To cope with the development of its activities, ECPM is looking for a financial management manager, with experience, who can take charge of supervising the financial management of projects implemented internationally with local partners. and help optimize its management in close collaboration with the administrative and financial director of the association. Regular travel to our areas of intervention (Africa, Maghreb, Asia) is to be expected.
ECPM (Together against the death penalty) acts to fight against capital punishment throughout the world. The association encourages the universal abolition of the death penalty through advocacy with public authorities, the strengthening of abolitionist civil society, the creation and dissemination of publications, support for people sentenced to death, education on abolition of the death penalty in France and abroad. Since 2001, ECPM has organized the World Congress Against the Death Penalty, as well as regional congresses, in different parts of the world.
The next World Congress will take place in France (Paris) in 2026, under the sponsorship of the French State.
In order to bring abolition locally, the association implements programs with field partners in a dozen countries in sub-Saharan Africa, the Maghreb and the Middle East, and in Southeast Asia. ECPM is also developing an Education program on abolition, human rights and citizenship in France.
The vast majority of ECPM’s economic model is based on institutional public funds. The main donors of ECPM are the European Union (INTPA), the French Development Agency (AFD), and the cooperation agencies of European countries. ECPM’s average annual budget smoothed over three years is around 2 million euros, a substantial part of which is paid to local partners on the ground.
Under the supervision of the administrative and financial director (DAF), the financial management manager will join a team of 3 people within the administrative and financial division of ECPM. Its mission will consist of ensuring the financial management of projects implemented in collaboration with local partners. He/she will work closely with members of the ECPM program team at headquarters in Paris as well as with local partners in several countries.
Main responsibilities:
Budget and financial management
- Collaborates with the DAF in developing forecast budgets for projects;
- Participates in the development of dashboards and the development of management monitoring tools, particularly those dedicated to monitoring co-financing on projects;
- Ensures the implementation of these tools and the budgetary monitoring of projects: evolution of expenses and, in collaboration with program managers, analyzes the discrepancies between the planned budget and actual expenses;
- In charge with the DAF of preparing financial reports (intermediate and final) to submit to donors;
- Ensures communication with institutional donors regarding the financial aspects of the project;
- Ensures compliance and respect for donor rules as well as internal procedures throughout the implementation of projects;
- Plans, coordinates and participates in financial audits;
- Participates in the accounting closing and the development of the association’s annual budget;
- Assists the DAF in optimizing the administrative and accounting organization and financial monitoring of projects.
Support for partners
- Trains, supports and accompanies administrative and program monitoring assistants and managers in the supervision of local partnerships in their accounting and budgetary aspects;
- Ensures direct monitoring of one or more local partners (to be defined) on accounting, budgetary and regulatory aspects;
- Participates in field visits to support local partners or organize events;
- Develops, in collaboration with ECPM program managers, partnership agreements and ensures their compliance throughout the duration of the project;
- Supervises cash flow forecasting for projects and monitoring of fund transfers to partners.
Finally, you are part of the team in charge of procurement and for this you may be required to: develop or reread certain calls for tenders, check compliance with donor rules, participate in the selection of service providers, check the conformity of purchasing files once the procedure is closed.
Our partners on the ground are associative structures of modest to very modest size but true network heads of national movements in favor of abolition. They are often worn by members of the legal profession. The place of volunteering is important as are the challenges of professionalizing the project management of the staff(s) who compose them. Inserted within the administrative and financial center, you play a strategic role in strengthening these actors and in developing optimal monitoring for them as well as for ECPM in order to take up the fight locally. As such, ECPM is engaged in a constant process of improving its partnership practices, which remain a central issue for an association like ours.

Required profile
Education: graduate in finance/management/accounting.
Experience :
3 to 5 years of minimum experience in an equivalent position in management control and/or internal audit.
Field experience as an administrative and financial coordinator of an international solidarity association structure, or equivalent would be a plus.
Experience working with local partners.
Knowledge :
Knowledge of the procedures of the main institutional donors (EU, AFD etc.).
Mastery of IT tools, particularly Excel.
Mastery of English in the professional context.
Profile :
Committed to issues of international solidarity and motivated by the defense of fundamental rights and the abolition of the death penalty, you have solid field experience which has allowed you to acquire fundamental notions concerning the intercultural approach and its challenges.
Possessing the required management skills, rigorous and having a sense of organization, you wish to develop your professional skills within a dynamic association with a stimulating work environment.
Your responsiveness and ability to adapt will allow you to particularly appreciate the versatility of the position. Good interpersonal skills and a sense of diplomacy are essential.
Salary conditions
Status : Full-time permanent contract – executive position
Salary conditions: depending on experience and profile.
Advantages: restaurant vouchers at €11.97 (60% coverage), 50% reimbursement for public transport. 2.5 days off/month, 12 days of RTT/year, mutual (50%). Recovery and collective bonus system.
