Background/Context
The humanitarian context in the cross-border area between Burkina Faso, Mali, and Niger continues to deteriorate. The deteriorating security situation led some thousands of people from the Sahel, North, North Central, and East regions to flee to neighbouring towns. In addition, the presence of non-state armed groups and improvised explosive devices made roads inaccessible and hampered activities. The violence is having a serious impact on fragile livelihoods and people’s ability to support themselves and is challenging already weak basic social services. More and more people are fleeing their homes in search of safety in nearby fields or villages, sometimes repeatedly. 2,6 Million people are internally displaced in Burkina Faso (UNHCR dashboard on May 2023). In Burkina Faso, the Sahel and Centre-Nord regions are the most affected and have the largest number of displaced people even though the displacement tendencies are worsening also in the East and Boucle de Mohun Region. The large-scale displacement has a strong impact on already scarce natural resources, with negative consequences for both the displaced population and host communities, increasing the risk of undermining social cohesion and population protection.
In Burkina Faso, humanitarian access to populations in need and access to basic social services remains a major problem. We are witnessing a shrinking humanitarian space in the areas where humanitarian activities are concentrated.
NRC has established humanitarian operations in Burkina Faso in 2019. In order to contribute to the education challenges faced by displaced populations but also host communities, NRC is looking for an Education Specialist who will take the lead on the design, development and implementation of the Education programme in Burkina Faso.
What we are looking for
The purpose of the Education Specialist position is technical development of the Education Programme, strategic direction, and quality assurance. You will be responsible for implementing the strategy and performing quality control, as well as for mentoring, training, capacity building of staff.
What you will do
- Develop, support and guide NRC’s education projects in Burkina Faso including non-formal education and system strengthening.
- Liaise and follow-up with government interlocutors on existing and future collaborations and projects.
- Assist and support needs assessments and response plans to new emergencies.
- Lead on the Education CC strategic programme planning, resource mobilization (including leading on fundraising for the Education programme).
- Ensure harmonization and consistency across education projects implemented
- Ensure technical quality and innovation of the Education programme including strategic oversight in the technical direction, programmatic learning objectives, M&E tools (GORS: output and outcome level) and in seeking synergies with other programmes and projects.
- Ensure coordination with relevant education stakeholders including representation and effective networking
- Actively promote and operationalize synergies between Education and other NRC Burkina Faso core competencies, units and departments.
- Ensure capacity building of project staff and transfer key skills.

What you will bring
1. Professional competencies
- Minimum 6 years of experience within technical expertise area in a humanitarian/recovery context
- Experience from working in complex and volatile contexts
- Education expertise: development of strategy, capacity building, quality
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in French and English, both written and verbal
Context/specific skills, knowledge and experience:
- Relevant University degree
- Good knowledge of donor regulations
- Advanced computer skills, especially in Word, Excel, Power Point and Outlook;
- Able to multitask and organize competing priorities
- Experience with start-up or expansion of new programmes
- Knowledge of Sahel region is an added value
- Experience in team building capacity;
- Experience from advocacy work
- Experience with youth and cash/voucher programming
