CONTEXT :
- The International Programs Directorate (DPI) of Humanity & Inclusion includes, among others, 5 Geographic Directorates, 4 Technical Directorates, 1 Atlas Logistics Directorate and 1 Emergency Directorate.
- Within the Emergency Department, and under the responsibility of the Emergency Manager, the Emergency Operations Officer:
- Is responsible for the operational monitoring (both qualitative and quantitative) of emergency responses implemented in the field and compliance with the frameworks assigned within the framework of a response led by the Emergency Department (ad-hoc response) and/or in advanced support to a geographical department
- Is responsible for coordinating and/or actively contributing to the in-depth projects aimed at better framing and equipping the various modalities/mechanisms for responding to HI emergencies in conjunction with other departments.
In 2024, the Emergency Operation officer will provide priority support to high-intensity crises led by the Emergency Directorate and/or the Geographic Directorates (Sudan, Palestine, and any new emergencies to come).
In addition, the Emergency Operations Officer will be responsible for the following fund files:
- develop and formalize operational guidance on emergency intervention through implementation partners – in conjunction with emergency representatives from technical departments and shared services
- develop and formalize operational guidance on remote emergency intervention – in conjunction with emergency representatives from technical departments and shared services.
- He/she will also contribute directly to the ongoing work of registering HI with the WHO as a Specialized Rehabilitation Unit, to the work to be carried out on strengthening our agreements with certain emergency donors as well as other funding projects depending on priorities.
JOB OBJECTIVES:
Responsibility 1 : Supports programs in implementing operations and resolving problems (program link)
- Ensures that emergency mechanisms/tools/processes are activated when an emergency response is started and supports their implementation in conjunction with the relevant services.
- Ensures that a project and programme quality control mechanism is in place and functioning:
carries out audits/quality control on the project cycle and/or ensures that other relevant departments implement it – according to processes and tools adapted to the emergency; - Defines, formalizes, coordinates and ensures regular and formalized communication (dedicated to monitoring operations) with teams in the field and at headquarters;
- Facilitates problem solving, contributes to mobilization and supports teams: contributes to problem solving, identifies the necessary resources, directly ensures grant management or monitoring of the project in the event of gaps or exceptional needs, ensures coordination and communication with National Associations, contributes to monitoring and alerting in conjunction with the REACT team;
- Contributes strongly and actively to the development of the emergency response strategy, with particular emphasis on operational strategy;
- Provides briefings and debriefings for departing/returning expatriates;
- Alerts the Emergency Manager or other relevant departments in the event of problems and recommends actions to be taken;
- Plans, organizes and implements the transfer of a program to its counterpart in a Geographical Directorate and facilitates capitalization and its sharing;
- Contributes to recruitment according to functions and humanitarian issues;
Responsibility 2 : Contributes to improving emergency response capabilities (Transversal)
- Coordinates (often through the coordination of a multi-direction working group) or actively contributes to the in-depth projects under the responsibility of the “Response” team, aimed at better framing and equipping the different modalities of response to HI emergencies: response scenario, rapid response method, EMT registration, partnership with health actors.
- Contributes to the deployment and strengthening of capacities in project management and MEAL (in conjunction with the relevant Directorates): identifies needs & priorities, contributes to the design and/or facilitation of training modules, contributes to the dissemination of lessons learned from experiences and capitalization exercises, contributes to recruitment processes, mentoring where appropriate;
- Contributes to the dissemination of knowledge of lessor rules (in conjunction with the relevant Departments);
- Contributes to the improvement of practices (processes, guidance, tools, etc.) on cross-cutting subjects;
- May have specific responsibilities on certain cross-cutting subjects;
Responsibility 3: Contributes to the implementation of the Emergency strategy
- Contributes to the definition and monitoring of the implementation of the Emergency Strategy;
- Contributes to the production and/or revision of activity reports for the Emergency Department
- Contributes to the regular updating of the Emergency Department’s Steering Tools by updating the dashboards/liaison tools relating to: donor deadlines & funding search indicators, key operational monitoring indicators, recruitment, implementation of institutional policies;
- If necessary and in agreement with the Emergency Director, replaces the Emergency Manager on certain subjects in her absence;
Field visits: the Emergency Operations Officer will be required to travel to the field as part of a program support mission (precise terms of reference). He/she may also be required to deploy to gap filling.
ACCESSIBILITY OF THE WORKPLACE:
The premises are easily accessible by public transport (bus, metro). A car park and a bicycle park are also available. Within the building, access ramps and elevators guarantee better circulation. All workstations are located in Open Space but boxes are available on each floor to work in peace if necessary. The workspace is very bright.

REQUIRED PROFILE:
- You have emergency field experience
- You have experience in project management
- You have experience working in a multidisciplinary and multicultural team
- You have a perfect command of project engineering, the project cycle, and monitoring assembly tools
- You know the main emergency donors
- You have strong capacity and autonomy in work
- Writing skills in French and English
- English (spoken and written) essential
