BACKGROUND AND JOB PURPOSE

The World Food Program (WFP) is the United Nations agency that fights hunger and malnutrition. WFP’s vision is focused on a world in which every man, woman, girl and boy has access at all times to the food needed for an active and healthy life to achieve the Sustainable Development Goal of Zero Hunger, as well as promoting global partnerships to ensure the sustainability of people’s well-being.

WFP is also mandated by the Inter-Agency Standing Committee (IASC) to complement and coordinate logistical initiatives in member countries, in conjunction with responding humanitarian aid agencies, both before and during natural disasters and large-scale complex emergencies.

During emergencies, 73% of the total cost of a humanitarian response corresponds to Logistics and Supply Chain. In this context, investing in logistics preparedness can produce significant savings during an emergency. The “Logistics Emergency Preparedness Project” seeks to contribute to strengthening national logistics preparedness capacity in order to strengthen the localization of the response.

The strategy of the Global Logistics Cluster (GLC), WFP’s logistics operational arm, includes a focus on preparedness and capacity strengthening of national agencies. This preparedness program focuses on a number of disaster-prone countries, which are supported in national logistics preparedness through the development of a preparedness platform. Peru is one of these countries.

KEY ACCOUNTABILITES

This position plays the role of focal point for the GLC in Peru, liaising with the National Civil Defense Institute (INDECI) as the national disaster management authority (NDMA), national disaster management organizations (NDMO) and related entities. His/Her main responsibilities include the following items:

· Contribute to the development and implementation of the Emergency Logistics Preparedness Project and its activities with a focus on the long-term sustainability of the Project.

· Support and strengthen existing national capacity, as well as networks of partners and stakeholders.

· Contribute to the improvement of emergency preparedness levels with emphasis on empowering local organizations.

· Ensure constant participation of all relevant entities in regular Logistics Working Group meetings and contribute to foster preparedness activities based on: national priorities, the WFP Peru Strategic Plan (CSP), the Emergency Preparedness and Response Plan (EPRP) and the global GLC strategy.

· Contribute to the design and development of scenarios, preparedness plans and response plans with multiple partners from the government, private, humanitarian and academic sectors.

· In close collaboration with the above partners, collect and provide relevant logistics and logistics preparedness information to the GLC.

· In close collaboration with the above-mentioned partners, collect and analyze information related to logistics preparedness in order to share findings with the Logistics Working Group. Use existing tools as a basis for developing, testing and implementing new initiatives as needed, especially supporting the implementation of a logistics preparedness platform.

· In case of activation of a LCLG operation:

1. Support the activation phase through status reports, the establishment of linkages with national entities and support to EPRP activities.

2.Support the ongoing operation through the provision of information and relationships with entities that are part of the Project’s network of contacts.

3.Support the exit phase and closure of operations as required.

4.Establish an exit strategy to ensure project sustainability, including recruitment and training a national staff.

5.Other activities, as required.

REPORTING LINES AND SUPERVISION:

· WFP Peru: The position will be located under the Country Office Supply Chain Unit and will report to the Head of the Supply Chain Unit.

· Global Logistics Cluster, WFP RBP: The position will also report to the GLC Regional Officer located in Panama, in order to coordinate activities and ensure proper alignment with respect to regional and global strategies. If the Logistics Cluster is activated internationally for Peru, the position will directly support the designated Coordinator.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Logistics, Supply Chain, Engineering, Humanitarian Action or other closely related field; or equivalent combination between education and professional experience.

Experience: Minimum 5 years of professional experience in logistics and supply chain, disaster risk management, capacity building, disaster response, civil protection or other closely related field. – Professional experience in coordination roles linked to project planning and/or management. – Experience working in international humanitarian contexts.

Languages: Spanish and English level C in both oral and written communication; working knowledge (level B) of a second UN language, preferably French, is desirable.

KNOWLEDGE AND SKILLS REQUIRED

  • Excellent interpersonal and communication skills.
  • Appropriate for establishing and maintaining relationships with government officials and counterparts.
  • Able to contribute positively to the team and meet demanding deadlines under minimal supervision.
  • Willingness to work in demanding environments and field assignments.
  • Proficient in Windows, MS Office (Word, Excel, PowerPoint, Outlook) and data management systems.

DELIVERABLES AT THE END OF THE CONTRACT

· Development and publishing of a national logistics action plan.

· Conducting at least one national training or workshop, based on needs identified in country.

· Recruitment and training of national staff for long-term project continuation.

· Others as required.
