CONSULTORY “ ELABORATION OF SITUATIONAL ANALYSIS OF THE RIGHTS OF CHILDREN AND ADOLESCENCE IN THE DEPARTMENTS OF QUICHÉ AND CHIQUIMULA
Objective
- Prepare a situational analysis of the rights of children and adolescents, that provides contextualized qualitative and quantitative information to the departments of Quiché and Chiquimula with an emphasis on the municipalities of San Andrés Sajcabajá and Chiché ( in Quiché ), Camotán and Olopa ( in Chiquimula ) and other municipalities that the consultant considers relevant from each department.
- Develop workshops to collect information on the situation of children’s rights, in prioritized municipalities, with groups of parents, caregivers and teaching, boys and girls, guarantor institutions and non-governmental organizations.
Specific objectives of the Study:
- Review and analyze the existing qualitative and quantitative documentation on the rights of children in the departments of Quiché and Chiquimula with an emphasis on the prioritized municipalities.
- Develop the methodological proposal for the collection of qualitative data through workshops with target groups.
- Determine and analyze the gaps, barriers and opportunities for the fulfillment of the rights of children and adolescents.
Methodology
For the preparation of the study, the consulting team must have an initial meeting with the people designated by the project “ Without leaving children behind ” for the coordination of the study, validate ideas and review of the work plan and product development.
Face-to-face or virtual sessions will be planned with the participation of the consulting team, partner organizations and the Save the Children project team. The consulting team must contribute from its experience in conducting the entire methodological process to be developed. The analysis must consider the different dimensions of the Convention on the rights of children and the PINA law, providing information that allows the specific situation of girls and boys to be identified.
The consulting team must prepare an instrument kit for the collection of contextualized information to the intervention areas.
Services provided by the provider
Work plan and schedule. It is delivered 3 days after signing the contract.

- Systematization of the primary and secondary information collection process that includes the following actions: updated and contextualized analysis on compliance with children’s rights in the selected departments with emphasis on prioritized municipalities.

- Methodology and Kit of tools and instruments that will be used for data collection.

- Development of workshops with target groups to identify needs: 1 workshop with boys and girls, 2. workshop with mothers, fathers or caregivers, 3. with teachers, 4. with guarantor institutions, 5. workshop with non-governmental organizations in the area . (these workshops must be held in both departments, 10 workshops in total)
- Preliminary consultancy report: based on the results obtained from the application of the tools and the analysis of primary (interviews, workshops, etc.) and secondary information. This report must be characterized by the depth of the analysis and the forcefulness of the data, the structure and content of the report will be reviewed and approved by Save the Children.
- Final document of the report, which includes an expanded version and an executive version of the situational analysis of the rights of children, as well as the results obtained in the workshops, attach annexes, tools, forms, photographs, videos of the study approved by Save the Children this product to be delivered within 5 calendar days after the first review of the first draft.
Location and corresponding official travel
The provider will have to travel to both departments of intervention of the Program, these being El Quiche and Chiquimula and the municipalities that are selected for the study. Any necessary travel will need to be pre-approved by SCI,
