Emergency Response Manager NORCAP At Norwegian Refugee Council

Are you an experienced emergency response professional with experience in the humanitarian sector? NORCAP is looking to hire two Emergency Response Managers. One of the emergency response managers is to specifically manage the NORCAP response to the crisis in Ukraine and neighbouring countries. The second will be a global role focusing on crisis worldwide and driving and managing NORCAP’s emergency response initiatives.

What you will do

Specific Responsibilities for the Emergency Response Manager:

  • Develop, maintain, and revise team mandate and action plans for emergency response
  • In coordination with internal and external stakeholders, ensure overview and understanding of crisis situations and developments, and plan, prioritise needs, initiate action, and ensure implementation accordingly
  • Lead the drafting of the strategic response plan, ensuring an inclusive process with all relevant stakeholders
  • Represent NORCAP in meetings with UN agencies, international organisations, local authorities, embassies, and donors, and establish and maintain partner relations
  • Ensure timely submission of projects proposals to donors and adequate reporting
  • Conduct necessary missions and travels to gain insight and understanding of contexts for planning, guiding, and following up on initiatives, together with relevant colleagues
  • Assist in managing a transparent, consultative, and responsible process for the approval of emergency budgets and the allocation of resources
  • Manage a consultative process to ensure a consistent approach while planning for multi-sectoral emergency response.
  • Provide briefings for internal and external stakeholders with the communication team.

Specific Responsibilities for the Ukraine Emergency Response Manager:

  • Develop, maintain, and revise team mandate and action plans based on the changing dynamic of the Ukraine crisis
  • Conduct necessary scoping missions and travels to gain insight and understanding of context and to follow up on initiatives
  • Represent NORCAP in meetings with UN agencies, international organisations, local authorities, embassies, and donors, and establish and maintain partner relations
  • Establish relations with NORCAP experts on missions to deepen synergies and impact
  • Explore possibilities to broadening collaboration with local actors and national and local authorities in neighboring countries and inside Ukraine
  • Responsible for fundraising activities for the Ukraine humanitarian crisis and reporting
  • Ensure high technical quality of project implementation by the project team
  • Provide briefings for internal and external stakeholders with the communication team.

What you will bring

  • Knowledge and understanding of humanitarian, emergency relief assistance and related humanitarian issues.
  • Ability to identify issues, analyze and participate in the resolution of issues/problems.
  • Ability to develop sources for data collection. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases.
  • Ability to apply judgment in the context of assignments given, work under pressure, on occasion in a highly stressful environment (e.g., civil strife, natural disasters, and human misery).
  • Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines, and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.
