Organisational Context

ECPAT International is a global network of organisations working together for the elimination of the sexual exploitation of children in all its manifestations i.e. exploitation of children in prostitution, online child sexual exploitation, sale and trafficking of children for sexual purposes, sexual exploitation of children in travel and tourism and some forms of child, early and forced marriage. The ECPAT Network currently consists of 126 members working at national and local levels in 105 countries.

ECPAT COUNTRY OVERVIEWS

Since its inception over 30 years ago, ECPAT International has worked to galvanize world attention and action against sexual exploitation of children including by constantly monitoring the situation at the local, regional and global level on the implementation of actions to protect children. Today, along with submitting alternative reports and presenting thematic submissions to human rights mechanisms like the Committee on the Rights of the Child and the Human Rights Council, we also annually produce Country Overviews – reports on the scale, scope and context of sexual exploitation of children in a specific country.

ECPAT Country Overviews are a secondary research exercise that comprehensively summarise and concisely present all the existing, publicly available information, and a detailed analysis of the legal framework for sexual exploitation of children in a country. They provide an assessment of achievements and challenges in implementation, counteractions to eliminate this crime and suggest concrete priority actions to advance the national fight against the sexual exploitation of children.

Objectives of consultancy:

ECPAT International is seeking a local researcher based in Egypt, with a background in researching sensitive social issues related to children and strong knowledge of the Egyptian context to collaborate with the ECPAT International Team to develop an ECPAT Country Overview for Egypt.

Key tasks

  1. Conducting mapping of the different stakeholders (CSO, service providers, authorities) working on issues related to sexual exploitation of children
  2. Provide support to organize the field visit of the Regional Coordinator to Egypt for meeting key stakeholders
  3. Liaise and coordinate with local authorities and organizations to organize the interviews
  4. Contextualize and translate the semi-structured guiding interview tools developed with the ECPAT International team into Arabic
  5. Co-conduct with ECPAT’s Regional Coordinator for the Middle East and North Africa 10-12 (online or in-person) semi-structured interviews with selected key informants using methodology and tools developed with the ECPAT International team.
  6. Provide detailed notes in English (for interviews which are not recorded) or translated transcripts in English (for interviews that are recorded) of these interviews.
  7. Support ECPAT International team in literature review, including retrieving policy and legal documents which might not be available online or in English;
  8. Attend regular calls with the ECPAT International team working on the ECPAT Country Overview and respond to technical queries/requests for clarifications the ECPAT team may have in the drafting of the Country Overview;
  9. Support in drafting and reviewing the ECPAT Country Overview for Egypt written by the ECPAT International Team to ensure its accuracy and comprehensiveness.

Consultant Profile

  • Prior experience conducting research activities such as key informant interviews particularly on sensitive child rights and child protection issues.
  • Very good knowledge of Egypt local context with regards to child protection, child rights specifically.
  • Fluent in Arabic, good English writing skills.
  • Understanding of child sexual exploitation and intersectionalities, is desirable;
  • Accountability.
  • Ability to work autonomously and multi-task.
  • Strong organisational skills and ability to manage time and meet deadlines.

Timeframe and working days

It is expected that this short-term consultancy will require a maximum of 21 working days to take place from mid-September 2024 to end of January 2025.

Additional Information

  • This is a hybrid position: the consultant will work from home and will be expected to conduct field work in Egypt (for in-person interviews);
  • The Consultant is expected to act at all times in a manner consistent with the values of ECPAT International and in compliance with the organisation’s policies and procedures including Child Safeguarding Policy and the Staff Code of Conduct.
