Electrical Specialist for Transform WASH Project – STTA At Tetra Tech

The USAID-funded Transform WASH project in Mozambique, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest for an Electrical Specialist for a short-term technical assignment (STTA). This assignment will be located in Mozambique, and will require travel to all towns in Zambezia, Nampula and Cabo Delgado. So, being based in one of these provinces is preferable. The LOE for this assignment is 30 days to be completed between May 15 and August 31, 2024.

Position Description/Summary: The main objective of the work is to diagnose the causes of recurrent electrical faults of the pumping equipment of the water supply systems, assess the adequacy of the pumping equipment for sustainability of the piped water systems, and recommend proposals for solutions. The specific objectives of the work are to collect secondary and field primary data on piped water systems and related electrical equipment; to analyze the data to identify the potential causes of recurrent failure of the electrical equipment of the pumping equipment; to analyze the data to assess the adequacy of the electrical pumping equipment for the sustainability of the systems; to propose solutions for electrical faults in water supply systems and contribution of the electrical equipment for service sustainability; and to propose topics for training to improve electrical technical skills for operation, protection, and maintenance of electrical equipment for water supply systems.

Responsibilities:

* Task 1: Internal and external kick-off meeting – 4.5 days

* Task 1 Deliverables: (i) Internal and external (official) kick-off meeting slide presentations, (ii) minutes of the two meetings; and (iii) inception report.

* Prepare and conduct internal kick-off meeting with the Transform WASH team and an external meeting with key institutions at the central and provincial level; the consultant should prepare a presentation on their understanding of the work that will be used as a basis for the discussions. Depending on the physical location of the consultant, these meetings may be virtual.

* Draft an inception report (ten-page maximum), and include an updated methodology, work plan, assignment focal points, agreed communication protocols, required authorizations, and strategy to deliver the assignment, including all tasks and consultations expected to be carried out. The inception report will be subject to review and approval by the client.

* Draft two-page minutes of the kick-off meetings highlighting recommendations and guidance provided by the client and agreed actions.

* Task 2: Data collection and analysis of secondary information – 5 days

* Talk 2 deliverable: desk review report.

* Prepare an initial desk review on electrical information from a representative sample regarding the small towns and rural growth centers piped water systems to be agreed with the Project team and Government partners.

* Draft an analytical report which diagnoses the information collected regarding its completeness, clarity, consistency of the detailed designs regarding the water supply systems electrical efficiency, and the electrical equipment protection. The report shall include the update of the methodology for the subsequent stages.

* Task 3: Diagnosis of the electrical system of the SAAs – 15 days

* Task 3 deliverables: (i) Diagnostic and detailed analysis of the data collected report, (ii) slide presentation and meeting minutes.

* Carry out a survey of a sample of fifteen (15) water supply systems, eight (8) of which are from small towns covered by AIAS, IP WSS and seven (7) from rural growth centers – PRONASAR WSS.

* In the field, collect additional secondary data, where available, in particular at the level of operators and the District Planning and Infrastructure Services (applicable for PRONASAR systems), complemented by primary data by visual inspection.

* Hold a presentation meeting to discuss the above mentioned findings/diagnostics.

* Task 4: Plan to improve the electrical conditions of the water supply systems – 5.5 days

* Task 4 deliverables: (i) Report on recommended actions, slide presentation and its meeting minutes.

* Recommend actions to improve the electrical component of water supply system designs, separately for small towns systems and for rural water supply systems.

* Recommend actions to improve the management of electrical components of the piped water systems.

* Recommend specific actions for the maintenance of electrical equipment by the system operators, disaggregated for systems in small towns and rural growth centers

* Recommend topics for training program based on system type and complexity.

* Hold a meeting to discuss the above recommendations.

* Write a recommended actions report and Capacity Building Plan (10 pages max), which includes electrical schemes for systems without them.

Minimum Qualification Requirements:

* Bachelor’s degree in electrical engineering or equivalent plus 3 years relevant work experience or 8 years experience of relevant work.

* Three (3) years of relevant experience including diagnostics, design, and maintenance of electrical pumping systems and components of water supply systems.

* Knowledge of basic Office software and computer-aided design.

* Proficiency in English and Portuguese (written and spoken fluency).
