Economic Recovery Team Leader (Republished) At Danish Refugee Council

The Dánes Refugee Council is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and vulnerable local population / host communities. DRC is currently seeking a highly qualified Economic Recovery Team Leader for the Carúpano base, Sucre state.

General description of the position: Under the supervision of the Base Chief, the Leader/economic recovery team leader will have to implement the required actions to ensure that the DRC humanitarian Economic Recovery program is properly implemented and the expected results are achieved for the Office of Carúpano and the DRC Venezuela Program. The work carried out includes coordination with its technical line: The / The National Economic Recovery Specialist for DRC in Venezuela.

RESPONSIBILITIES:

  • Coordinate together with officers and assistants the adequate distribution of food aids and kits in the assigned communities and / or beneficiaries to be served.
  • External positioning / liaison and coordination with other humanitarian actors in the field of economic recovery
  • Contribute to the development of proposals (including budget);
  • Responsible for monitoring the budget for economic recovery activities; under the coordination of the base BH.
  • Design of work plan of the economic recovery team on a monthly basis
  • Development and implementation of strategies and proposals for economic recovery.
  • Support the Implementation of the land actions required for the economic recovery program.
  • Coordination with communities, institutions and other humanitarian actors in the field of economic recovery.
  • Prepare budget and follow-up of this according to the activities and projects to be implemented.
  • Prepare purchase orders according to the needs required by the area and with prior coordination with the owner of the base budget.
  • Contribute to prepare all the necessary reports, as well as manage the databases of the project or projects.
  • Application of forms for the characterization of beneficiaries.
  • Monitoring and articulations that correspond to economic recovery activities.
  • Design strategies for the scope and development of economic recovery activities.
  • Articulation with logistics for inventory control, material monitoring (material and equipment sheet) and planning of activities for the delivery of benefits.
  • Monitoring of documents and supports for the delivery of aid, duly signed and validated.
  • Facilitate and / or accompany in carrying out the community workshops or activities required by the program, in accordance with the identification of needs.
  • Know within the internal risk manual, the activation and emergency care routes based on the indications of the base safety focal point, the Base Head.
  • Monitoring and strengthening of capacities and performance of the economic recovery team.
  • Guarantee the protection approach in humanitarian assistance deliveries, in accordance with the guidelines established in the care protocols.
  • Identify together with the protection team the complementary activities in relation to the Protection components and others.

Personnel management and well-being at work

  • Carry out annual objective evaluations of staff under your charge.
  • Establish the annual objectives of the personnel under his charge.
  • Identify professional development needs and ensure the training of your team, both continuously and through specific training.
  • Attend to the needs of the teams under its management.
  • Make sure that the base teams know, understand, apply and respect the internal regulations, as well as the regulations of DRC Venezuela.
  • Report staff offenses / infractions to the base chief and participate in disciplinary proceedings.

Experience and skills:

  • Minimum 5 years of relevant experience in similar positions in humanitarian organizations.
  • Field work experience in the Food Security sector.
  • Extensive knowledge and management of the response to GBV, as well as in the care of vulnerable populations.
  • Proven experience in coordinating and articulating with local, community authorities, business unions, and small businesses.
  • Experience working in multicultural environments and under pressure.
  • Experience coordinating or leading a team.
  • Experience writing project reports in the humanitarian sector.
  • Ability to formulate project proposals.
  • Experience in MEAL (Means of verification) topics.

Education:

  • Specialist from a first-level university in Administration, Psychology, Social Work, economics, agronomy or on purpose.
  • Master’s degree in humanitarian or economic recovery issues (Desirable, not limiting).
