EHA technical referent in charge of waste management M/F At Doctors Without Borders

Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations struggling with crises threatening their survival, mainly in the event of armed conflicts, but also epidemics, natural disasters or even exclusion from care. The French section of MSF is present in around thirty countries.

The growth in volume and the increased specialization of our activities, as well as the commitments made to reduce their environmental impact, present our organization with new organizational and technical challenges.

In this context, the OCP Logistics Department is looking for an EHA Technical Referent in charge of waste management.

Structural elements of the position

  • Participate in and fuel reflection on reducing the volume of waste produced, in collaboration with the medical, supply and logistics departments of OCP, and the MSF movement.
  • Share critical analyzes of hazardous waste destruction operations with the relevant Medical Department services (Pharma, Lab, oncology team, etc.) in order to ensure the possible adaptation of SOPs and the highlighting/optimization of environmental and financial impacts of these activities.
  • Capitalize on feedback and ensure the transfer of skills within the logistics department (headquarters and field)
  • Exchange with representatives from other OCs, working groups and specialists external to MSF in the different areas concerned
  • Write a specific waste reduction and management policy

“Mission” waste management plan

Coordinate with the missions the implementation of a waste management plan specific to each context, relying on trained resources adapted to the operational volume:

  • Supervise the human resources dedicated to this phase of deployment of Waste Management Plans
  • Collect and analyze the data reported by the various diagnostic tools (waste production, recycling sectors, etc.)
  • Identify pooling opportunities (service contracts, waste disposal equipment) and share information on validated service providers.
  • Adjust the support provided to the field with regard to the specific analysis of constraints and opportunities of each context
  • Define the level of human resources necessary to maintain the waste management plan
  • Formalize the generic “waste management plan” document based on initial feedback

Equipment tracking

  • Ensure the installation of the most appropriate equipment in the contexts for the destruction of healthcare waste in situ by relying on technological monitoring.
  • Ensure the adequacy of the qualification level of the human resources operating the equipment
  • Carry out maintenance plans for each new piece of equipment with a view to their integration into MEMO
  • Continue to analyze the performance of this equipment (notably the fleet of semi-industrial incinerators) and propose improvements
  • Participates in the intersection pooling of knowledge and monitoring of existing and future semi-industrial incinerator parks
    • Waste reduction and management policy

Deliverables

  • Generic document to establish “waste management plans” in each mission, including the following steps; local legislation, evaluation of waste production by category, their secure storage, transport (local and cross-border), diagnosis of waste recovery/recycling/elimination sectors, contractual information on service provision, etc. .

Under the hierarchical responsibility of the OCP Technical Support Manager,

Activities :

Participate in the definition of technical policies

  • Participate with your hierarchy in the definition of technical policies by providing knowledge of your specialty according to the strategy and policies of the department
  • Follow the application of the procedures of your specialty
  • Represent and support the interests of MSF France and OCP in the definition of movement policies

Be the guarantor of the techniques and tools for their specialty

  • Write procedures and guidelines and ensure their application
  • Participate in the R&D of new equipment or practices
  • Research innovative practices and techniques
  • Maintain monitoring of technical developments in your specialty
  • Take into account the needs and constraints of land users

Provide advice and support to the fields and cells

  • Advise and support Cell Coordinators and Logistics Managers in their decision-making relating to their technical specialty

Be responsible for monitoring and analyzing your activity

  • Participate in the definition of the framework necessary for monitoring and reporting tools
  • Analyze the components of its activity for all missions at least once a year

Contribute to the development of transversality

  • Share information and knowledge, develop the ability to work with other services or departments as part of the management of cross-functional projects
  • Share technical advances, develop practices, guarantee product referencing and coordinate your activity and certain substantive files with counterparts from other sections

Contribute to skills transfer

  • Participate in defining training content.
  • Ensure the training of all field logistics stakeholders in their area of ​​expertise and participate in the management of the pool of logisticians
  • Ensure the maintenance of a level of competence for your field among your headquarters employees, particularly the Logistics Managers in the Cell

Required profile

Diploma and Experience:

  • BAC+2 minimum
  • 2 years’ experience in the field of environment, waste treatment, and/or Health, Safety and Environment (HSE), mandatory.
  • 12 months’ experience in a humanitarian/cooperation mission is a prerequisite.
  • Previous experience with MSF is an asset.

SKILLS :

  • Master the technical skills of your specialty.

Languages: French (B2) and English (B2)

Status : 18-month fixed-term contract – Full-time – Position based in Bordeaux

Terms:

€49.8K gross annual over 13 months.

22 days of RTT per year. Supplementary health care 100% covered by Médecins Sans Frontières. Restaurant vouchers with a face value of €11 (60% covered by Médecins Sans Frontières). 50% coverage of public transport fare.
