APADE (All For Peace And Dignity) is an international NGO under Canadian law that has been committed for twenty years to assisting and supporting vulnerable communities around the world, with its headquarters in Ontario, Canada.

Its mission is to participate in the research and implementation of multi-sectoral responses by aligning with emergency and development needs in order to strengthen the resilience of the communities benefiting from its interventions. We work to build and strengthen strong partnerships with other stakeholders, host countries, programs, agencies and beneficiaries in order to provide a concerted and coherent response to ensure lasting peace and dignity for all.

1. Job Summary:

The Emergency Education Specialist will work closely with the Project Manager, the Base Manager, the Program Director and the field coordination teams. The Emergency Education Specialist must combine crisis management skills, knowledge of educational needs in fragile contexts and the ability to implement innovative solutions to meet educational demand in extreme situations. He/she must ensure the continuity and quality of education, plan and coordinate educational efforts, ensure the response to the psychosocial needs of children and advocate for emergency education with decision-makers, donors and stakeholders, in order to ensure that the necessary resources are allocated to support education in crises while aligning with the principles of accountability to beneficiaries and Mali’s sectoral priorities. He/she ensures the harmonious implementation of the solution, while being concerned with costs, risks, acceptability, change management and transitional measures to successfully deliver the project results.

2. Responsibilities and Tasks:

The post holder is responsible for:

a) Needs analysis and educational diagnosis

Assess access to education in different communities, identifying obstacles (geographic, economic, social, cultural).
Analyze the quality of existing educational programs, including curricula, teaching methods and learning outcomes.
Collect quantitative and qualitative data on enrollment, retention, dropout rates, and academic performance.
(b) Development of strategies to improve access

Design plans to increase school enrolment and retention, particularly for vulnerable groups (girls, children with disabilities, children from ethnic minorities, refugees).
Propose initiatives to reduce barriers to education, such as school meal programs, scholarships or school transportation.
Promote inclusive and equitable education policies aligned with the Sustainable Development Goals (SDGs).
Develop frameworks to improve the quality of teaching, including teacher training, classroom management and student-centred teaching approaches.
Develop or revise curricula to ensure they are relevant to local needs and focused on essential skills.
Integrate tools and technologies to enrich teaching methods and make learning more interactive and engaging.
(c) Capacity building of teachers and educational staff

Establish initial and continuing training programs for teachers, ETA facilitators, school principals and counselors.
Train educators in the use of new pedagogical approaches and the management of multigrade/diverse classes.
Create educational tools, guides and learning supports to improve classroom practices.
(d) Promotion of equity and inclusion

Develop specific policies and programs to integrate marginalized children into the education system.
Implement initiatives to eliminate discrimination based on gender, social origin or disability in schools.
Working with communities to raise awareness and promote the importance of education for all.
e) Monitoring and evaluation of educational initiatives

Design indicators to measure the impact of programs on access to and quality of education.
Oversee the collection and analysis of data on enrollment rates, academic achievement and student progress.
Produce evaluation reports with recommendations to improve projects or programs.
f) Coordination and advocacy

Working with governments, NGOs, international agencies and community partners to align educational goals.
Mobilize financial and technical resources to support educational initiatives.
Promote awareness among policy makers on the importance of investing in access to and quality of education.
g) Management of educational projects

Design, plan and manage small or large scale educational projects.
Establish budgets and implementation schedules for educational initiatives.
Supervise field teams, coordinate activities and ensure effective implementation.
3. Profile sought:

Significant experience in education project management, particularly in education in emergencies
Education up to Bac+4 level in Educational Science, Sociology, Socio-anthropology or a related field.
Demonstrated experience and affinity in leading education programs especially in education governance (working with communities)
Previous experience working with teams from several ministries, mainly national education and decentralized communities
Experience in implementing inclusive and high quality education programs or approaches.
Experience and commitment to working through community participation and accountability systems
Proven monitoring and evaluation skills
Ability to work in both a consultative and practical implementation capacity
Ability to write clear and well-reasoned evaluation and project reports.
Excellent communication skills
Political and cultural sensitivity with qualities of patience, tact and diplomacy
A high level of written and spoken French and English
Excellent level (written and spoken) of one or more local languages ​​of the northern regions of Mali
Gender, protection and GBV sensitivity at organizational and program levels.

4. Place of affection:

The position is based in Gao with frequent travel to the Ansongo and Bourem districts. It may be assigned throughout the territory depending on the needs of the organization.
