The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

Emergency Relief Delegate (m/f/d), Ukraine Crisis

The German Red Cross (GRC), together with the Ukrainian Red Cross Society (URCS), the Polish Red Cross (PRC) and other National Societies (NS) of countries impacted by the Ukraine crisis, and in close coordination with other Red Cross / Red Crescent Movement partners, supports the affected population within Ukraine and in the neighbouring countries.
The GRC is currently seeking an Emergency Relief Delegate (m/f/d) to support GRC’s humanitarian operation in Ukraine and neighbouring countries

Starting date: As soon as possible
Duration: Until 31 December 2022 (with possible extension)
Location: GRC Field Office in Lviv, Ukraine (location might change due to dynamic situation in the country)

Responsibilities and Tasks:

General Duties/ Responsibilities:

  • Support the GRC relief operation in the country of assignment in close coordination with line manager and relevant National Society departments, providing advice and recommendations
  • Design operational strategies considering changing needs, context and partners’ capacities
  • Constantly monitor the situation and overall context and adapt the orientation or set-up of the operation
  • Act as a link between the URCS, and the GRC
  • Analyse and adapt Movement systems and standard operating procedures and innovate where needed to meet the needs of affected communities
  • Advocate for and design integrated operational strategies considering partner’s respective capacities to ensure that all components of the response are identified, planned and carried out in a coordinated, collaborative and integrated manner

Specific Duties and Responsibilities:

  • Contribute to the needs assessment in the Ukraine
  • Contribute to a clear strategic direction for the emergency relief programming, with a focus on cash and voucher assistance
  • Support the operational strategy to develop programme approaches which strengthen and develop the National Society’s structures, capacity, and performance; analyse and understand their current strengths and weaknesses and ensure provision of necessary technical and material support particularly in relation to the ongoing crisis
  • Ensure effective management & implementation of emergency relief actions and administration
  • Support the URCS with relief distribution with specific focus on coordination and strategic management of operation
  • Ensure good working environment in order to optimize teamwork in the field
  • Monitor implementation of interventions create linkages between sectors and ensure the projects remain fit for purpose
  • Ensure rigorous monitoring and management of budgets, ensuring compliance with GRC finance procedures and donor requirements. Identify problems and solutions in a timely and effective manner

Required Competencies & Skills:

  • Readiness for and experience of work in a conflict context /area
  • Readiness for flexible deployment
  • Minimum of five years of experience in similar positions in a multi-cultural environment
  • Sound finance, administration, and logistics skills
  • Experience in cash and voucher assistance
  • Knowledge of integrated programming and accountability systems is an advantage
  • Excellent Skills in MS office application (Word, Excel, Power Point)
  • University degree in a relevant field
  • Working experience with the Red Cross / Crescent Movement, experience with GRC and GFFO projects is an asset
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
  • Fluent oral and written English, Polish and / or Ukrainian is a strong asset
  • Good interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions
  • Valid driving licence

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC and an expatriation allowance during your mission. The GRC will cover your accommodation in Lublin, Poland. In addition to a full insurance package, you will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
Please note that due to the travel and visa regulations and the guidelines of our partners in the Red Cross and Red Crescent Movement certain vaccinations are required for this delegate position. Candidates on the short-list for this position will be asked to disclose their vaccination status.
