Emergency Mobile Finance Coordinator At Médecins Sans Frontières

CONTEXT

The Operations Department of MSF OCB (Operational Centre Brussels) consists of 8 managerial and technical teams called Cells or Regional Support Teams (RST), each in charge of a portfolio of countries and 1 Emergency Unit (E-Pool) for the management of intense emergency interventions. These teams directly supervise and support the implementation of the interventions.

The main responsibility of the E-Pool is to intervene with medical activities, directly and quickly in crisis situations like conflicts, epidemics, and natural disasters, while guaranteeing the quality of interventions. As such, we are responsible anywhere, anytime for monitoring, identification, and implementation of operations in any crisis situation that may arise.

The E-Pool includes one Emergency Pool Coordinator and 3 Emergency Coordinators (EMCOs) based in Brussels. The coordinators are seconded by a team of specialists in Supply chain, logistics, pharmacist, administration, human resources, and finance.

The E-Pool also includes a Mobile Emergency Team composed by 25 to 30 emergency responders (Emergency Mobile Coordinators and technicians)coordinating emergencies in the MSF countries of intervention.

An ad hoc task force may be created inside the E-Pool for specific and acute emergency operations.

As Emergency Mobile Finance Coordinator (E-FinCo) you will successively carry out short-term assignments in the countries of interventions led by the E-Pool in Brussels. Priority will be given to Finance Coordinator (FinCo) positions, but other Finance positions could also be covered to support more directly the project and the accountancy.

You will be rapidly deployed for assignments up to 3 months and based 80% or more of the year in the countries of interventions; the rest of the time you will work from home on some vertical finance files (or eventually during HQ visits). You will work in various contexts and cultures, from one mission to another, and show great adaptability and flexibility.

You are under the technical responsibility of the Finance Officer of the E-Pool. Depending on the assignment, you will be placed – during the period of assignment – under the responsibility of the Head of Mission or Emergency Mobile Coordinator.

The Finance Officer of the emergency pool defines the priority of assignments.

MAIN RESPONSIBILITIES

  • Emergency FINCO Coordinator position
  • Provide coaching, financial and accounting support to emergency interventions who need it
  • Open and close emergency interventions
  • Evaluate the quality of the finance SoP’s (Standard Operating Procedure) of emergency interventions

REQUIREMENTS

Education & Experience

  • Degree in Finance / Management, Accounting, business administration or equivalent professional experience required
  • Minimum 24 months international experience as a Finance Coordinator (FinCo) is mandatory
  • Minimum 3 international MSF assignments in finance and accounting is required
  • Previous experience in emergency interventions or in a Finance support position in the headquarters (HQ) is an asset

Languages

  • Excellent written and spoken communication in English and French
  • Spanish, Portuguese, or Arabic is a strong asset

Competencies

  • Good knowledge of Unifield and Wefin is an asset
  • Strong knowledge of financial tools and finance management
  • Leadership (able to set priorities, make choices and assume decisions)
  • Very good personnel management and development (coaching, mentoring, and training) skills
  • Good communication skills: active listener, clear and effective communication, sense of diplomacy and pedagogy
  • Acute sense of human contact, interpersonal dynamics, and collaborative attitude

CONDITIONS

  • Expected starting date: As soon as possible
  • Location: Mainly carried out in the countries of intervention (all contexts) – More than 80%; based in the country of residence when not on assignment
  • Contract type: Fixed term contract – Full time
  • Contract duration: 12 months
  • Salary according to MSF Field salary grid
  • The contractual terms, conditions and salary will be established according to the official residence of the selected candidates and in respect of MSF standard function and salary grids
  • Medical Insurance 100% covered as per international package – 45 days paid leave -Accomplishment bonus of 1,5-months’ salary upon completion of 12-months contract
  • Transport and accommodation when in the field taken in charge by MSF
