The Emergency Response Manager is responsible for the supervision of CARE’s emergency preparedness and response portfolio in Lebanon, providing leadership in all emergency programming efforts and when needed, support in advocacy initiatives related to the emergency portfolio under the supervision of the Director of Program Implementation/Emergency Lead.

Responsibility #1: Program Development and Management
- Develop and adapt CARE’s Emergency Preparedness and Response strategy and activities into an integrated Emergency Preparedness and Response Program as required, and ensure smooth program implementation and achievement of objectives
- Ensure the emergency portfolio adheres to relevant CARE policies and procedures, its alignment with the CARE humanitarian and emergency strategy, and its alignment with the Country Office programming, in general
- Ensure CARE Emergency Standards are incorporated and applied within the Development portfolio as CIL Nexus approach is adopted to respond to Emergency
- Coordinate the development of all project implementation plans and budgets within the framework of approved program grants and CARE Lebanon ’s emergency response strategy
- Update regularly the CARE Lebanon Emergency Preparedness and Contingency Plans.
- Manage projects under the Emergency portfolio from a contractual and budgetary perspective and ensure proactive measures are taken to meet contractual requirements
- Maintain ongoing surveillance of the developing humanitarian emergency situation in coordination with Safety & Security and adjust activities accordingly
- Participate in the development of concept notes and proposals as requested by the DPI which may involve working pro-actively with partners and other agencies collaboratively
- Develop and implement a capacity building plan in Emergency aimed at regularly training and supporting CIL staff members and, where possible, partners as appropriate.
- Lead the Team of frontliners ensuring active and regular presence in the field to deliver humanitarian assistance to People in Need
- Effectively manage the Emergency Team, conduct Performance Appraisals and Individual Performance Objectives according to CIL HR policies and regulations.
- Responsibility #2: Monitoring and reporting
- With the support of the M&E, design and establish a comprehensive monitoring and evaluation framework for CARE’s emergency preparedness and response in Lebanon, including oversight of Team capacities
- Monitor program activities against their logical framework analysis and pro-actively initiate solutions to meet program objectives and activity plans
- Coordinate with M&E for timely provision of data needed for the situation reports for Emergency scenarios
- Monitor budget expenditure rates and initiate actions to ensure appropriate expenditure and/or request timely modification to budget
- Develop a project progress tracking tool in line with CARE’s contractual requirements
- Produce timely and high-quality narrative donor reports as required
- Provide timely review, analysis and feedback to financial reports produced by the Country Office financial manager to meet donor deadlines
- Responsibility #3: Liaison, Coordination and Representation**
- Ensure the Senior Management Team is kept informed about assessment progress, emergency response implementation and strategies, project plans, progress reports, and other significant developments
- Coordinate with all CIL departments in Grants, Finance, Procurement, HR, Communication, Advocacy during the implementation of emergency preparedness and response efforts
- Represent CARE in national and international Emergency Preparedness and Response coordination mechanisms such as within the different clusters and working groups
- Actively participate in inter-agency coordination meetings and other relevant forums both at national and field levels as requested
- Establish and maintain constructive working relationships with NGOs, UN agencies, host government, donors and other stakeholders during project implementation
- Liaise regularly with CIL Safety and Security Coordinator, emergency coordinators of other in-country INGOs and UN bodies, to maintain high standards of operational and strategic effectiveness
- Coordinate and liaise with CARE Regional and Headquarters Humanitarian Focal Points
- Responsibility #4: Safety and Security
- Ensure all emergency staff understand individual and collective responsibilities for safety and security in coordination with the Safety & Security Coordinator
- Liaise with the CIL Security and Safety Coordinator to ensure compliance with CARE International Security Guidelines and their effective application in the local context
- Responsibility #5: Program Implementation System
- Ensure that the Program Implementation System is standardized and harmonized in Country Office
- Monitor the updates uploaded to bi-weekly tracker including bi-weekly progress and planned actions in Emergency portfolio
- Ensue Emergency bi-weekly tracker is updated on a weekly basis to inform CIL about on-going field activities
- Oversee the regular update of program Management Tool PMT during the regular Program Review meetings and undertake necessary documentation as needed
Qualifications/Special skills or knowledge
- Demonstrated experience in leading humanitarian multi-sectoral humanitarian responses, including participatory assessment methods, in complex emergency contexts with an international NGO or UN agency
- Demonstrated strong interpersonal skills including the ability to build and manage complex and diverse stakeholder relationships and develop harmonious teams in a cross-cultural context
- Experience in advocacy in humanitarian interventions, desirable
- Cultural sensitivity and preferably proven experience in working in the Middle East
- Excellent written and verbal communication skills in English language. Arabic language skills
- Ability to produce high quality work and balance competing priorities within demanding timeframes
- Excellent understanding of international humanitarian principles and standards, including conflict and gender sensitive programming methodologies
