CONTEXT :

Togo and Benin are in turn confronted with the contagion of the Sahelian crisis on their northern border. Both countries are welcoming refugees from Burkina Faso and are starting to see internal displacement of their populations. Attacks by armed groups against defense forces, civilians and state services have intensified since the end of 2022.

The program, in its 2023-2026 operational strategy, decided to respond to humanitarian needs in the technical sectors it has selected and by wanting to develop a response that considers the presence of local authorities and decentralized technical ministries.

HI has had offices in Dapaong in Togo for many years and Natitingou in Benin since 2023. Although HI has developed Emergency Preparedness Plans, the teams, accustomed to working in a context of peace and development, are not ready to be able to “switch” towards the implementation of humanitarian responses. The two countries each have 30 to 40 employees.

MISSIONS:

Mission 1: Management of the lessor and partnership relationship

– Lessor relationship

  • Guarantee compliance with the rules of the lessor(s) and compliance with contractual commitments: consolidation, control and reporting of operational and budgetary elements.
  • Represent HI and other members of the consortium in all matters relating to the project with local, national, traditional, political, military and diplomatic authorities and organizations, with international organizations and with international coordination mechanisms and systems.
  • Support SI in donor meetings and at its request, being lead of the SI-HI consortium

– Coordination and management of partnerships

  • Organize and implement governance plans for your project (ARCI and coordination mechanisms/tools).
  • Facilitate internal coordination between your team and all relevant services (Shared Services, technical teams, MEAL, etc.).
  • Ensure coordination with all partners involved in the project / consortium members, and ensure effective communication mechanisms.
  • Ensure the overall management of partnerships/consortium partners and associated contractual documents (partnership contracts, MoUs, amendments, reports, etc.).

Mission 2: coordination of operations

– Ensure consistency in the strategy and execution of the project, in collaboration with the relevant services and in accordance with general procedures and standards

  • Ensure joint planning, consistency in project implementation approaches in accordance with the logical framework and within the allocated budget.
  • In liaison with the project governance bodies, in particular the technical resources (HI or partners), guarantee the application of HI quality standards (including technical standards) within the project, and ensure the monitoring of the implementation implement recommendations resulting from evaluations, support missions and audits.
  • With the support of the [regional] MEAL unit and in coordination with the MEAL focal points of the partners, create, deploy and implement all appropriate tools enabling project monitoring, evaluation, accountability and learning, in accordance with HI policies and frameworks.
  • Facilitate audits (operational, financial and organizational) and ensure the implementation of recommendations in their area of ​​responsibility.

– Ensure the management and compilation of project data

  • Ensure that appropriate data collection and management tools are implemented in the project, in accordance with standard frameworks.
  • Ensure that project data is collected and compiled into the project database.
  • Carry out regular checks and make any necessary corrections in the activity database linked to the MEAL unit.
  • Ensure the archiving and availability of all verification sources (documents) related to the project

Mission 3: principles and know-how

  • Ensure the deployment and compliance with global reference frameworks, institutional policies and HI principles
  • This includes, among other things, the fundamental reference frameworks (e.g.: HI mission and values; Theory of change: access to services), all HI institutional policies (Security; Code of conduct and protection; Fight against fraud and corruption; PSE and Project Quality Reference; Disability, Gender and Age), all institutional directives and processes, delegation thresholds, security levels, etc.

Mission 4: Development of the emergency strategy in Togo and Benin

In conjunction with the Country Managers concerned, contributes to the development of HI’s emergency operational strategy in Togo and Benin as well as its implementation and monitoring in Togo & Benin

YOUR PROFILE :

– You have general training in management and project management, in the field of international solidarity (ideally BAC +5).

– You have experience in project management and team management in emergency/post-emergency situations.

– Ideally you have experience with HI in emergency response.

– You have at least 2 years of experience as an operational coordinator or field coordinator on emergency programs.

– You have experience in training and supporting (coaching) human resources.

– Experience in functional management is recommended.

– Ideally, you have worked on development and nexus contexts.

– Professional experience in the areas of emergency preparedness (and disaster risk management) is recommended.

– Professional experience in the fields of MHPSS and MPCA is a plus.

– You have good interpersonal skills, diplomacy and a sense of humor.

– You have strong motivation and are proactive.

– You are used to working in a team.

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

In Togo & Benin: The living environment is pleasant, basic foodstuffs are easily available and transport conditions are correct. It is easy to travel in the countries of the sub-region and several airlines provide connections to Europe. Northern Togo, like northern Benin, are affected by security constraints. These are countries with few violent acts targeting expatriates in the capital.
