Program Summary:

Project HOPE is providing humanitarian assistance to conflict-affected persons throughout Gaza. The portfolio in the Gaza Strip focuses on Health, Mental Health, Protection, and WASH programming in partnership with local NGOs. Project HOPE is working to scale up its emergency response efforts while building a longer-term country program.

This consultant assignment will be based in Gaza. Consultant must be able to successfully travel through Israel to Gaza.

PURPOSE:

The Emergency Response Program Expansion Coordinator Consultant will play a crucial role in scaling up and executing Project HOPE’s Emergency Response activities within the Gaza region amidst ongoing conflict. The primary responsibilities of this role include planning, coordinating setup activities, and supporting the implementation of critical services. This coordinator will provide strategic and high-level guidance to ensure program activities are executed on time, within scope, and to the highest quality standards. Key tasks involve navigating complex logistical challenges, ensuring compliance with donor requirements, and fostering strong collaboration with local partners and stakeholders to achieve impactful humanitarian outcomes.

RESPONSIBILITIES:

1. Program Planning and Coordination:

  • Oversee the scale up efforts related to Project HOPE’s health programming in Gaza; such efforts include the recruitment and hiring of staff in a timely manner; identification and selection of rental properties for future clinics, guesthouses, and warehousing; identification and contracting with local vendors and services; and coordination with Project HOPE’s logistics team to address international procurement needs.
  • Develop and finalize detailed action plans for the initial scale-up phase of the emergency response program.
  • Coordinate with internal and external stakeholders to align on program goals, timelines, budget, and deliverables.
  • Ensure that all program activities are planned and executed in accordance with donor and Project HOPE guidelines and requirements.

2. Implementation Support:

  • Oversee the setup and establishment of program operations, including staffing, logistics, and procurement.
  • Provide hands-on support to field team to ensure timely and effective scale-up of services.
  • Monitor and troubleshoot any challenges that arise during the implementation phase, ensuring swift resolution.

3. Quality Assurance:

  • Ensure that all program activities meet high standards of quality and are delivered in line with humanitarian principles.
  • Conduct regular visits to programmatic sites to assess program establishment and implementation and provide on-the-ground support.

4. Capacity Building:

  • Identify capacity building needs and coordinate with Gaza Team Lead and Project HOPE support departments to provide training and capacity-building support to local staff and partners to enhance their ability to deliver program activities.
  • Facilitate knowledge sharing and best practices to strengthen program implementation.

5. Reporting and Documentation:

  • Prepare comprehensive reports on program progress, challenges, and outcomes for internal and external stakeholders.
  • Ensure accurate and timely documentation of all program activities, including financial and operational records.
  • Maintain open and effective communication with Team Lead, Project HOPE team in Gaza, and HQ staff.

6. Stakeholder Engagement:

  • Establish and maintain strong relationships with local partners, government authorities, and other humanitarian actors in the region in conjunction with Gaza Team Lead and other management staff.
  • Represent Project HOPE alongside Gaza Team Lead in coordination meetings and forums to advocate for program needs and priorities as needed.
  • Facilitate collaboration and coordination with other organizations to maximize program impact

7. Risk Management and Compliance:

  • Identify and mitigate potential risks to program implementation, including security, operational, and financial risks alongside security and other relevant departments and staff.
  • Ensure compliance with all relevant laws, regulations, and donor requirements.
  • Support safety and security protocols to protect staff and beneficiaries.

MINIMUM REQUIREMENTS:

1. Education and Experience:

  • Advanced degree in humanitarian assistance, international development, public health, or a related field.
  • Minimum of 7-10 years of experience in emergency response and humanitarian aid, with at least 3 years in a senior coordination or leadership role.
  • Proven experience in scaling up emergency response programs in conflict zones, preferably with US-government funded initiatives.

2. Technical Skills and Knowledge:

  • Strong understanding of humanitarian principles, standards, and practices.
  • Demonstrated ability to design, implement, and manage complex emergency response programs.
  • Excellent project management skills, including planning, budgeting, and reporting.
  • Proficiency in monitoring and evaluation techniques for humanitarian programs.
  • Knowledge of compliance and reporting requirements for BHA or similar donors.

3. Leadership and Interpersonal Skills:

  • Strong leadership and team management skills with the ability to motivate and guide staff in high-pressure environments.
  • Excellent communication and interpersonal skills to effectively liaise with local partners, stakeholders, and donors.
  • Ability to provide strategic guidance and make informed decisions in rapidly changing contexts

4. Operational Skills:

  • Experience in logistical planning and coordination in challenging environments.
  • Ability to navigate and address complex security and access issues in conflict zones.
  • Strong problem-solving skills and the ability to adapt to evolving circumstances.

5. Other Requirements:

  • Must be based in Gaza
  • Fluency in English is required; knowledge of Arabic is strongly preferred.
  • Strong commitment to Project HOPE’s mission and values, with an emphasis on humanitarian principles and ethical standards.

  • Position will be in resource-deprived environment with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
