With its 66,275 volunteers and 16,700 employees working in France and abroad, the French Red Cross (650 establishments and services for an annual turnover of 1.5 billion) is both a 1901 law association recognized as being of public utility, with volunteers engaged for over 150 years on many fronts in the fight against poverty, and a non-profit company providing services in the health, social, medico-social and training fields.
MISSION 1
- Integrate all material related to epidemics and emergency response unit replenishments (ERU)
- Establish entry and exit procedures and inventory tracking
- Implement pre-positioned seat stock management tools for emergencies
- Analyze warehousing/storage needs and make recommendations
- Ensure the application of health and safety regulations and compliance with CRF and lessor procedures regarding storage and management of equipment
- Coordinate the management of import/export operations of emergency operations
- Ensure the application of regulations relating to transport/import/export operations
MISSION 2
- Lead the development of the “purchasing and logistics” action plan for emergencies
- Provide advisory support in drafting project proposals, planning “purchasing and logistics” activities, sizing resources and developing emergency operations budgets
- Participate in operational meetings on emergency monitoring and with partners or service providers
- Ensure the quality of reporting, produce analysis reports
- Coordinate the archiving of data and information related to logistics activities
MISSION 3
- Participate in defining specifications and conditions for purchasing goods and services
- Study the material needs of emergency operations
- Ensure the implementation during deployments of the CRF’s international purchasing policies and lessor rules
- Support the launch of calls for tender and the establishment of framework contracts with preferred suppliers
- Start replenishment
- Establish mechanisms for mobilizing equipment outside of ERU emergencies
MISSION 4
- Identify opportunities for optimizing purchasing/logistics
- Develop/review emergency support procedures and finalize the procedures/tools package in case of deployment
- Implement communication/training actions
- Thoughts on reducing environmental impact
- Develop and lead specific logistics training
- Provide technical support
MISSION 5
- Participate in the development/updating of procedures and plans
- Participate in raising awareness among management and partners
- Contribute to informational, geopolitical and situational monitoring of humanitarian crises and potential intervention contexts
- Provide support to other members of the pole
- Know the regulations regarding purchasing/transportation/storage/etc.
- Know the purchasing and logistics policies/procedures of the CRF and donors

Special working conditions
Fluent in English and French. Regular travel to the logistics warehouse (Le Thillay – 95)
