, planning sessions and on-going liaising as needed
  • Analyse and communicate complex information to a wide audience. Coordinate with global and regional advisors, share information with other programmes with similar objectives within Oxfam.
  • Promote safeguarding policies and practices and strengthen a culture that promotes a safe work place for all. In doing this, must demonstrate commitment to preventing sexual harassment, exploitation and abuse.

SKILLS AND COMPETENCE:

Essential:

  • Post graduate degree in international development or economics or sustainable livelihoods or closely related fields.
  • A minimum of seven years of international experience in similar contexts leading development and humanitarian economic justice programming in one or more challenging contexts in developing and middle income countries.

Following essential criteria must be met:

Job specific – Thinking and Understanding.

  • Extensive experience and successful track record in managing complex economic development and livelihoods programmes (both humanitarian and development) that involve community based livelihoods approaches, social protection, value chains and enterprise development in middle income countries with focus on the middle-east in general and Jordan in specific.
  • Proven experience in co-creating programs with local partner organisations and building and nurturing a sustainable relationship with local civil society as supporters and allies. Awareness of power in such relationships is important and is understood.
  • Good knowledge, commitment and understanding of national and regional inequality trends, livelihoods strategies, programmes, development approaches and guidelines particularly how they impact/exclude women.
  • Experience in community based and participatory programme planning approach with particular emphasis on women economic leadership implemented by local partners.
  • Analytical and strategic planning skills. Sound experience in project design, implementation and monitoring as well as good leadership and negotiation skills.
  • Sound experience in job creation and regulatory frameworks governing these in the context of a protracted conflict with an international organisation, with experience in dealing with humanitarian response covering EFSL
  • Strong people management skills in managing programme teams, partners’ projects and experience in communicating with wide range of partners (donors, government, community representatives and experience in working with private sector).
  • Good knowledge of project level financial, HR and logistics management and sound experience in project design, implementation, monitoring and reporting skills.
  • Good knowledge and experience in promoting market oriented value chains; disaster risk management, and gender equality mainstreaming and policy advocacy work in the programme area and partner projects.

Gender Justice:

  • Strong commitment to women’s rights and gender justice as well as feminist thinking on economic justice and livelihood work
  • Demonstrated experience in promoting gender mainstreaming within the organization especially with regards to staffing.

Good Language and Computer skills

  • Good written and spoken English with excellent report and proposal writing skills and experience and knowledge of local language will be an asset
  • Good computer skills (MS-word, MS-Excel, MS-Power Point, Email and Internet).

Leading others

  • Proven record of strong people management skills and responsibilities including systems management.
  • Proven experience in leading a team of staff to deliver a development programme maintaining high levels of motivation and self-accountability.

  • Diplomacy, representation, negotiation and leveraging skills. This should include experience in working with donors and fundraising.
