Our client in Somalia is a good example of where they ae increasingly involved in complex implementation in areas of peace & security with multi million dollar projects to support police development & justice involving countless stakeholders in a hugely complex & politically charged environment.
Background information Somalia Country Office (SOCO)
- Somalia is amid major new political & security developments that will offer a greater possibility for peace & security than the country has seen in over 20 years. The Federal Government of Somalia (FGS), established in 2012 & international community have driven a process of rebuilding of functioning government institutions & processes through Somalia’s peacebuilding & state building priorities under the Somali compact (2013 – 2016), based on the Busan “new deal for engagement in fragile states” agreement. The Somalia national development plan (2017 – 2019), builds on this foundation laid by the compact & sets the priorities for national recovery & development in full collaboration with national & regional governments. A landmark electoral process in late 2016 & early 2017 resulted in a peaceful transfer of power to a new President & government, in place since February & March 2017 respectively. The government has set out an ambitious agenda for its term (the period to 2021). At the London Somalia conference in May 2017, a security pact was agreed by Somalia & the international community, which will allow for sustainable, long term security based on mutual accountability.
- Our clients Somalia Country Office also referred to as SOCO is largely focused on assisting partners with the implementation of physical infrastructure projects including construction & rehabilitation of rule of law infrastructure, transport infrastructure (roads, airports) & public administration infrastructure. Our client also plays a leading role in supporting the FGS in the implementation of various donor funded projects & programs.
Background information (job specific):
- Construction of a medical facility & vehicle maintenance workshop, 14 October Brigade & Bulle Burde Camp, Somalia & construction of interlocked paved roads at the General Dhagabadan Training Centre (GDTC) under the support to the Somalia National Army phase III projects which our client will implement. This is a military training facility located on the outskirts of Mogadishu.
- The Electrical Engineer (Retainer) is responsible for providing on demand site supervision support in electrical engineering, depending on the needs of the project under the guidance & supervision of the Project Manager.
Role Objectives
Under the overall supervision of the Project Manager, the Electrical Engineer (Retainer) is required to perform the following specific duties & responsibilities ensuring their effectiveness, transparency & integrity:
Coordination, delivery & performance:
- Responsible for providing on demand site supervision support in electrical engineering, depending on the need of the project, the progress of the construction site & the type of activities being implemented.
- In coordination with the other retainers & local Construction Supervisors, assess & evaluate the electrical system of existing facilities, identify existing electricity related problems & suggest appropriate solutions in consultation with the Project Engineer & the Project Manager.
- Support in the supervision of the implementation of works & monitor the progress of the electrical related works according to contract schedules, specifications & project plans.
- Review requests for clarifications from the contractor & on site conditions, related to electrical works & provide clarifications, instructions & / or technical solutions.
- When required, develop electrical design drawings & specifications as per our clients standards, local & international practices & codes.
- Support the project team in the review of the documents provided by the contractor, such as shop drawings & any other related matter related to the electrical works.
- Support the project team in the verification of the undertaken measurements & quantities for executed electrical works reflected in the contractor payment requests.
- Support the project team to ensure the strict implementation of quality assurance & quality control standards & procedures on sites & report regularly to the Project Engineer.
- Assist in preparing progress reports on construction activities for electrical activities, based on specific demands by the Project Engineer.
- Support in the implementation of health, safety, social & environmental measures related to electrical works at the project sites.
- Is responsible for abiding by security policies, administrative instructions, plans & procedures of the UN security management system & our client.
- Supervise & report on the commissioning & testing of electrical works.
- Research & prepare operational & maintenance plans for all electrical equipment installed.
- Perform other related duties as the Project Engineer & the Senior Project Manager may be assigned.
- Facilitates liaising with clients, subcontractors & other professional staff.
Governance, monitoring & reporting:
- Checks contractors set out & works, including compliance with contract specifications, drawings, BoQs & ensures that contractor complies with his work plan to complete work within the specified timeframe.
- Provides support & guidance to the contractor & assists in resolving site problems, as necessary in coordination with the designated Project Manager.
- Attends the project site daily to monitor the progress of works, identifies the existing problems & provides appropriate technical solutions through the application of sound engineering standards in consultation with the designated Project Manager.
- Prepares bid documentation & participates in the bids’ analysis & evaluation.
- Evaluate & assess work schedule, including the comparison with the schedule baseline & report to the designated Project Manager accordingly.
- Checks all laboratory reports, operation, maintenance manuals, keeps records & reports to the designated Project Manager accordingly.
- Assists in reviewing material & equipment submissions & following up on the different material testing in coordination with the designated Project Manager.
- Assists in reviewing any items of the contractor’s design, material approval & mechanical / electrical equipment approvals.
- Contribute to the reviews & approval of contractor’s shop drawings in coordination with the designated Project Manager during the implementation phase.
- Assesses the work activities of the contractor, measures completed work & makes recommendations to the designated Project Manager for progress payments to the contractor
- Notifies the contractor of any defects found concerning the quality of the work or materials & equipment incorporated in the project, including those found in performing the required sampling & testing.
- Checks verifies & recommends approvals to the designated Project Manager on all variation orders / claims submitted by the contractor during the implementation phase as per our clients procurement rules.
- Assesses & reports on the project closing plans, archiving cost & progress reports & hands over all related reports to the Project Manager.
- Supervise the testing & commissioning of the equipment & the plant including electrical, mechanical, instrumentation & control systems.
- Assists with review & approval of the “as built” drawings, operating & maintenance instruction manuals & all related information, prepared by the contractor after construction completion in coordination with the designated Project Manager.
- Participates in the committee for final inspection & handover of the construction works & prepares snag lists for final checking before project handover.
- Assist with the commissioning of works, supervise any identified outstanding works during the defect’s liability period & prepare the final progress report.
- Support in ensuring all technical inputs & cost estimates related to the construction components are accurate, timely provided & included in the project proposals & budgets.
- Perform other duties as may be required & in line with the scope of services above.
Administrative tasks:
- Maintains records; compiles periodic reports & any specific reports required by our clients standard procedures.
- Maintains detailed documentation of all site engineering activities.
- Assesses the work activities of contractor(s), checks, verifies & approves the interim payments submitted by the contractor(s) & submits detailed reports to the designated Project Manager.
Develops, updates & maintains the following project registers:
- Payment register.
- Variation register.
- Site safety inspection & notice of unsafe condition register.
- Site diary.
- Drawings register.
- Instruction to contractor register.
- Visitor register.
- Sample approval register.
- Tests register.
- Progress photos.

Project Reporting
- This role works under the direct supervision of the Project Manager.
Key Competencies
- Master’s degree in electrical engineering or other relevant field or bachelor’s degree in the same field, combined with 2 additional years of relevant professional experience may be accepted instead of the masters degree.
- At least five (5) years with a master’s degree or seven (7) years with a bachelor’s degree in progressive experience in electrical engineering for the design & supervision of infrastructure projects is required.
- At least five (5) years of experience in AutoCAD or other computer aided electrical design software is required.
- Experience in the supervision of electrical works in health facilities, public buildings & roads infrastructure.
- Experience in the supervision of electrical rehabilitation works for existing facilities is an advantage.
- Fluency in spoken, written & reading English & Somali is required.
- Knowledge of another UN official language is an asset.
