Location: Nippes, Haiti**

Reports To: Emergency Response Coordinator with technical oversight provided by Haiti Finance and Admin Manager

Supervises: 1+ Project Accountant**

Contract Length: 3 months

Purpose: Guided by World Concern’s global strategic plan, the Emergency Response Finance Coordinator (ERFC) oversees project financial stewardship, accountability, reliability and accuracy of financial reports, as well as implementation of donor regulations and financial policies. Overseeing the financial management of implementing partners, risk assessment, capacity building and budget preparation & negotiation. The ERFC provides strong project financial leadership through direct supervision of the Project Accountant. **

RESPONSIBILITIES

Leadership

  1. Serve on the Haiti Emergency Response leadership team and participate in discussion concerning projects, financial and administrative decisions.
  2. Identify and propose improvements and modifications to the project’s financial management and budget follow-up. Make recommendations for remediation of any identified problems and following up to assess results.
  3. Provide training and mentoring to staff on Emergency Response team on project’s financial policies and procedures, financial best practices and effective internal controls.

Financial Management

  1. Manage all financial demands for the project budget in line with donor, government and World Concern requirements.
  2. Preparation of proposal budget including any amendments
  3. Manage and ensure the project has internal control systems in place such that accounting records are complete, accurate and are maintained on a consistent basis within the generally acceptable accounting principles.
  4. Manage the entire project liquidity process to ensure adequate funds are available to meet disbursement requirements and arising obligations.
  5. Maintain accounting vouchers and files of the project.
  6. Provide confirmation of availability budget prior to expenditure being incurred under the project.
  7. Review and timely submission of project financial data and other related information.
  8. Review and approves project vouchers on the expenses charged to the projects for accuracy and completeness.
  9. Review and approve monthly bank reconciliation of the project.
  10. Ensure an updated Asset register is maintained.

Compliance

  1. Make sure all project financial documents are in compliance with the requirements for supporting documentation, following World Concern financial procedures. Ensure all additional documents are obtained and procedures required by U.S. government grants or other donor requirements are followed.
  2. Ensure all copies of final signed project agreement are available on file.
  3. Supervise and coordinate both internal and external auditing requirements for the Emergency Response project. Provide requested documentation to the WC headquarters office for the project’s audit, meeting deadlines as stipulated.
  4. Liaise with external auditors as required and assist with the completion of the management letter to WC senior management team.
  5. Perform an internal audit function to ensure project financial transactions comply with policies and donor requirements. This includes conducting financial and general compliance monitoring visits. Prepare monitoring and corrective action plans after each monitoring visit. Provide follow up training as necessary.
  6. Review, existing and develop, implement and administer project’s policies and procedures necessary for the effective project financial operations as approved by Country Representative and International Finance Director.
  7. Comply with local legal requirements by studying requirements; enforcing adherence to requirements; filing reports; advising the Emergency Response Coordinator on needed actions.
  8. Ensure storage of project’s financial reports and records pertaining in line with the donor, WC and government requirements.
  9. Review and Approve reconciliation of Timesheets with the payroll.
  10. Ensure project close out procedures are done according to the donor guidelines.

Financial Analysis

  1. Prepare monthly financial reports for the project to ensure, spending is monitored to and it is in line with the approved budget. Coordinate with project team for variances that need explanation.
  2. Review and where necessary provide appropriate expense codes for items requested by project staff to ensure accurate posting of expenses to avoid mis-posting.
  3. Carry out monthly and quarterly analytical reports submitted to the International Finance Director and Emergency Response Manager.
  4. Timely response to any queries relating to the project’s financial aspects of the project from the donor, Haiti Country Office, Regional Office, and HQ.

Required Education, Skills & Experience:

  1. Understand, articulate and support WC vision, mission, core identity and values
  2. Bachelor’s degree in Accounting or equivalent formal education
  3. Five years accounting and financial management experience in a business and/or non-profit organization, with at least three in a leadership role, including oversight of staff, budget development & management and internal control/systems management.
  4. Grant Compliance and Governance, including U.S., EU or Australian Government grants.
  5. Demonstrated ability to read, write and speak English at an advanced level.
  6. Working knowledge of accounting software packages and Microsoft Office.
  7. Must have problem solving capabilities; be able to work independently while staying aligned with the culture and strategic direction of the organization.
  8. Work efficiently and professionally with a variety of personality types.

Preferred Education, Skills & Experience:

  1. Licensed as a Certified Public Accountant or equivalent.
  2. Demonstrated ability to teach and train others in small group settings.

Working Conditions:

  1. Requires travel to Port au Prince – World Concern Haiti Country Office
  2. Urban living conditions with exposure at times to challenging living conditions.
